(AP) — NASCAR says a noose was found in the garage stall of Bubba Wallace on Sunday at the NASCAR race in Talladega, Alabama.Wallace is the only full-time Black driver in NASCAR's elite Cup Series. Two weeks ago, he successfully pushed for NASCAR to ban the Confederate flag at its tracks and properties. Anna Eskamani (D-Orange County) said.An executive order signed by President Donald Trump aims to give unemployed Americans 0 a week, but states would need to provide a quarter of that money. On top of that, it's unclear if Trump's decision to pull billion in federal money from FEMA is even legal, as the power of the purse constitutionally falls under Congress.With the legality of the order up in the air, some Republican state governors, like Florida Gov. Ron DeSantis, are hesitant to adopt the policy."There's only so much you can do through executive action," Florida Gov. Ron DeSantis said. "We're now at a point where the President is just doing that, but I want to make sure there's no legal risk for us if someone were to challenge this, then we'd be left on the hook."The concerns haven't stopped Iowa, New Mexico, Arizona and Louisiana from applying, according to a tweet from Trump. South Dakota has reportedly declined to take up the plan."I think there's a lot of red flags on the President's executive order despite the fact that we all desperately need to see this increase in dollars," Eskamani said.DeSantis told reporters during a press conference that they are considering taking out a loan through the Department of Labor to raise the weekly benefit amount for Floridians. TEGUCIGALPA, Honduras (AP) — Hurricane Iota has battered Nicaragua’s Caribbean coast and flooded some stretches of neighboring Honduras that were still under water from Hurricane Eta two weeks earlier. The extent of the damage was unclear because much of the affected region was without electricity and phone and internet service, and strong winds hampered radio transmissions.Officials reported at least four deaths around the region, and said other people were unaccounted for.Aid agencies struggled to reach their local contacts, and the government said in a statement that at least 35 towns in the east and north had no phone service. Nicaragua’s telecommunications ministry said phone and broadband provider Columbus Networks was offline because of flooding in Bilwi.Preliminary reports from the coast included toppled trees and electric poles and roofs stripped from homes and businesses, said Guillermo González, director of Nicaragua’s emergency management agency. More than 40,000 people were in shelters.Iota had intensified into a Category 5 storm, but it weakened as it neared the coast and made landfall with maximum sustained winds of 155 mph (250 kph) early Tuesday morning. The system came ashore as a Category 4 hurricane about 30 miles (45 kilometers) south of the Nicaraguan city of Puerto Cabezas, also known as Bilwi. That was just 15 miles (25 kilometers) south of where Hurricane Eta made landfall Nov. 3, also as a Category 4 storm.By Tuesday night, Iota had diminished to a tropical storm and was moving inland over northern Nicaragua and southern Honduras.
