SAN DIEGO (CNS) -- The San Diego Padres will face the Arizona Diamondbacks in their season opener at Petco Park Friday evening on an opening day unlike any other in their 52-season history.There will be no spectators present because of public health directives prohibiting public events and gatherings stemming from the coronavirus pandemic. Cardboard cutouts of players' family members and loved ones will be placed in the seats behind home plate.With the absence of fans all 30 MLB teams will use ambient background audio to create crowd sounds during the season. MLB is providing each team with an array of crowd sounds and a touchpad device that can be integrated into their ballpark sound system to help manage the playing of the sounds.RELATED: Cardboard Padres fans to fill Petco Park's stands during 2020 seasonThe crowd sounds will be audible to on-field personnel and during television and radio broadcasts.The crowd backgrounds and reactions provided to the teams are all derived from exclusive, original source audio recorded by developers of the MLB The Show video game at MLB regular season games.The audio was edited into sound cues used in MLB The Show 20, with a focus on authentically replicating crowd sound and behavior. Selected content was then further refined for real-time playback over ballpark audio systems and allows for about 75 different effects and reactions to be used during a game.The crowd sounds will work in conjunction with stadium announcers, walkup music and in-stadium video to replicate the in-game experience as closely as possible.The coronavirus pandemic prompted MLB to make several rule changes for the 2020 season, which has been shortened to 60 games per team, 102 less than usual.National League games will include the use of the designated hitter for the first time in an attempt to avoid pitchers being injured when they are batters or baserunners. The DH had been limited to American League games and interleague games when an American League team is the home team.RELATED: Local company to help fill silence during MLB seasonEach half-inning of a game going into extra innings will begin with a runner on second base in an attempt to reduce long games and the strain they place on pitchers.Teams may have up to 30 players on their active rosters for the first two weeks of the season, five more than usual. The active roster must be reduced to 28 players by Aug. 6 and 26 by Aug. 20. Teams will be permitted to have a three-player taxi squad on road trips, one of whom must be a catcher.Before the coronavirus outbreak, MLB adopted a rule requiring pitchers to face at least three batters before being relieved in an attempt to speed up the game.Major League Baseball has instituted a set of health and safety protocols intended to reduce the spread of the coronavirus.The protocols include calling for players, umpires and other on-field personnel "to practice physical distancing to the extent possible within the limitations of competition and the fundamentals of baseball;" strictly enforcing prohibitions against unsportsmanlike conduct to prevent unnecessary physical contact and support physical distancing between individuals on the playing field; requiring teams to provide expanded dugout and bullpen space; and having all non-playing personnel wear face coverings at all times in the dugout and bullpen.RELATED: Fan hoping to "share" view overlooking Petco Park during baseball seasonThe opener is Jayce Tingler's debut as Padres manager, replacing Andy Green, who was fired with eight games remaining last season when the Padres had a 69-85 record and were fourth in the five-team National League West.The Padres lost seven of their eight games under interim manager Rod Barajas to finish last in the division, 36 games behind the champion Los Angeles Dodgers.Tingler described his feelings as "excited, nervous, anxiety, I think all the feelings that naturally you should have and they're just good reminders to know that we're alive."Tingler spent last season as the major league player development field coordinator for the Texas Rangers.Right-hander Chris Paddack will be the Padres starting pitcher. He was 9-7 with a 3.33 ERA in 26 starts as a rookie last season and 1-0 with a 1.08 ERA in three starts against the Diamondbacks.The Padres will be the second team in 100 years to start a rookie or second-year pitcher on opening day in back-to-back seasons, according to the Elias Sports Bureau, the official statistician for MLB. The other was the 1966- 67 Kansas City Athletics with Hall of Famer Catfish Hunter in 1966 and Jim Nash in 1977.Left-hander Madison Bumgarner will start for Arizona in his debut with the Diamondbacks after pitching for the San Francisco Giants since 2009. SAN DIEGO (CNS) - The San Diego Association of Governments and Caltrans will begin three nights of overnight closures of northbound Interstate 5 Tuesday night after completing overnight work along southbound I-5 ahead of schedule. Work crews will close northbound I-5 from state Route 52 to Genesee Avenue from 9:30 p.m. to 5 a.m. each night though Thursday, according to SANDAG. The closures are necessary to remove wooden structures that supported the recently completed construction of a trolley overpass at Voigt Drive Neither agency expected to begin closures of northbound I-5 until later this month or early July due to similar work on a trolley overpass spanning southbound I-5 at Nobel Drive, which began June 9. Those closures were expected to last until June 28 but concluded early last Tuesday morning. SANDAG expects to conduct additional closures of northbound I-5 June 23-27. The closures are part of the .17 billion Mid-Coast Trolley Blue Line Extension, which includes a planned 11-mile extension of trolley service by San Diego's Metropolitan Transit System from Santa Fe Depot in downtown San Diego to University City. The extension will add trolley stops in Mission Bay Park, UC San Diego and Westfield UTC. SANDAG is receiving .04 billion in funding from the Federal Transit Administration to complete the project. The extension and related projects are intended to reduce traffic congestion as the county's population increases. Construction on the extension began in 2016 and is scheduled to be completed in 2021. 1548

SAN DIEGO (CNS) - The county's flu death toll inched closer to 70 last week, while lab-confirmed flu cases continued to decline, the county's Health and Human Services announced today.The county received one report of a flu-related death last week, a 74-year-old North County man who had additional medical issues. County health officials did not disclose whether he had received this flu season's vaccine. The county's flu death toll now sits at 68.The county confirmed 86 flu cases last week, down from 114 cases during the prior week. Confirmed flu cases have declined for six consecutive weeks since reaching a season-high of 692 in mid-March. County health officials have now confirmed 9,373 flu cases to date this season."Flu activity in the region continues to wane, but it is still elevated for this time of year,'' said Dr. Wilma Wooten, the county's public health officer.While flu season appears to be wrapping up, county health officials and the Centers for Disease Control and Prevention still strongly advise the annual flu vaccination for everyone 6 months and older, especially in demographics with a heightened risk of serious complications, such as pregnant women, people older than 65 and people with chronic conditions.Flu shots are available at doctors' offices, retail pharmacies, community clinics and the county's public health centers. SAN DIEGO (CNS) - San Diego Loyal SC will play at Torero Stadium at the University of San Diego for the first time in more than four months tonight when they face LA Galaxy II.Like most sporting events around the world, fans will be barred from attending the USL Championship Division II men's soccer game under public health directives prohibiting public events and gatherings because of the coronavirus pandemic.SD Loyal (2-0-1) resumed their inaugural season July 11 with a 1-0 victory over Real Monarchs SLC in Sandy, Utah with defender Grant Stoneman heading in a corner kick by Jack Metcalf in the 17th minute and Jon Kempin making two saves for the shutout.Stoneman was selected for the league's Team of the Week by the USL National Media Panel, which is made up of representatives from each media market in the league, for completing 90 of 97 passes, winning three of four duels and registering two clearances in addition to his first goal in the league.LA Galaxy II, the reserves team of the Los Angeles Galaxy of Major League Soccer, lost to Phoenix Rising FC, 4-0, July 11 as it resumed play, dropping to 1-1-0.In their lone regular-season game at Torero Stadium, SD Loyal drew a capacity crowd announced at 6,100 for their 1-1 tie with the Las Vegas Lights March 7.The 7 p.m. game will be televised by The CW San Diego and the Spanish-language cable network ESPN Deportes. 1392

  

SAN DIEGO (CNS) - The San Diego County Registrar of Voters has received more than 560,000 ballots, it was announced Wednesday, more than three times the amount received at this point before the 2016 election.With less than two weeks remaining before the Nov. 3 election, the ballots are in the process of being put through a sorting machine that captures images of voters' signatures for comparison to ones the registrar has on file.Mail-in ballots were sent to all 1.9 million registered voters in the county on Oct. 5, even to those who had not requested one. Nearly a quarter of those have already been processed."Within minutes after the polls close at 8 p.m. on election night, the results for those early returns that were mailed in or deposited at drop- off locations before election day are counted," the registrar's office tweeted.For those who prefer to vote in person, the Registrar of Voters office in Kearny Mesa is open for early voting from 8 a.m. to 5 p.m. on weekdays. Voters also have the option to drop off their ballot at one of 126 drop-off locations around the county -- including dozens of libraries, YMCAs, county offices and The Old Globe Theater in Balboa Park.Due to the COVID-19 pandemic, in-person San Diego-area polling places will be open for four days instead of one, Registrar Michael Vu said.Vu has announced that his office is working with county public health services to ensure the health and safety of election workers and voters. Personal protective equipment and sanitation supplies will be provided to staffers so they can conduct the election process safely.An in-person voting location tool can be found on the county's voting website, SDvote.com.Voters are instructed to bring a face mask and plan to maintain social distance."We encourage voters to act early and make voting decisions from the comfort and safety of their home," Vu said. "Mark your ballot, sign, seal and return your mail ballot to a trusted source. The sooner we receive your ballot, the sooner we can start processing it so it will be counted right when the polls close at 8 p.m. on Nov. 3."Voters can return their marked ballot in the pre-paid postage envelope to any U.S. Postal Service office or collection box.Locations of vote centers were carefully chosen and configured to allow for queuing and voting while maintaining six feet of social distance, officials said. Masks will be required inside, but residents who are unable or unwilling to wear them will be allowed to vote curbside.However, officials noted that the need to social distance may create longer lines than usual at in-person locations. 2629
