CHENGDU, Aug. 18 (Xinhua) -- Chinese top political advisor Jia Qinglin has urged local governments in southwest China's Sichuan Province to boost post-quake reconstruction in the areas jolted by a massive earthquake last year.     Jia, chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), made the remarks during his inspection tour to Sichuan Province from Aug. 14 to 18. BEIJING, Oct. 14 (Xinhua) -- China on Wednesday proposed closer cooperation among members of a regional security group to tackle the world economic recession.     "Confronted with the global financial crisis and aiming at a steady economic growth, member states of Shanghai Cooperation Organization (SCO) should work together and seek mutual benefit," Chinese Vice Premier Li Keqiang told a SCO business forum in Beijing.     The SCO was founded in 2001 to enhance security cooperation among its six member states, namely, China, Russia, Uzbekistan, Tajikistan, Kyrgyzstan and Kazakhstan. Mongolia, India, Iran and Pakistan are observers to the regional group. Instead, it offered more opportunities for them to work together," Li said, citing the fact that SCO members are complementary in economies and have an increasingly-connected market.     Although the total population and territories of SCO member states amounted to a quarter and one fifth of the world's total, their overall economic scale and trade volume made up only the world's 11 percent or 10 percent respectively, Li said.     "Thus, there is a huge potential for SCO member states to expand economic and technology cooperation," Li said.     He called for SCO member states to carry out the joint actions to deal with the global slump and accelerate the process of trade and investment liberalization.     He proposed promoting the projects that involved and benefited multiple parties, building infrastructure networks of transportation, communications and energy.     It was necessary to step up cooperation in modern agriculture, emerging industries, high-tech and social welfare so as to benefit the people, Li said.     He vowed that China will unswervingly pursue the path of peaceful development, take a more active part in SCO affairs, fully participate in regional economic and regional cooperation in a bid to work for the welfare of 1.5 billion people within the SCO member states.     The business forum was an important event under the framework of the eighth SCO prime ministers' meeting, which took place on Wednesday.

BEIJING, July 23 (Xinhua) -- Chinese President Hu Jintao vowed to stick to the proactive fiscal policy and moderately easy monetary policy in the second half year to sustain stable and relatively fast economic growth.     Hu, who is also general secretary of the Central Committee of the Communist Party of China (CPC), made the remarks at a conference with leaders of the country's leading non-Communist Parties on Thursday in Beijing.     Chinese Premier Wen Jiabao and other senior leaders including top political advisor Jia Qinglin, Vice President Xi Jinping and Vice Premier Li Keqiang, attended the meeting.     Hu said the Chinese economy is generally improving because of the stimulus packages the Chinese government rolled out to weather the global economic downturn, but caution against risks should be strengthened.     The macroeconomic policies should be maintained to consolidate the current recovery to achieve the goal of eight-percent economic growth for this year, Hu said.     China's annual economic growth quickened to 7.9 percent in the second quarter of this year, mainly boosted by a 33.5 percent surge in fixed-asset investment driven by powerful fiscal and monetary stimulus. The figure was compared with the 6.1 percent economic growth in the first quarter and 6.8 percent in the fourth quarter of last year.     Hu called for thorough implementation of stimulus measures to expand domestic demand. The government tried to boost domestic demand to offset falling exports because of a slump of global demand. The measures included programs of rural home appliance subsidy and home appliance replacement and purchase tax cuts on autos.     Economic restructuring and innovation should be enhanced to ensure economic recovery, Hu said.     In rural development, Hu called for efforts to boost grain production and increase farmers' income through various channels. More investment should go to ethnic, border and poor regions, Hu added.

  

BRUSSELS, Oct. 8 (Xinhua) -- Chinese Vice President Xi Jinping met Thursday with European Commission President Jose Manuel Barroso on bilateral ties, vowing to enhance cooperation between the two sides.     Xi, who congratulated Barroso for his reelection, said China appreciated his efforts in the past five years on boosting development of the comprehensive and strategic partnership between China and the European Union. China believes, too, that the bilateral ties would advance further in a healthy and stable way within the new term of Barroso, Xi said.     Xi said China and the EU, who have formed a pattern of comprehensive, wide-range and multilevel cooperation, have become two important forces to help shape the future international structure into a multipolar world.     Xi put forward a three-point proposal to further strengthen bilateral relations between China and the EU. The Sino-EU relations will remove various obstacles and make progress as long as both sides stick to the principle of "mutual respect and mutual trust, consultation on an equal footing, and seeking common ground while shelving differences," Xi said. It will also be important to bear in mind the overall interests of bilateral relations and respect each other's major concerns, Xi said.     China is ready to work with the EU to build Sino-EU relations into a model of peaceful coexistence and friendly exchanges between countries that transcend civilizations, social systems and development models, Xi said.     Barroso offered congratulations on the success of China's impressive National Day celebrations on October 1, speaking highly of the great achievements of China in the last 60 years.     Sino-EU relations have seen remarkable achievements, he said, adding that the past five years have witnessed frequent top-level exchanges, fruitful personnel and cultural exchanges, and rapid development of economic and trade cooperation.     China and the EU have seen increasing common ground on global issues, including the international financial crisis and climate change, and both sides oppose protectionism and champion a just international order, Barroso said.     In the next five years, the EU will continue developing and promoting the EU and China's comprehensive and strategic partnership and strive to handle disagreements in a mature and responsible spirit so as to further develop bilateral ties, he said.     Barroso also wished the forthcoming Europalia Chinese Art Festival a great success.     Xi arrived here Wednesday for an official visit to Belgium, the first leg of his five-nation European tour. BEIJING, Oct. 13 (Xinhua) -- Russian Prime Minister Putin said here on Tuesday that Russia and China are working on a huge oil and gas cooperation project.     In an exclusive interview with Xinhua, Putin said the two countries have signed a 20-year oil supply agreement and laid more than 2,000 kilometers of crude oil pipelines for this. It was the name given to the illegal practice of getting items across the border without official customs approval.     The illegal practice would make the government unable to supervise domestic industries and lead to bankruptcies and unemployment, which might cause more troubles to the society against the backdrop of the financial crisis, he said.     Putin called upon the two countries to establish a set of unified rules, which would be obeyed by both sides, so as to achieve a just, sound and civilized mechanism of cooperation.
