San Francisco police say they will stop releasing the mug shots of people who have been arrested unless they pose a threat to the public. Police Chief Bill Scott says the new policy starting Wednesday is aimed at stopping the spread of negative stereotypes of minorities. Jack Glaser, a public policy professor at the University of California Berkeley who researches racial stereotyping, says data shows Black people who are arrested are more likely to have their cases dismissed by prosecutors. But the mug shots live on. That contributes to Americans making an unfair association between people of color and crime. 624

SAN FRANCISCO (AP) — The University of California’s governing board is unanimously backing a measure that would restore affirmative action programs at its schools. The proposed ballot measure would repeal the controversial voter-approved statewide ban that's been blamed for a decline in diversity in the prestigious university system. The vote Monday by the university system's Board of Regents means the UC endorses a proposal that would ask voters in November to repeal 1996's Proposition 209 that banned “preferential treatment” for minority groups applying to state colleges and government jobs. The state Assembly approved the measure last week and it still must pass the state Senate to go on the Nov. 3 ballot. 726

SAN MARCOS, Calif. (KGTV) — Dos Desperados brewing in San Marcos was headed for a banner year until the coronavirus outbreak hit."We had all of our vats full and of course we had to shut down," said owner Steve Munson. "It's not a killer yet, We're trying to survive until the end of the year."Sales plummeted in the tasting room and distribution. Munson had to cut his staff of eight to two, even letting his own daughter go. It got even more complicated in early July, when the governor eliminated indoor service for bars and restaurants. But when Munson approached the City of San Marcos to get an outdoor permit, he says it went lightning-quick, something Munson never expected.San Marcos Mayor Rebecca Jones says it happened fast because the city already had the framework in place to streamline outdoor permits, with no fees. The city actually approved it in late May. Jones credits Innovate 78, a collaborative effort between the five cities that line the 78: San Marcos, Carlsbad, Oceanside, Escondido, and Vista. They've been working together on the economy for years."If you are not looking forward to what could happen next, you're not really planning," Jones said. "So we try to plan for the unknown, and I really believe that has come from COVID."Innovate 78 now plans to send a letter to Gov. Newsom seeking next steps for businesses now that San Diego County is off the state's watch list. 1411

SAN MARCOS (CNS) - Authorities reached out to the public Tuesday for help in identifying and locating a man suspected of starting a vegetation fire near a San Marcos place of worship last week. The blaze happened shortly before 11:55 a.m. on Dec. 10, at 1111 La Moree Road, south of state Route 78, according to the San Diego County Sheriff's Department. The fire burned roughly 100 square feet of vegetation near a Kingdom Hall of Jehovah's Witnesses, but firefighters extinguished the flames before any buildings were damaged, officials said.Investigators determined the fire was intentionally set and nearby surveillance cameras captured video and images of the suspect, described as a white man riding a mountain bike and carrying a brown backpack. The suspect was last seen wearing a gray sweatshirt and black shorts.Tipsters can remain anonymous and could be eligible for a reward up to ,000.Anyone with information on the identity or location of the suspect is asked to call the sheriff's bomb/arson unit at 619-550-8158 or Crime Stoppers at 888-580-8477. 1070
