SAN DIEGO (KGTV) -- Major changes are proposed to an exemption in state law that allows for a person under 21 to buy an assault-style rifle with a state-issued hunting license.The senator pushing behind the legislation also says he could author bring about more changes next year, including addressing an issue 10News uncovered in the wake of the Poway synagogue shooting in April. On Jan. 1, the state of California raised the legal age to buy all firearms - including long-guns - to 21. There were, however, exceptions for those over 18 who are military, law enforcement, or possess a valid, state-issued hunting license. Accused Poway synagogue shooter John Earnest, 19, purchased an AR-15 style weapon from a dealer in San Diego. State Sen. Anthony Portantino, a Democrat from the Los Angeles area, has amended current legislation, Senate Bill 61, to eliminate the hunting license exemption for "semiautomatic center-fire" rifles for those under 21."This is the weapon of choice that is finding itself into the wrong hands and, frankly, killing children,” Portantino said in an interview. "From our perspective we want to make sure we have a bill that gets signed into law that solves a problem.” Gov. Gavin Newsom has expressed support for this change.Portantino also said he would continue to seek out changes during next year's legislative. That includes potentially installing better verification practices when it comes to exemptions. That's because Earnest, a college student, did not have a valid hunting license when he purchased the firearm allegedly used in the attack, Fish and Wildlife has confirmed. 10News reported that under current law, the Justice Department leaves the responsibility to individual gun shops to verify hunting licenses. It does not verify them again with state Fish and Wildlife during the 10-day mandatory background check. Portantino said this is on his radar for the 2020 session. "This issue certainly highlights these legitimate questions," he said. "So yes that’s one of the things we’re looking into for next year is ensuring that when you collect data you want to make sure it’s used for the right purpose. We're definitely looking to make that system better without a doubt."The gun dealer, San Diego Guns, has insisted it did everything properly in the transaction. Earnest is accused of fatally shooting Chabad of Poway congregant Lori Kaye and injuring three others on April 27. He is now facing more than 100 federal hate crime charges. 2496

SAN DIEGO (KGTV) — Just in time for the San Diego Zoo's reopening this month, a recent animal addition will be making his debut.A 2-month-old male pygmy hippopotamus, named Akobi, and his mother, Mabel, have been moved from the park's maternity habitat to the main pygmy hippo habitat in the Lost Forest area of the zoo.Akobi, born on April 9 and the first success pygmy hippo birth at the zoo in more than 30 years, stayed close to his mom once introduced to the habitat. But the zoo says he's already exploring the large pool, new terrain, and other animals in the shared habitat.RELATED: San Diego Zoo, Safari Park to reopen June 20"We’re excited to welcome guests back to the San Diego Zoo, so they can see this adorable calf who has brought his wildlife care team so much joy," said Leanne Klinski, wildlife care specialist for primates. "Akobi is doing great at navigating the pygmy hippo habitat, and I look forward to seeing the interactions between him and the primates who live in this habitat, too."Akobi can be seen from the morning until early afternoon in the Lost Forest habitat.Pygmy hippos are listed as Endangered on the International Union for Conservation of Nature Red List of Threatened Species. The animals live in rivers and streams in the forests of West Africa. Less than 2,500 pygmy hippos now remain in Africa. SAN DIEGO (KGTV) -- It’s no mistake, the Marriott Marquis in Downtown San Diego is playing host to bees on the roof, and it’s all for the benefit of local business. The hive highlights a growing trend called urban beekeeping and the popularity of the practice is creating a lot of buzz. In 2012, the City of San Diego amended its municipal code to allow some residents, along with community gardens and retail farms to keep two beehives. The practice has several benefits, according to the city, including access to fresh, natural honey. The city says urban beekeeping also reduces the number of aggressive Africanized bees in the vicinity of the docile honeybee hive. Beekeeping is also known to reduce carbon footprint due to local production, however, there are some things to be aware of. The primary risk of beekeeping is getting stung. The city says if you plan to keep bees, you can count on bee stings every now and then. Before deciding to keep bees, the City of San Diego urges dialogue with neighbors. SAN DIEGO (KGTV) - Last month, investigators arrested a 72-year-old man suspected of being the Golden State Killer. It could be the dramatic end of a four decades old search for the suspect.Which got us thinking, whatever happened to the cold case of the “Geezer Bandit” who may not even be a senior citizen anyway? And, could advanced technology ever help find him?He was the most elusive senior citizen during a two-year crime spree. The bank robber the FBI nicknamed the “Geezer Bandit” because of his geriatric appearance.The “Geezer”, who may have been a much younger person using a professional grade prosthetic mask, robbed 16 banks from San Diego to San Luis Obispo from 2009 to 2011. 11 of those robberies happened in San Diego County. “Profiling as you understand now is a pretty big spectrum,” says Jack Hamlin.Hamlin is a Professor at National University and professional criminal profiler. We asked him how this person, seven years later, has become the modern-day D.B. Cooper and why he, or she, would simply vanish.“We have an expression in law enforcement, we only catch the dumb ones,” says Hamlin.The “Geezer” was one of the best. Performing almost mistake free and seemingly very sophisticated. The mask may not have been his only disguise, and he was said to wear gloves, there was no known getaway vehicle, the robberies were during off-peak hours and with little security. And five of his robberies were on a Friday, payday. So, we asked the question, ‘Is it possible this person had some law enforcement training?’“It’s certainly somebody that understands how things work,” added Hamlin.  “These robberies weren’t random. He’s figured out a time when security is low; he’s figured out a time when there’s going to be plenty of cash, Friday.”The “Geezer developed a cult following with thousands of followers on Facebook. T-shirts are still available celebrating ‘Geezer Bandit for President.’ But his last robbery was December of 2011. That's the only time a dye pack was used, exploding and making the money useless, and possibly his disguise too. We haven’t heard from the “Geezer” since.“I don’t see this person suddenly having an epiphany and saying, ‘It’s over with. I don’t need to do it anymore,’” says a skeptical Hamlin.Hamlin says people like this need the rush and rarely just quit. But the one mistake the “Geezer” made on that final robbery was dropping a day-planner which he carried as part of his disguise. If it holds his DNA, Hamlin says there may be an option to use a genealogy website like investigators did to catch the person they believe is the Golden State Killer.“Now you’ve got this public DNA base, and if there is some way they can tap into that, um, the skies the limit on some of these cases,” says Hamlin.UPDATE: The FBI tells 10News there has been no change in this case since the last attempted robbery in 2011. However, the field office in San Diego is always willing to work with the community if there is new information that might lead to an arrest of the person known as the "Geezer Bandit." SAN DIEGO (KGTV) – Mexican authorities are investigating a gas explosion at an apartment complex that hospitalized at least three and displaced 150 people on Christmas Day.The explosion happened around noon at the Edificio Hipódromo located at 12609 Col. Alba Roja in Tijuana, one mile south of the stadium Estadio Caliente.This station’s Mexican media partner Televisa reports that the powerful blast caused damage to nearby homes and left debris strewn in the streets on opposite sides of the building.Images from the scene show several windows and glass doors blown out, and collapsed ceilings inside some apartment units.The three victims were described as a 2-year-old child and two adult females, ages 25 and 45. All three were transported by San Diego Fire Rescue to UCSD Medical Center in the United States with second-degree burns. Their conditions are unknown at this time.No other injuries were reported at this time.The explosion prompted evacuation orders at the Edificio Hipódromo and nearby homes displacing 150 people, according to Televisa. 1066
