(KGTV) -- Several hundred people peacefully marched in La Jolla Friday afternoon in support of the Black Lives Matter movement and to protest systemic racism.The group gathered at La Jolla Cove and then walked to Windansea Beach as they held white carnations to signify peace.It wasn't immediately clear how long the protest would be held.The protest is one of several local demonstrations that have been held in San Diego County over the last few weeks. Nationwide, demonstrations have been held, sparked by the death of George Floyd in Minneapolis while an officer held his knee on his neck for nearly 10 minutes. 640

(KGTV) - Lemon Grove’s financial issues have some in city hall talking about bankruptcy or disincorporation.The city says if action is not taken to correct their budget deficit, it will eat into reserve funds that they cannot afford to lose.Lemon Grove City Council voted against increasing its sales tax last month which would have added almost two million dollars to their yearly general fund.An identical discussion occurred in 2010 when the then City Council was asked to consider a tax measure on the ballot and it was denied.“I don’t think they’re qualified to run a lemonade stand,” said Brent Johnson, a Lemon Grove resident, “I don’t understand why people spend so much money on frivolous things.”Lemon Grove has already outsourced its law enforcement to the San Diego County Sheriff’s Department and if the city was disincorporated its remaining governmental responsibilities would go the county.“I think it should be the county’s turn to run things here” said another resident Doug Hutton, “things could get better here.”The city maintains they are not considering disincorporation or bankruptcy right now, but a decision will have to be made in the next 4 to 7 years.Only 17 cities in the history of California have been disincorporated. 1277

LA MESA, Calif. (KGTV) - The New Year arrived in one La Mesa home with a bang, followed by glass shattering. Jacob wasn't home on New Year's Eve. Neither were his three renters when something came tearing through his home off La Mesa Blvd."My heart is pounding right now even thinking about it," said Jacob.A 9mm bullet pierced the screen and a double-glass sliding patio door in the back of the house, before flying past the living room and into a kitchen cabinet. A neighbor says she heard 12 gunshots just past midnight.Jacob says if he hadn't been out that night, he would have been sitting in the living room watching television - and right in the line of fire."Looking at the angle of the bullet, probably would have been right at my head. I'm speechless. I would have been dead," said Jacob.It's a chilling thought to go with his feelings of frustration. A 9mm bullet can travel upwards of a mile and a half. Jacob tells 10news the sound of New Year's Eve gunfire is nothing new, and he's fed up."Please think twice, there's other human beings in the neighborhood. It's just irresponsible. (KGTV) - One of the witnesses to Sunday's fatal drive-by shooting in La Jolla happened to be a trauma expert."I did see people at that point running all over the place," neighbor Michelle Carcel said. Steps from the crime scene, Carcel recounted what she saw hours prior. One woman was killed, and three men were shot on a sleepy street in La Jolla. San Diego Police said all victims were outside a house party on Draper Avenue when the shooting happened. RELATED: 1 dead in shooting at party in La Jolla"By 9 o'clock everything is shut down, so when we hear kids having a party and stuff, we often say it is a very nice thing. It is a quiet calm thing. So to have this occur is completely out of the ordinary," Carcel said. The scene was so foreign to neighbors in this area but all too familiar for Carcel. As a clinical psychologist, Dr. Carcel often deals with and speaks about gun violence and trauma. "I've talked about Parkland shooting. I've talked about the Orlando shooting. And to have it happen here, to have it happen here so close to home, is still so jarring and so rattling and really brings the message that it can happen anywhere," Dr. Carcel said. Carcel now wears both the witness hat and the clinical psychologist hat. She is giving advice to everyone involved. "This is going to have acute side effects," Dr. Carcel said. "You're going to have post-traumatic stress that could occur within a period of time. Just monitoring and making sure that they are getting the counseling and support that they need."She hopes for the end of senseless shootings, even if it means she may be out of a job. "Our children are dying," Dr. Carcel said. "Innocent people are dying, I don't know what the solution is, but I hope we come together as a community to figure it out."Dr. Carcel said she will conduct a trauma healing circle for her neighbors at a later time. 1900

(KGTV) — A personnel appeal board rejected an appeal filed by former La Mesa Police officer Matthew Dages, who was fired over a viral video showing him push a man into a seated position at a trolley stop.Dages was terminated in August over the video that surfaced in June, showing him push a black man into a sitting position on a bench, and handcuffing him and arresting him at Grossmont Trolley Station. The man, 23-year-old Amaurie Johnson, was told he was arrested for assaulting an officer.RELATED: Protesters call for transparency from La Mesa Police DepartmentAfter bodycam video of the arrest was released, La Mesa Police Department dropped charges against Johnson and placed Dages on administrative leave pending an investigation.Dages was eventually fired by former La Mesa Police Chief Walt Vasquez.
