RANCHO CORDOVA, Calif. (AP) — Gov. Gavin Newsom says he wants a Southern California county to reimpose stay-home orders amid a surge in positive coronavirus tests there and through much of the state. Imperial County, with a population of 175,000 people on the state’s border with Mexico, has been the slowest in the state to reopen. "Some counties, like Imperial, haven't been able to move into that attestation process, because they can't meet that criteria," Newsom said of the county's struggle to reopen. "We reserve the right to toggle back if we don't see movement at the local level."Newsom said the state is working with the county to send additional resources to help local officials address coronavirus cases. Despite this, the governor said interventions are not making enough of an impact, leading to reinstituting the stay-at-home order.The county's positivity rate has averaged 23% in the last week, compared with 5.7 % percent statewide. Newsom said there is also a need to decompress the county's hospital system, which other counties have helped do by accepting patients."I just sent 76 ventilators down to Imperial County. We are in the midst of the first wave of this pandemic. We are not out of the first wave. This disease does not take a summer vacation," Newsom said. Protests erupted late Monday on the campus of the Georgia Institute of Technology in Atlanta, after police fatally shot a student who allegedly had a knife.The violence took place around the time of a planned vigil for the student, Scout Schultz, 21, who was killed Saturday. Video on social media showed a police car in flames.Georgia Tech police urged students to stay inside and lock their doors because of "violent protests on campus."The fatal encounter on Saturday happened after police responded to a 911 call at 11:17 p.m. reporting a suspicious person on campus. The caller said the person -- described as a white male with long blond hair, white T-shirt and blue jeans, possibly intoxicated -- was holding a knife and possibly a gun.The Georgia Bureau of Investigation said Schultz made that 911 call. 819

(KGTV) - Residents in Ramona are worried that SANDAG's new transportation plan could put their lives at risk in the event of a wildfire.The proposed 2021 Regional Plan, which hasn't been approved and won't be voted on until November, would move tax money away from freeways like State Route 67, and put more emphasis on transit.People in Ramona say that worries them, because the 67 was jammed the last few times fires forced an evacuation."It took a couple hours to get down to Scripps Poway Parkway," says Ramona resident Paul Pakus, who had to evacuate during 2007's Witch Fire.In 2004, voters approved a measure on the ballot for a 40 year, half-cent sales tax to fund transportation projects, commonly called the "TransNet Tax." Part of the bill specifically mentioned State Route 67, as well as a handful of other freeways.When SANDAG unveiled their new transportation plan last month, they said Transnet tax money would now go to pay for transit projects instead of freeways. That means a proposed expansion of the 67 could be shelved if the plan is approved by the SANDAG Board."It's a bait-and-switch," says County Supervisor Jim Desmond, who sits on the Board. "People in Ramona are very sensitive to this. They want to make sure they're safe in a fire and they want to make sure that the infrastructure is in place to do that."SANDAG says the TransNet Tax ballot proposition included language that allows SANDAG to change where the tax money goes as priorities change over time.Executive Director Hasan Ikhrata says, even after just 11 years of the tax, it's clear San Diego needs to invest more in mass transit and less in roads. He says that's a necessity if the area wants to hit state and federal mandates for greenhouse gas emission."People need to give us a chance and time to put this forth. And once we do, I think they will be more pleased with what we're telling them," says Ikhrata.He also assured 10News that SR-67 would still be a priority."Safety will be addressed, period," he told 10News in an exclusive interview. "The 67 safety issue will take top priority."Ikrata added that the plan is still a work in progress and SANDAG wants feedback from the public. They have a "Vision Lab" at their downtown offices that people can visit to give feedback.They also plan to form an advisory council, made up of at least 10 industry experts and leaders, to help finalize the 2021 Regional Plan. RAMONA, CA (KGTV) -- Thanks to the San Diego Humane Society's Project Wildlife, an orphaned mountain lion pup has a second chance at life. The Humane Society acquired the Fund for Animals Wildlife Center in Ramona on September 1st, and the very next day, the 12 week old mountain lion pup was their very first patient."We got a call from California Fish and Wildlife," says Project Wildlife Director Andy Blue. "That a firefighter had found a mountain lion cub in distress up near Idyllwild."The female cub was found semi-conscious, extremely emaciated, and dehydrated."When she first arrived here in Ramona, she appeared to be in pretty bad shape, and I wasn't sure she was going to survive."That's when the Project Wildlife team stepped in and provided the cub life saving treatment."We immediately gave her critical care supplies, got a diet syringe fed to her, and did everything we needed to do to turn it around."And a little over a month later, with the great care from Project Wildlife, Blue says the cub is expected to make a full recovery. "Now she is completely stable and will most likely be going to another facility in Arizona." You might think that once animals have rehabbed, they would be let back out into the wild.. Well that's not always the case.""Because she's had so much human contact, we really can't release her back into the wild. Our goal is to rehab animals and release them back into the wild, but in her case, it's not a good idea."The plan is to relocate the lion cub to a facility in Arizona by next week. 1548
