SAN DIEGO (KGTV) - A power outage was reported Thursday at several buildings on the San Diego State University campus. The outage started about 3:30 p.m. and impacted Hepner Hall, East Commons, Administration, Physical Sciences and the Faculty Staff Club, SDSU reported online. An hour later, campus officials said the outage was caused by flooding the basement of the Physical Sciences building.By 5:17 p.m., power had been restored to Hepner Hall, East Commons, Adams Humanities, Administration and the Faculty Staff Club buildings. Crews were still working to restore power to the Physical Sciences building.“Facilities Services is aware of the issue and actively working to restore power,” the university posted. “If you are in or around the impacted buildings, please remain where you are, and in a safe location,” officials requested. SAN DIEGO (KGTV) -- A San Diego man convicted of murder will be a free man, decades before his scheduled release.Donnell Fulcher’s conviction for a Barrio Logan murder in 2006 was overturned due to changes in DNA standards, said Deputy District Attorney Hector Jimenez.On Tuesday, Fulcher pleaded guilty to voluntary manslaughter and assault with a firearm rather than go through a third trial. The judge sentenced Fulcher to 14 years, but he received credit for time he already served.Because of that, Fulcher will be released from custody tonight or tomorrow. This result comes after the San Diego County District Attorney’s Conviction Review Unit took a second look at cases involving DNA mixtures, meaning more than one DNA source is found in a sample. Fulcher’s case relied heavily on this type of evidence.The top forensic science group that analyzes DNA released guidelines that are now more conservative, which affected Fulcher’s case. Earlier this year, the District Attorney’s office agreed to give Fulcher a new trial.“We still believe that we have the right guy, but we lost confidence in the conviction so we wanted to give the defendant a chance to have a new trial if he wanted. He chose to plead guilty instead, so at the end of the day, I believe justice was done,” Jimenez said. Fulcher has always maintained his innocence.“I don’t think you can put any limit on the happiness that going free can have for someone who’s serving a life sentence. He is very, very happy. His family is very happy. This is really a joyous moment for all of them,” said Fulcher’s defense attorney Knut Johnson.This would have been Fulcher’s third trial. SAN DIEGO (KGTV) - A measure on the ballot aims to solve San Diego's homeless and housing crisis by raising property taxes and using the money to build more homes.Measure A would provide the City with 0 million "for the acquisition or improvement of real property" that would be specifically for "vulnerable populations."According to the Measure, that includes low-income families making less than 80% of the median income and the homeless or chronically homeless, seniors, veterans, people who are disabled, and young adults who are coming out of the foster system."It would build as many as 7,500 homes," says Stephen Russell, the President, and CEO of the San Diego Housing Federation. "The trauma of sleeping on the street is ongoing. We believe the first thing you need to do is give someone a safe, secure place to live."Russell says the City could leverage that 0 million to bring in an additional billion in state and federal matching funds.According to the text of Measure A, the money would be paid back over 40 years by gradually raising property taxes. In the first year, homeowners would be taxed an additional .14 per 0,000 of value on their home. With the average home value in San Diego at just above 0,000, that means homeowners would pay an extra in property taxes.But, by the seventh year of the bond, that tax goes up to .85 per 0,000 of assessed value or about 5 for the average home.Over 40 years that means an average homeowner in San Diego would pay an additional ,000 in property taxes."We believe that folks with their empathy, with their sympathy for folks on the streets, are prepared to make that small investment," says Russell.But opponents of the Measure say it's not the right time to raise taxes, and the money would not solve the issue."The people who put Measure A on the ballot are the same people who are responsible for the failed strategies that we've been pursuing for the past decade, that have resulted in a skyrocketing increase in the number of homeless people here in San Diego," says Carl DeMaio, the Chairman of Reform California."If we really want to deal with homelessness, we have to get to the root cause of homelessness, which is substance abuse and mental illness," he says.DeMaio also points out that the text of Measure A says it will cost the City .1 billion to pay back the bonds over 40 years.The Measure also establishes a Citizens Oversight Committee to make sure the money is only spent on affordable housing.Because it's a new tax, it requires a 2/3 vote to pass. 2568

SAN DIEGO (KGTV) — A man shot his wife and four sons at a Paradise Hills home Saturday, killing four, before taking his own life.Sunday morning, a GoFundMe set up by the victims' family identifies those killed as Sabrina, the mother, and her children, 3-year-old Enzi, 5-year-old Zuriel and 11-year-old Zeth. According to the page, 9-year-old Ezequiel is still in the hospital. The father was identified as Jose Valdivia, 31, according to City News Service. San Diego Police were called to the 2100 block of Flintridge Dr. just before 7 a.m. Police said the dispatcher could not communicate with the caller, but could hear an argument and someone being asked to leave in the background.Officers received another call en route to the home from a neighbor who said they heard arguing and what they believed to be a "nail gun firing." Police arrived and saw a young boy covered in blood inside the home. Three other boys, their mother, and their father were found inside with apparent gunshot wounds. A 3-year-old and the 29-year-old mother were pronounced dead at the scene, according to SDPD Lt. Matt Dobbs. The boys' 31-year-old father, believed to be the shooter, was also among the dead.A 5-year-old, 9-year-old, and 11-year-old were rushed to a nearby hospital. Two of those children have died and the other was taken into emergency surgery in critical condition, according to police.Officers had initially told media the 5-year-old and 9-year-old boys had died and the 11-year-old boy was in surgery, but said during Saturday's press conference they could not confirm which child was in critical condition.Police said the shooting was related to domestic violence and called it a "murder-suicide." A restraining order was filed Friday by the mother against the father, but isn't believe to have been served as of Saturday. Police said the father may have been aware of the order.Saturday morning, police said the father came to the residence and got into an argument with his wife, before using a handgun to shoot his family and then himself.The four boys and their mother lived on the property with several other relatives, police said. The father was not currently living at the property and the couple was going through some type of divorce process.Police confirmed officers were called to the property to break up an argument between the mother and father earlier this month, but no crime was committed."I just pray for that family," one neighbor said.
