SAN DIEGO (CNS) - Authorities Monday publicly identified a 39-year-old firefighter killed over the weekend in a suspected DUI motorcycle crash near Lakeside.Ryan Ferrara, an engineer with the San Diego Fire-Rescue Department, was riding on the back of a westbound 2018 Harley-Davidson that crashed into a parked vehicle in the 13000 block of Piping Rock Lane about 9:30 p.m. Saturday, according to the county Medical Examiner's Office and California Highway Patrol.Ferrara died at a trauma center about an hour later, and the 36-year-old El Cajon resident who had been piloting the two-wheeler was hospitalized for treatment of severe injuries, CHP public-affairs Officer Jeff Christy said.Neither man -- the driver was not publicly identified -- was wearing a helmet at the time of the wreck, according to the Highway Patrol."Alcohol and/or drug impairment is suspected as a factor in the collision, and (it) is still under investigation with possible charges pending," Christy said.In a prepared statement, San Diego Fire Chief Colin Stowell said his and his employees' "hearts are broken by the news" of the death of Ferrara, who had been with the city emergency-services agency for 13 years. 1203

SAN DIEGO (CNS) - No charges were filed Wednesday against a 19-year-old man arrested along with three teenage girls for allegedly attacking and severely beating a 56-year-old man near Petco Park.The investigation is continuing into the case against 19-year-old Dominick Wells in connection with the attack that left Edward Leon Starland on life support, said Tanya Sierra, a spokeswoman for the District Attorney's Office.Three girls, ages 14, 15 and 17, also were arrested on suspicion of felony battery, said San Diego police Lt. Matt Dobbs. One of the girls had a detention hearing at Juvenile Court Wednesday.Starland was attacked about 2:10 p.m. last Sunday near the pedestrian bridge adjacent to Petco Park, Dobbs said.Police and paramedics found the victim unresponsive.Investigators determined the victim got into an argument with a group of teenagers and was knocked to the ground, then beaten, the lieutenant said.When witnesses started yelling at the attackers to stop, they fled east on Imperial Avenue, he said.Wells was arrested about 3:15 a.m. the next morning. SAN DIEGO (CNS) - California restaurant owners from across the state, including San Diego County, filed government claims today seeking refunds of state and local fees assessed during the COVID-19 pandemic, saying public health orders have forced them to shutter their doors or operate under capacity restrictions even as they're charged fees for liquor licenses, health permits and tourism assessments.The claims were filed in San Diego, Los Angeles, Orange, Sacramento and Monterey counties. Claims will also be filed in San Francisco, Fresno and Placer counties, according to the restaurant owners' attorneys.Plaintiffs' attorney Brian Kabateck said, ``Restaurant owners are obligated to pay these government fees just to operate, yet the same government entities who have collected those fees have forced these businesses to close their doors or drastically restrict operations due to the pandemic. We simply want the government to return those fees to those restaurants who followed the law and closed.''The state has 45 days to respond to the claims, which are necessary precursors to a potential class-action lawsuit.The move was supported by the California Restaurant Association, whose president and CEO, Jot Condie, said, ``Even when the restrictions are lifted, the devastating impact on the restaurant industry will extend for years. SAN DIEGO (CNS) - A would-be carjacker who didn't know how to drive a stick shift was foiled when he tried to steal a car with a manual transmission in San Diego's Fox Canyon neighborhood, police said today.Two teenagers were sitting in the car around 10:45 p.m. Thursday in a hilly residential area near Auburn Drive and Wightman Street when a young man approached the window and demanded the victims' phones, San Diego police Officer Robert Heims said. The man then demanded the victims, an 18-year-old man and 17-year-old boy, get out of the car."They got out and the suspect got in and tried to drive away,'" Heims said.
