SAN DIEGO (KGTV) - The floral tributes shut down by the pandemic, blossomed into reality Memorial Day at several national cemeteries.Susan Williams first met Gregory Torres in 1973 while he was in the Air Force navigator training program. While the relationship didn't last, she never forgot him."Funny, smart and dedicated. One of the best people I've ever known," said Williams, 71.In 1978, while stationed in Germany, Captain Torres died when his plane crashed during a training flight. He was buried at Fort Rosecrans National Cemetery.Williams, who lives in South Carolina, had plans to visit his grave this Memorial Day before the pandemic hit.Covid-19 also turned the usual local services virtual. The flags laid out by the cemetery and flowers put out by a national nonprofit wouldn't happen this year."It made me feel crummy. He should be remembered in some way," said Williams.Enter Jenelle Brinneman, a Valley Center florist who started a Gofundme campaign. After a 10news story, the campaign took off. Some ,000 and countless roses, Brinneman and a small group of volunteers spent the morning of Memorial Day laying a single rose at some 4000 grave markers between Fort Rosecrans and Miramar cemeteries."We're laying down these roses and people are crying, thanking us. Just so cool to be part of this. The feeling is just overwhelming," said Brinneman.Brinneman's group also set down 200 bouquets at gravestones, special requests submitted for Memorial Day. One of those requests came from Williams. "I'm just thrilled these people are doing this and he was honored," said Williams.Brinneman says the response was so incredible, she's hoping to make this an annual tradition. 1698

SAN DIEGO (KGTV) -- The Golden Knights offered a spectacular preview aboard the USS Midway, landing on the flight deck. The event was part of the museums Army Day celebration. The day began with an enlistment ceremony. A Japanese-American World War II veteran read the oath of enlistment to the Army’s newest recruits. The celebration marks the first event of its kind aboard the Midway. SAN DIEGO (KGTV) -- The County has announced 61 sites where you can easily drop off your mail ballot ahead of the March 3 primary. According to County News Center, those who wait to drop off their ballot past Tuesday, February 25 may want to drop it off at one of the county sites before Election Day. The drop-off sites will be open during each location’s business hours from Monday, February 24 through Election Day Tuesday, March 3. “More than 1.3 million San Diego County voters have chosen the convenience of mail ballots and that number continues to rise,” said Registrar Michael Vu. “The early drop-off sites provide a great service for voters. They help with the timely return of mail ballots and decrease the high volume of voters dropping off mail ballots at polling places on Election Day.”The sites are located at 61 libraries throughout the county. Click here for a list of locations. The county warns that the sites are not for early voting, but for mail ballots only. Voters can also drop off their mail ballot or vote in person at the Registrar of Voters located at 5600 Overland Avenue. The office is open 8 a.m. through 5 p.m. Monday through Friday. On Election Day, the office will be open from 7 a.m. to 8 p.m. The office will also be open from 8 a.m. to 5 p.m. on Saturday, February 29 and Sunday, March 1. SAN DIEGO (KGTV) - Supporters of Poway Unified School District kicked off a campaign Tuesday night in support of Measure P on the March ballot, which would provide 8 million meant to be spent on facilities across the distict's 39 schools. This is the first time PUSD has asked voters to approve a bond since the infamous "billion dollar bond", which many critics call a debacle which taxpayers will be on the hook for for decades.“We have leaky roofs," Superintendent Marian Kim Phelps told 10News during an interview Tuesday. "We have rusty pipes. We have tile that’s falling apart. We have high schools that have sewage spilling up into the room.” Phelps says a recent study commissioned by the district reported that 63% of the school campuses will be rated in "poor condition" by 2023. She also says a bond is the best option because the state of California does not provide money for facilities.RELATED: Poway Unified brings students together in pilot program with new approach to special education“What most people don’t understand and realize is we don’t receive any funding from the state. And so we also are one of the lowest funded school districts in the county, so we do a lot with a lot less.” Phelps says she understands why taxpayers may be hesitant to fund another bond measure. The last time the district approached voters, the bond was passed by 2011. It was later revealed that because of the way the bond was financed, the 5 million loan would accrue 7 million in interest, meaning taxpayers are on the hook for nearly billion. The bill for that will begin to be paid in 2023 and continue for 40 years.Phelps points out that the entire leadership that approved "the billion dollar bond" has been replaced and that the new team has worked hard to repair Poway Unified's finances in recent years. She also points out that the plan has been endorsed by the San Diego Taxpayers Association.Despite those reassurances, many residents within the district, which is the county's third largest and encompasses the city of Poway and large portions of Inland Northern San Diego, have expressed concern, saying they will not vote for Measure P. The district says polling conducted to gauge community support showed voters marginally in favor of the measure. 2480
