(KGTV) — A man drowned Wednesday after border officials say he tried to swim across an Imperial County canal and enter the U.S. illegally.The man, whose identity and nationality were not immediately known, was spotted swimming across the All-American Canal around 9 p.m. Wednesday along with two others, U.S. Customs and Border Protection said in a Friday news release.Border agents immediately apprehended two of the men when they made it across the canal, which runs parallel and just north of the U.S.-Mexico border. The third man, however, struggled to stay afloat, border officials say. Agents resumed their search Thursday morning and found the man's body about 150 yards from where he's suspected of entering the water, about two miles west of the Gran Plaza Outlets in Calexico.“This incident tragically illustrates how human smuggling organizations place migrants in perilous situations,” Chief Patrol Agent Gloria Chavez said in the release. “This man put his trust in human smugglers and it cost him his life."The two men seen with the victim are both nationals of El Salvador, according to CBP. California will end the cash bail system in a sweeping reform for the state. Rather than requiring defendants to pay in order to be released before trial, their release will hinge on an assessment of their risk to public safety."Today, California reforms its bail system so that rich and poor alike are treated fairly," Gov. Jerry Brown said in a statement.Brown signed the bill Tuesday, and the new law goes into effect October 1, 2019.Critics have long contended that the money bail system perpetuates inequality. While some people are able to quickly get out of jail by posting bail, people who aren't able to afford it sit in jail until the court takes action, or until they work with a bail bond agent to secure their freedom, which can leave them in debt."Abolishing money bail and replacing it with a risk-based system will enhance justice and safety. For too long, our system has allowed the wealthy to purchase their freedom regardless of their risk, while the poor who pose no danger languish in jail," said Assemblymember Rob Bonta, one the lawmakers who introduced the bill, in a statement.Under the new law, a pretrial assessment would be done by either court employees or a local public agency that has been contracted to determine a defendant's risk. That entity would assess the likelihood that the person will not appear in court or commit a new crime while released, and would make a recommendation for conditions of release. The pretrial assessment services will not release a person arrested for violent felonies.The California Money Bail Reform Act, also known as Senate Bill 10, passed in the State Senate with a vote of 26-12, and the General Assembly by 42-31."SB 10 puts all Californians on equal footing before the law and makes public safety the only consideration in pretrial detention. CAMERON PARISH, La. – Hurricane Laura made landfall along the Louisiana coast, specifically near the community of Cameron. Not much information has come out from there, in part because several of the roads that lead down there remain flooded. Highway 27, one of the main roads in and out of the communities of Creole and Cameron, is covered in water.A deputy with the sheriff’s office said they had not been able to return to their station in Cameron. They left Wednesday before the storm.The roads are barely passable there – in order to get to an elevated bridge on 27, drivers need to use a gravel shoulder between the main road and the waterway that runs next to it. About 12 miles from the shore, the road begins to flood.It can be a little deceiving here in coastal Louisiana because the coast is made up of bayous and marshes.Some people have taken it upon themselves to bring their personal boats in an attempt to get to some of those communities along the coast.The sheriff’s office said some people did ride out Hurricane Laura in some of those coastal communities, but communications have been spotty at best. As for the roads, the water will need to recede, before the recovery there can truly begin. 1220
