BEIJING, March 19 (Xinhua) -- Radiation leaks following explosions at the Fukushima Daiichi nuclear power plant in Japan will not affect China's environment and the health of its citizens during the next three days, authorities said Saturday.China's National Nuclear Emergency Coordination Committee made the announcement based upon analyses of environmental monitoring, meteorological forecasts, and ocean currents.The Beijing-based Regional Specialized Meteorological Center, which is affiliated with the World Meteorological Organization, issued its forecast on Saturday afternoon, saying that the radioactive leakages in Japan would not affect China over the next three days.The country's State Oceanic Administration on Saturday announced that no abnormalities were detected in terms of atmospheric radiation over the East China Sea, the northern part of the South China Sea, and the central and northern regions of the Yellow Sea.The administration predicts that the ocean currents near Fukushima would mainly travel eastward from Japan over the next three days.Furthermore, the country's Ministry of Environmental Protection announced that China's environment remains normal based upon the monitoring of radiation levels.

GENEVA, March 28 (Xinhua) -- The world is ill-prepared to respond to a severe influenza pandemic or to any similarly global, sustained, and threatening public health emergency, an independent expert-committee entrusted by World Health Organization (WHO) said at its fourth meeting here on Monday.The Review Committee, tasked to look into the experience gained in the global response to the influenza A (H1N1) pandemic in 2009, issued its preliminary report at the meeting.In the report, the Committee said, "global preparedness can be advanced through research, strengthened health-care delivery systems, economic development in low and middle-income countries and improved health status."It recommended that international society establish an extensive global public health reserve corps consisted of experts and public health professionals, which could be deployed to support countries in need, in case of future pandemics.Another suggestion was to create a contingency fund for public health emergencies to be held in trust at an institution such as the World Bank, in order to provide financial support during a declared public health emergency of international concern.The report also urged WHO member states to reach an agreement on sharing of viruses and access to vaccines, and encouraged them to run independent or cooperative influenza research program.WHO Director-General Margaret Chan said at the opening of the meeting that the report had offered "critical guidance to all ministers of health who need to make far-reaching decisions."She said the recommendations in the report would help to " improve the capacity of WHO and the international community to respond to public health emergencies" and therefore should be taken with "added urgency."In January 2010, WHO's Executive Board established a Review Committee, at Chan's proposal, to review the experience gained in response to the H1N1 pandemic, as well as the International Health Regulations and WHO's functioning in tackling the disease.The Committee is expected to prepare its final report out of the current preliminary version, and submit it to the decision- making body of WHO in May.

BEIJING, Feb. 1 (Xinhua) -- A ceremony with a bonfire and firecrackers was held Tuesday night in the new seat of a quake-leveled county in southwest China's Sichuan Province, prior to the Chinese Lunar New Year on Thursday.The Lunar New Year, or Spring Festival, is the most important Chinese holiday. It is a time for family reunions, gift giving and fireworks.It will be even merrier for the survivors of the Wenchuan earthquake in 2008, who just moved into their new homes in the new town.The earthquake survivors are preparing for the first Spring Festival in their new homes.Xia Tianfeng of Beichuan County, Mianyang City, is sticking red paper decorations onto the windows of her new house for good luck in the New Year."We finally have our new house. Why wouldn't I be happy?" asked Xia.She and her family lived in a makeshift house for two years before moving into their new house one month ago.Dong Depa, 43, and his family moved into their new house in Yingxiu Town, the epicenter of the quake, five days ago."I can pay off the debt incurred to build the house in two years," said Dong, who spent only 30,000 yuan (4,541 U.S. dollars) for the house's construction and decoration, with the rest being shouldered by the government.Dong lost his two children in the quake but he and his wife have since had another child, a son."Last year, we spent the Spring Festival in the dormitory of the brick factory where I work as a cook. Now we can finally enjoy the festival in our own home," said Dong, unable to conceal his joy.Xia told Xinhua the ceremony for the new county seat was the real taste for a happy new year.Reconstruction has finished in the quake-hit zones in Sichuan, with most survivors now in their new houses.In Beichuan County alone, 96.5 percent of the survivors already have their new house.The new county seat is located in Yongchang Town, about 23 kilometers from the quake-leveled old one.The 8.0-magnitude earthquake struck southwest China on May 12, 2008, leaving about 80,000 people dead or missing.Waving goodbye to their temporary barracks, 7,397 households have been allocated new apartments, among which 3,504 households were former Beichuan residents, while others were from different Wenchuan earthquake-hits regions."The new apartment has already been simply decorated by the time I received the door key. With our new furniture, we can wait no longer to move into the home," said 45-year-old Xie Xinghe, a former resident of Beichuan.Including 50,000 yuan (about 7,575 U.S. dollars) in loans, Xie paid a preferential price of 79,600 yuan (about 12,000 U.S dollars) for the 100 square meter new apartment.Losing his only son in the earthquake, Xie and his wife adopted a one-year-old boy."It is the child who brings me new hope for the future," Xie said. Following the Lunar New Year celebration in his new home, Xie will try his best to work for some years to pay back the loan and save money to ensure a better education for his son."It is such magic to build a new town within three years, even so anywhere around the world. SHANGHAI, Jan. 29 (Xinhua) -- Three Carrefour stores were fined 500,000 yuan (75,988 U.S. dollars) each on Saturday for overcharging customers in east China's metropolitan Shanghai, said municipal price regulators.The fine is the highest for such wrongdoing, with the tickets being issued Saturday morning.The three stores were also ordered to correct their illegal pricing and refund overcharged customers, said the regulators.A hearing will be held to decide the final amount of the fine. Carrefour representatives will be able to respond to the charges at the hearing, according to regulators.China's price regulator announced last week that it had found several retailers cheating customers, which included 11 of Carrefour's China stores.Carrefour China promised customers Saturday that it would provide refunds of five times the difference between advertised prices and incorrect prices charged at registers, after it was blacklisted by Chinese authorities due to deceptive pricing.Chen Bo, spokesperson with Carrefour China, apologized to Chinese customers during an exclusive interview with Xinhua.Chen said the company has started to work on this pricing issue.Carrefour China has established both short-term and long-term measures to resolve the issue, Chen added."We will have our special control group conduct internal price inspections, with wide coverage and high frequency," Chen said.Chen said the refund policy would be permanently implemented at Carrefour's 182 outlets in China, with non-implementation of the policy being regarded as a violation of company rules.The National Development and Reform Commission, China's top economic planner, also urged authorities to step up price checks ahead of the Spring Festival, which falls on Feb. 3 this year.The Spring Festival holiday is usually the busiest shopping season, as the public makes large purchases of food and gifts for families and friends.

TOKYO, Feb. 6 (Xinhua) -- Japanese Prime Minister Naoto Kan said Sunday that Japan is ready to reconstruct relations with China in cultural, economic, political and other areas, the Jiji Press reported."This year marks the 100th anniversary of China's Revolution of 1911, and next year will be the 40th anniversary of the normalization of Sino-Japanese relations," said Kan at the first session of the "China-issue" advisory committee, organized by the Japanese government and attended by personages from economic, cultural and academic circles."On this special occasion," Kan said, "Japan is ready to rebuild relations with China in various areas such as culture, economic and politics."According to local media reports, participants at the meeting put forward suggestions such as "China is a promising market in the economic area, and ties with China are thus of great importance" and "people-to-people exchanges need to be promoted in areas of culture, sports and arts."The committee is scheduled to submit the final advisory report to the government in mid-April.
