San Diego (KGTV) - A San Diego doctor convicted and deported due to child pornography charges is back working in the medical field.In 2006, Dr. Jacques Lemire pled guilty to possessing child pornography.More than a decade after he was stripped of his medical license in California, the Toronto Star discovered Lemire was able to get a new license in Canada."I'm not working with patients; I think it shouldn't be disclosed,” said Lemire.He explained in a phone interview with a Toronto Star reporter that he doesn't think the disciplinary actions he was dealt in the United States should be listed on his current license in Quebec.“The fact that I’m doing administrative, I’m not working with patients. I think it shouldn’t be disclosed,” he said. “I’m not even close to any patient.”In the late 90s, Lemire was at the top of his medical game in San Diego.He specialized in pediatric kidney transplants and 10 News even featured him in a 2001 story. But, in January 2004 that rising career came crashing down.Lemire was arrested for possessing child pornography. Investigators were tipped off when Lemire took his laptop in for repairs. A technician found images of children engaged in sexual acts.Lemire pled guilty to possessing child pornography in 2006. Also, his medical license was revoked, according to records Team 10 obtained from the Medical Board of California.In sentencing transcripts, the court noted that although Lemire is guilty of possession of child pornography, examining professionals did not determine him to be a pedophile.Lemire spent about year behind bars and was deported to Canada around 2008.A decade later, reporters for the Toronto Star found Lemire working in a medical setting. They discovered he now “reviews medical files for Quebec's public health insurance program.”The publication's series, “Bad Doctors who Cross the Border can Hide Their Dirty Secrets” reveals how doctors crisscross the Canada-U.S. border while a broken system keeps the records of their crimes, malpractice and disciplinary rulings secret.The Toronto Star discovered, “A year after the U.S. government deported Lemire, Quebec's physicians' college granted him a license." According to their investigation, “From 2010 to 2014, Lemire was permitted to practice only in Quebec ‘institutions,’ and he spent three years at an old-age home for retired nuns. He was not explicitly restricted from treating children, and the institutions category includes child and youth protection centres.”On its website the Quebec College lists Lemire as having an active status, but his practice is limited to administrative tasks without clinical activity.What's not listed in his profile is any disciplinary action taken against Lemire by the California Medical Board or U.S. courts. It lists a phone number to call for more information.Team 10 asked the Medical Board of California to comment on Lemire’s current situation in Canada.In a statement a spokesperson said, “The Medical Board of California (Board) is committed to consumer protection, transparency, and notifying consumers and out-of-state jurisdictions when a physician has been disciplined in California. The Board posts disciplinary actions on its website and sends subscriber alerts whenever a doctor has been disciplined. In addition, the Board regularly posts updates on its Twitter and Facebook pages whenever a doctor is disciplined. The Board works with the Federation of State Medical Boards and National Practitioner Data Bank to notify jurisdictions outside of California when doctors have been disciplined here.”Team 10 investigator Adam Racusin asked how situations are handled if a doctor is disciplined in another country, then applies for a license in California? The spokesperson said, “Whenever a doctor who is disciplined in a jurisdiction outside of California and applies for a license in California, the Board reviews the discipline as part of the licensure process.”In his interview with the Toronto Star, Lemire said officials with the medical college were presented with all the information and they agreed that he would get his license back. SAN DIEGO (KGTV)- A judge ruled Friday that Alvin Quarles, known as the “Bolder Than Most Rapist," will continue to stay in a state hospital until at least December. A status hearing was held Friday morning to get an update on the location of where he will live. The search is still ongoing to find a location, and the judge has given the court a 90-day extension to do that. In the meantime, the San Diego County District Attorney’s Office has issued an appeal to pump the brakes on Quarles’ release. The Deputy District Attorney, Jessica Coto, says they are attempting to make sure Quarles is not released into the public before he is ready. “The evidence showed that the release of Mr. Quarles was premature and that he still poses a danger to the community,” says Coto. There have been many evidentiary hearings during this process that have not been open to the public. Quarles' victims feel they should have a right to know what was said behind closed doors. The DA's office is hoping that will be reversed during the appeal process. “It makes me shaky for myself personally, and it makes me shaky for the young people of our community, who is his demographic, and who I think really will be at risk,” said survivor Mary Taylor. In the 1980s, Quarles sexually assaulted more than 10 women, often holding them at knifepoint, forcing their boyfriends or husbands to watch as be brutally attacked them. He was sentenced to 50 years behind bars but was moved to Colinga State Hospital years ago to get treatment for sexually violent predators. SAN DIEGO (KGTV) -- We’ve known for a while that COVID-19 hits people over 65 especially hard, but a study published Wednesday from researchers in San Diego offers new insight into why that happens.The numbers are staggering: if you’re 65 or older, your risk of winding up in the hospital from COVID-19 is five to 11 times higher than someone under 30. Your risk of death is at least 90 times higher, according to data from the Centers for Disease Control and Prevention.Researchers at the La Jolla Institute for Immunology say the reason why older people fare so much worse appears to be from a lack of T-cells, a type of white blood cell that can decline with age.“Some viruses get controlled by one part of the immune system. Some viruses get controlled by another. In this case it seems that T-cells really do a lot of the work,” said Dr. Shane Crotty, one of the authors of the study published Wednesday in the journal Cell.Dr. Crotty and his colleagues looked at 50 people infected with the virus, and they measured the three elements of the adaptive immune system in detail: antibodies, helper T-cells and killer T-cells.Then they compared the measurements to how people fared against the virus. Some patients in the study group had severe cases, others had mild infections.The researchers found that people with all three branches of the adaptive immune system tended to fully recover. People with severe cases of the virus often lacked one or more of the immune branches, and it was particularly evident in older people.“Our data indicated that of the older individuals, it was particularly the ones that had fewer T-cells to start that look like they really struggled to control this virus,” Dr. Crotty said.As we age, we have fewer T-cells to send after invading pathogens. “That collection of T-cells gets smaller. So it’s harder to recognize a new virus,” Crotty said.Among the 748 deaths in San Diego County reported as of Wednesday, 87% were people aged 60 and older.The findings from LJI may have implications in the search for a vaccine against COVID-19. The data suggests that vaccine-makers may want to target a drug that elicits all three branches of the immune response, Dr. Crotty said. Some vaccine approaches, such as inactivated virus vaccines, only elicit two of three branches, not killer T-cells. However, Crotty said it was too soon to rule any candidates. Two strong branches produced by a vaccine could potentially cover for the lack of a third, he said.Crotty said the findings could help vaccine-makers interpret results from the clinical trials and find the right dosing.“Is a given vaccine a good vaccine, and you just need a booster immunization?” he said. “Does it work well in one population but it doesn’t help in the elderly because it doesn’t generate a T-cell response, for example?
