"We cannot just tell them to leave the school and go home."Discussions about the future of substitute teachers have been featured prominently in newspapers and on websites in recent days, as it was reported all the substitute teachers would be dismissed in 2010.Substitute teachers are more often seen in poor places, mostly rural villages, as local governments could not afford to employ enough licensed teachers.By the end of 2008, China had about 311,000 substitute teachers, according to the ministry.Lu said the substitute teachers qualified for the job should be given opportunity to be formally recruited while those who were dismissed should be compensated.In recent years, substitute teachers have been gradually replaced by graduates from normal universities as the government invested more in the education in rural areas.

NAIROBI, Feb. 11 (Xinhua) -- Somali pirates have released a fishing boat from Taiwan, China, and all of its crew held since April, a regional maritime official said Thursday."The Taiwanese ship was released this morning. The fishing vessel which has a crew of 30 from various Asian nationalities was seized in April last year," Andrew Mwangura, East Africa's coordinator of the Africa Seafarers Assistance Program, told Xinhua.The Win Far 161 was seized last April 4 near an island in the Seychelles, more than 1,100 kilometers off the coast of Somalia.The ship carried a crew of 30 -- 17 Filipinos, six Indonesians, five from the Chinese Mainland and two from Taiwan, China.Mwangura said 27 crew members were said to be safe, though a Chinese sailor and two from Indonesia died in captivity.The coordinator could not confirm whether a ransom was paid to secure the release of the 700-ton ship and crew.Piracy has been rampant off Somalia since the country slid into chaos after warlords toppled military dictator Mohamed Siad Barre in 1991.Somali pirates now hold at least seven ships and more than 160 crew members.The hijackings have prompted the international community to deploy security forces in the area to deter the pirates.

BEIJING, Feb. 19 (Xinhua) -- Chinese Premier Wen Jiabao Friday bade farewell to renowned educationist Huo Maozheng, who died of illness on Feb. 11 at the age of 88, at the Babaoshan Revolutionary Cemetery in Beijing.State Councilor Liu Yandong joined Premier Wen at the funeral. Vice President Xi Jinping and Vice Premier Li Keqiang previously expressed their condolences.Huo was among China's first group of "100 contemporary educationists," a top honor conferred by the government. BEIJING, Jan. 30 (Xinhua) -- China's National People's Congress (NPC), the top legislature, on Saturday voiced strong protest against Washington's plan to sell a package of arms worth about 6.4 billion U.S. dollars to Taiwan, urging the U.S. side to immediately withdraw the wrong decision.The U.S. government announced the plan "in disregard of the strong opposition and repeated representations from the Chinese side," said a leading official of the NPC Foreign Affairs Committee."We are firmly opposed to that (the plan), and has lodged severe representations to the U.S. side," the official said.Such a move is gravely against the three joint communiques between China and the United States, especially the "Aug. 17" communique, in which the United States promised not to seek to carry out a long-term policy of arms sales to Taiwan, and intended to gradually reduce arms sales to the island.The plan endangers China's national security and efforts for peaceful reunification. It also harms Sino-U.S. relations and peace and stability in the Taiwan Strait. "The Chinese people are strongly indignant about it," the official said.The arms package would include 114 Patriot (PAC-3) anti-missile systems, 60 UH-60M Black Hawk helicopters, 12 Harpoon Block II Telemetry missiles, 2 Osprey Class mine hunting ships and a command and control enhancement system, according to a Pentagon website.
