New numbers uncovered by a CNN investigation show an alarming number of gun mishaps happening at the hands of federal air marshals, and it’s prompting some to call for a new review of how the program operates and whether air marshals are needed at all. Last year, an incident captured national attention, when a passenger found an air marshal's loaded service weapon in the plane's bathroom. According to CNN’s investigation, it wasn’t an isolated incident. According to the report, the Transportation Security Administration’s Office of Inspection documented more than 200 cases of air marshals allegedly misusing or misbehaving with their weapons between 2005 and 2017. Nineteen of those cases involve marshals accidentally firing their weapons. More than 70 involve lost or misplaced weapons, including some left in airplane bathrooms or in airports. And at least 13 of the incidents involved alcohol. "I’d always get that there’s going to be a few incidents just because that's life; that's how it works,” says Jeff Price, an aviation security expert at Metropolitan State University of Denver. “But this many incidents, particularly how many are related to alcohol, that’s a serious concern, and there’s underlying problems there that need to be addressed.” Price wrote a book on aviation security and believes the program works as a deterrent. However, he says an overhaul of the air marshal program may be needed. "So, I think it’s definitely time for a stem-to-stern review of the entire air marshal program,” Price says. “I’m not advocating we get rid of it, but I am saying we should improve it, so it’s what we really envisioned." A former special agent in charge of an air marshal field office believes, when put in context with the thousands of marshals the agency has, the numbers are still relatively small. "You'd hope to have a 0 percent error rate, particularly when employees are carrying weapons,” the former official says. "But you employ human beings, and humans are going to have failures." The TSA responded to the CNN report with their own statement, saying reports of misconduct are taken seriously and investigated, adding that they take disciplinary action in the wake of any misconduct. 2280

Andrew Cuomo responded Thursday to the Supreme Court's Wednesday night ruling against the state's coronavirus restrictions on houses of worship in areas of New York City.The governor said the decision hasn't changed anything and called the court's action "irrelevant from any practical impact."However, leaders of the two groups who are plaintiffs in the case — the Roman Catholic Diocese of Brooklyn and Agudath Israel, an advocacy group for the Orthodox Jewish community — disagreed, saying that the case about religious liberty and more sensible health measures.Cuomo, for his part, pointed out that the Catholic church and Orthodox Jewish synagogues in Brooklyn and Queens are no longer subject to them."I think this was really just an opportunity for the court to express its philosophy and politics," Cuomo said.The justices split 5-4 on the decision, with new conservative Justice Amy Coney Barrett representing the decisive vote in the majority. NEW YORK CITY — An illegal party on a New York City cruise ship was shut down early Sunday morning, city sheriff's deputies said.The Liberty Belle, which is operated by Empire Cruises, was spotted on Saturday departing from Pier 36 in Manhattan with dozens of people aboard, according to officials and photos of the boat.The person who posted the photo on Twitter said it appeared no one was wearing masks or social distancing.Manhattan Borough President Gale Brewer said her office would contact city and state agencies regarding the incident.The Sheriff's Office later said its deputies intercepted the owners and captain of the ship and arrested them for operating an illegal party in violation of social distancing provisions in the city and state emergency executive orders as well as other charges.A request for comment from Empire Cruises was not immediately returned.The company stopped operations in March because of the COVID-19 outbreak and a city emergency executive order, according to its website.This story was originally published by Lauren Cook on WPIX in New York City. 1095
No one likes to step in the "you-know-what" that dogs leave behind. Thanks to science, some Wisconsin apartment complexes are finding out exactly what dog, and what owner is responsible for those unattended piles. "It resolved issues immediately," said Ed Muisenga, the property manager at Prairie Grass Living in Pewaukee. He says they implemented the dog DNA policy from the beginning. It's built into their pet policy so when dogs move in, their cheeks are swabbed and their DNA stored in a registry through the company PooPrints Wisconsin.Then if Muisenga finds any waste that hasn't been picked up, they can send it to a lab to be tested, and eventually matched to one of the resident's dogs. "A lot of people thought it was a cool idea, I do too," he said. "It was kind of something I thought was funny in the beginning but it made a lot of sense." Diane and Frank Busateri don't live in a complex with this policy but nearby. They said most dog owners in their community are responsible. "It's kind of weird," said Diane. "I think it's unnecessary if people are willing to cooperate with each other," added Frank. If the DNA test proves an owner didn't pick up their dog's poop, the Prairie Grass Living complex imposes a fee that's between 0 and 0. But for the most part, the policy leads to more accountability, according to Anna Schloesser, the owner of PooPrints Wisconsin. She says they have 60 properties in the state using this service and most property owners have reported very little issue with waste left behind. "You have 'he said she said' and you can't figure out who did it," she said. NEW YORK (AP) — Police have made an arrest in a mystery that's been stopping New Yorkers in their tracks for months: a wave of subway trains grinding to a halt because someone pulled the emergency brake.Isaiah Thompson, 23, of Brooklyn, was arrested late Thursday after police publicized video of a man they say pulled the emergency brake on a train in Manhattan during the Tuesday evening rush hour.Thompson was awaiting arraignment Friday on charges related to the Tuesday incident. He's also accused of committing a lewd act in the subway.Police are investigating whether he's behind about 40 other brake-pulling incidents that have cascaded into hundreds of delayed trains — and thousands of frustrated commuters — since February. Police on Thursday released images and video of a man they say rode on the outside of a car for several stops before entering the car and pulling its emergency brake and fleeing.Chief Edward Delatorre, of the NYPD's transit division, said police believe Thompson is responsible for "several incidents where he endangered subway riders (and) disrupted passenger train service."Thompson's record includes more than a dozen arrests, mostly for subway-related incidents. Police say he's claimed to get a thrill out of "subway surfing" and enjoys causing havoc in the transit system.It wasn't clear if Thompson had a lawyer who could comment on his behalf.Police believe someone has been using a key to get into an unoccupied motorman car and then engage the emergency brake."Let this be a reminder that anyone who intentionally disrupts the subway, endangering our employees and customers, will be sought by the police and caught," Transit Authority President Andy Byford said in a statement Friday.Byford said whoever is responsible for the series of brake-pulling incidents "should face a lengthy prison term and the strictest possible penalties."
