SAN DIEGO (CNS) - A 41-year-old La Vegas man was killed when he crashed his motorcycle into a concrete guardrail on a freeway connector ramp in La Mesa, authorities said Thursday.The crash happened around 5:55 p.m. Wednesday on the connector ramp from eastbound Interstate 8 to northbound state Route 125, California Highway Patrol Officer Jeff Christy said.A man was riding a Harley-Davidson motorcycle when he allowed the bike to veer to the right and strike a concrete guardrail, Christy said. The impact ejected the rider off of the motorcycle, over the guardrail and onto the traffic lanes of westbound I-8.The rider, whose name was withheld pending family notification, was pronounced dead at the scene, the officer said. 735

SAN DIEGO (CNS) - A group of senators, including California's Dianne Feinstein and Kamala Harris, introduced a bill Thursday to address health, safety and quality-of-life concerns at private military housing around the county, including Marine Corps Base Camp Pendleton.Feinstein and Harris joined Virginia senators Mark Warner and Tim Kaine to introduce the bill. The senators began drafting the legislation after a November 2018 Reuters report detailing substandard and even dangerous living conditions at Lincoln Military Housing's privately owned complexes, including mold spores, water leaks and infestations of rodents and insects.The report also detailed multiple instances of Lincoln's slow and lack of a response to tenants complaining about living conditions. Lincoln Military Housing runs most of Camp Pendleton's 7,900 housing units.``Service members shouldn't have to worry about the health and safety of their families while protecting our country,'' Feinstein said.``Unfortunately, many living in private military housing are dealing with hazardous conditions with little or no recourse."In addition to Lincoln Military Housing's large presence in the military housing market, military members and their families living on a military base like Camp Pendleton lack the same tenant rights as civilians living on private land. Reuters found that tenant rights are generally set by contracts between the military and private housing companies or landlords.Because of this, military base residents can't press local governments to enforce health codes or withhold rent payments until repairs are made.The senators' bill would enable base commanders to withhold housing payments until officials with a housing company inspect a safety or health hazard. Housing companies would also be required to pay to relocate tenants if a hazard requires them to leave.In addition to consequences for private housing companies, the U.S. Department of Defense would be required to launch an online work order system, allowing tenants the ability to view the progress of their work order requests.``I was extraordinarily troubled by reports last year of inadequate housing conditions at Camp Pendleton and visited with families living there in order to learn more about their housing needs,'' Harris said. ``This legislation is an important step forward ensuring that we're doing everything we can to provide quality housing for our service members and their families across the country.'' 2491

SAN DIEGO (AP and CNS) — A white Christmas was in store for parts of California with wet weather elsewhere in the state that could mean dangerous driving conditions and possible power outages."A storm system is coming and after about 10 p.m. tonight, we'll begin having scattered showers that will continue through the day on Christmas," NWS forecaster Samantha Connolly said of the San Diego impact. "The storm system will bring cooler temperatures through tomorrow, and snow above 5,000 feet."Connolly said temperatures will drop into the high 50s to 60s in most of San Diego on Christmas day. SAN DIEGO (KGTV)- A spokesperson for the County of San Diego said over two days, they have received approximately 580 complaints of businesses and entities not following the proper restrictions under the purple tier.The county has already sent out dozens of cease and desists orders since Monday. That includes at least two churches, Foothills Christian Church and Awaken Church, but the warnings are not stopping some churches from shutting down indoor operations.Since the pandemic began, Awaken Church has received two cease and desist letters. Once in July for its Balboa Campus, and the latest on Monday for the Carlsbad location, but it appears the church has no intentions of shutting down indoor services.A statement posted on the church’s website said in part, “In keeping our First Amendment right, we will continue to minister to those who are the most affected by all the COVID-19 lockdowns. Specifically tending to those who are struggling with depression, anxiety, hopelessness, suicidal thoughts, and addiction.”Bishop Arthur Hodges is a Senior Pastor at South Bay Pentecostal Church. As bishop, he oversees more than 100 churches in Southern California, including 25 in San Diego County.“About 50 percent are electing to remain indoors for worship,” he said. “About 30 percent are outdoors, and 20 percent are online only.”Hodges has taken the fight to stay open to the U.S. Supreme Court once, and it about to again, hoping a ruling could benefit all houses of worship nationwide.“We are filing either today or tomorrow back in the Supreme Court to reopen churches and for our constitutional guarantees to be recognized,” he said. “We are hopeful for an expeditious ruling, and we think it’ll be favorable to churches, and that’ll affect churches not only in California but across the nation.”A county spokesperson said if a cease and desist order is ignored, the next step would be a closure order. SAN DIEGO (CNS) - A 22-year-old man was stabbed through his car's open window Sunday in City Heights, and the suspect was still at large, police said.The victim was sitting in his car on Menlo Avenue north of El Cajon Boulevard around 12:20 p.m. when another man approached the car and stabbed him through the window, San Diego police Officer Sarah Foster said.The suspect, described as an Asian man in his 40s, ran away. The victim was taken to a local hospital for injuries that were not believed to be life-threatening, Foster said.Police are investigating. 573
