The mayor of St. Paul, Minnesota, says an internal investigation is warranted after video of the arrest of a 13-year-old black girl sparked angry backlash on social media.Mayor Melvin Carter said Thursday that the video of the girl's arrest, which took place September 26 at a UPS Store, was "disturbing" and "disheartening to watch."Police have said that officers were investigating a report of juveniles trying to break into vehicles when they encountered the girl, and she resisted arrest and refused orders to put her hands behind her back.The arrest video begins with two officers trying to handcuff the teen before two other officers enter to assist in removing her from the store.The girl was arrested on suspicion of assaulting an officer, obstructing the legal process, fleeing a police officer and trespassing. The families of Ahmaud Arbery, George Floyd and Breonna Taylor will deliver a joint press conference on Friday, calling for new laws that they say would increase police accountability.According to a press release, the families will call for "a congressional hearing and a national task force geared at crafting new bipartisan legislation centered on ending racial violence and increasing police accountability."Watch the press conference in the player below.Arbery, Floyd and Taylor have all died at the hands of police or former police officers since February. Arbery was shot and killed in Georgia following a struggle with a former police officer and his son in February, and video showed the two men block his path as he ran down a suburban road. Floyd died in police custody in Minnesota on Monday, and video showed an officer kneeling on his neck as he struggled to breathe. Taylor was shot in her Louisville home in March when police entered her home on a "knock-free" warrant. Thinking the police were intruders, she shot at the officers, who then responded with fatal fire of their own.The press conference comes as anti-police brutality protests have taken place across the country in recent days, some of which have escalated into violence and damage. 1275

The once mighty brands of Sears and Kmart are continuing to slowly disappear as Sears announced on Thursday the closure of 96 additional stores. The 96 locations, which are a mixture of Kmart and Sears branded stores, are set to close by February. The closing locations will have going out of business sales starting on Dec. 2. The footprint of Sears and Kmart will further shrink by one third with this round of closures, leaving fewer than 200 total locations nationally between the two brands. This announcement comes less than a year after more than 200 Sears and Kmart locations closed. While other retailers in recent years, such as Toys 'R' Us and RadioShack have faded away, Sears' demise would mark the end of an industry titan. The company was at one time the nation's largest retailer, selling items as small as earrings, to as big as houses. The announcement does not impact the nearly 400 locations that operate as Sears Hometown or Sears Outlet locations, which feature appliances and electronics. The impeachment process is one that isn’t used very often, but it’s been around since the birth of the U.S. Constitution.“It was an idea as a check on the abuse of political power,” said Norman Provizer, a professor of political science at Metropolitan State University of Denver.He said impeachment is like an indictment. It doesn't mean the president is automatically booted out of office. When a simple majority of the House of Representatives votes to impeach, the next step is a trial in the Senate. The president can then be removed from office by a two-thirds vote in the senate.Only three U.S. presidents ever have been impeached: Presidents Andrew Johnson, Bill Clinton and Donald Trump. Johnson and Clinton both managed to finish their terms in office. President Richard Nixon actually resigned before the House of Representatives could pass the impeachment articles against him.“Andrew Johnson, one of the charges against him was he didn’t follow an act passed by Congress. And that is illegal, you can’t do that,” Provizer said.Provizer said there was a lot of disagreement between Johnson and Congress during his term in the 1860s. He says people start to draw connections between different impeachment proceedings. For example, the partisan divide we’re facing now was seen during Nixon’s administration.“It looks like the Republicans are defending him, and the Democrats are going after him. I mean, that’s how it’s viewed — very partisan. But as it unfolds and more information comes out, basically, many Republicans drop their effort to defend him.”As of now, most of the Republican party has remained loyal to Trump. In the end, Provizer said all impeachment proceedings have been fundamentally the same. They simply deal with different subject matter.“If you give a government power, what do you also have to be concerned with? The ability to check that power," Provizer said. "You need both.
