BEIJING, Oct. 13 (Xinhua) -- China's central government will, for the first time, reserve vacancies for farmers and workers in this year's nationwide civil service exams.The announcement was made on Wednesday by the State Administration of Civil Service (SACS), which is in charge of recruiting central government employees.Millions of farmers living in the country's rural areas were not allowed to take the exam selecting central government officials until 2006, when the restriction of household registration, or hukou, was lifted.According to the administration, those reserved vacancies will be allocated among departments of the customs, state taxation and railway police at country-level or below.The SACS posted a notice for the exams on its website, but did not specify the number of reserved vacancies.The central government plans to recruit more than 16,000 public servants in 2011, 1,000 more than in 2010. About 85 percent of the vacancies require at least two-years grassroots work experience, up 15 percentage points from the previous year.The SACS also revealed that 100 positions were specially created for college graduates who had served in villages to encourage more college students to work in rural regions after graduation.Registration for this year's exams will start on Friday.

BRUSSELS, Oct. 4 (Xinhua) -- China expected France to take new steps in pushing the European Union (EU) for positive policies toward China, Chinese Premier Wen Jiabao said on Monday.The relations between China and France were of important influence to China's links with the EU, said Wen during a meeting with French President Nicolas Sarkozy on the sidelines of an Asia-Europe Meeting (ASEM) summit in Brussels.China attached great importance to developing ties with France and appreciated France's willingness to enhance cooperation with China, said Wen. Chinese Premier Wen Jiabao (L) meets with French President Nicolas Sarkozy in Brussels, Belgium, Oct. 4, 2010. CAIRO, Sept. 26 (Xinhua) -- Chinese and Egyptian industry officials vowed closer bilateral economic ties on Sunday with the signing of an industrial cooperation agreement.Egyptian Minister of Trade and Industry Rachid Mohamed Rachid met with Chinese Minister of Industry and Information Technology Li Yizhong. Both talked about the expansion and improvement of bilateral trade and economic cooperation.Rachid told reporters that he hoped the new agreement would pave the way for more cooperation in different industry sectors including manufacturing of cars components, textiles, petrochemicals, electronics and technology."This agreement includes the process of sharing technology and increasing investment in the industrial sector and training of workers as well as helping Egyptian companies promote their products in the Chinese markets," said the Egyptian minister.The agreement also included the formation of an Egyptian- Chinese task force that takes the responsibility of sharing information and experiments in the industrial sectors and encouraging Egyptian and Chinese firms to establish joint ventures in different areas of cooperation, according to Rachid.Rachid said that Egypt wanted to benefit from the successful Chinese experience in the industrial sector.Egyptian Prime Minister Ahmed Nazif also met with the Chinese minister. The prime minister said Egypt shows great interest in boosting cooperation with China.The bilateral trade between Egypt and China increased from 3 billion U.S. dollars in 2006 to 6.24 billion dollars in 2008, according to Chinese Ambassador to Egypt Wu Chunhua.By the end of last year, Chinese investment in Egypt exceeded 500 million U.S. dollars. Chinese auto companies such as Chery Automobile and Brilliance Automobile have had assembly lines here in Egypt.Rachid expected that the Egyptian-Chinese cooperation would witness a great milestone in all sectors, particularly the trade and industry relations thanks to exchanges in the economic and political levels.

TIANJIN, Oct. 4 (Xinhua) -- The United Nations' chief climate change negotiator applauded China on Monday for its efforts in dealing with the challenge of climate change, saying she was impressed by the determination of the Chinese people and their government.Christiana Figueres, executive secretary of the United Nations Framework Convention on Climate Change(UNFCCC), made the remarks in China's northern city of Tianjin at a welcoming reception held by the Chinese government.A new round of UN climate talks is being held in the port city on Oct. 4-9 in preparation for the year-end Cancun summit in Mexico."Here in Tianjin, I have seen much evidence of determination," said Figueres."(I saw the) determination of the government of China to reduce their CO2 emissions per unit of GDP by up to 45 percent by 2020, (and the) determination of the people of China to turn China into the world's leader in renewable energy technology and to find a visionary balance among economic development, poverty eradication and climate protection."Figueres also praised the host city, saying, "(I saw the) determination of the government of Tianjin, China's fourth-largest city, to be a model city for the circular economy, a pilot city for low-carbon growth and an exemplary city for sustainable development.""A striking example is the Tianjin Eco-City project between Singapore and China and with significant private sector investment, which will provide eco-friendly housing for some 350,000 people," she added.More than 3,000 delegates from 177 parties and observer states and over 200 non-governmental organizations are attending the Tianjin gathering, the final one prior to the United Nations Climate Change Conference to be held in Cancun at the end of this year.Figueres concluded her speech at the reception with a Chinese proverb, "Zhong Zhi Cheng Cheng," which means "With everyone's determination, we can do anything."
