BEIJING, April 30 (Xinhua) -- Chinese President Hu Jintao Thursday morning presided over a top-level meeting discussing how to deal with any possible H1N1 influenza epidemic, Health Minister Chen Zhu said at a news briefing.     Hu, also general secretary of the Communist Party of China Central Committee, called together other members of the Standing Committee of the CPC Central Committee Political Bureau to discuss the specific issue, which was triggered by the spread of a new strain of H1N1 virus in North America and other regions.     Hu and other top leaders heard briefings of the country's prevention and preparation for possible epidemic in China, Chen said, adding that the top meeting delayed the scheduled press conference to the afternoon.Chinese Health Minister Chen Zhu attends a press conference held by the State Council Information Office of China in Beijing on April 30, 2009. WASHINGTON, April 27 (Xinhua) -- Chinese Commerce Minister Chen Deming has called for stronger economic ties between China and the United States.     "Economic links have always been an important basis for the China-U.S. relationship, and the growth in trade between the two countries has been robust since the establishment of normal diplomatic relations," Chen wrote in an article published in The Wall Street Journal on Monday.     Currently, China and the U.S. are each other's second-largest trading partner with the volume of the two-way trade in goods exceeding 300 billion U.S. dollars.     But the commercial ties between the two nations have been affected by the global financial crisis.     Chinese statistics show bilateral trade dropped 6.8 percent, and U.S. investment in China slumped 19.4 percent, on a year-on-year basis in the fourth quarter of last year and the first quarter of this year, Chen wrote.     He was scheduled to meet with his U.S. counterpart on Monday to discuss bilateral trade and investment measures.     "History tells us that the more serious a crisis becomes, the more committed we must be to openness and cooperation," Chen wrote. "Regrettably, however, trade measures by the U.S. against China are on the rise."     Recently, American industries have petitioned the U.S. government for antidumping investigations, and for investigations under the World Trade Organization's "special safeguard provision," which could restrict imports of Chinese products, he said.     "This will seriously test China-U.S. economic and trade relations," he added.     The Chinese commerce minister noted that the need to foster positive Sino-U.S. ties has never been greater.     He also called on both sides to step up cooperation in trade and investment issues, and explore and establish new possibilities for cooperation in such areas as agriculture, new and high technology, finance, energy and the environment.     "Dialogue and communication also need to be intensified concerning multilateral and regional trade and economic affairs," he said.     To that end, Chen put forth four proposals:     -- To seize the opportunity for cooperation, and work together to tackle the crisis;     -- To mutually open markets to expand trade and investment;     -- To strengthen bilateral dialogue and resolve differences properly;     -- To safeguard the environment for trade and advance the Doha Round.     Chen also said now it's no time for protectionism.     The U.S. and China, as the largest and the third-largest trading countries in the world respectively, should take the lead in following up the consensus reached at the G20 Summit in London and refrain from formulating any new trade protection policies before the end of 2010, he wrote.     "A positive, cooperative and comprehensive Sino-American relationship will surely bring new prosperity and development to both economies," he added.     In his article, he also expressed hope and confidence that bilateral trade would rise to a new high and exceed 500 billion U.S. dollars in the next five years, growing in a more balanced way.

MOSCOW, May 10 (Xinhua) -- The construction of the China-Russia oil pipeline conforms with the strategic goals of China and Russia to diversify the former's energy imports and latter's energy exports, Chinese Ambassador to Russia Liu Guchang has said.     The move reflects the two countries' confidence and determination to tide over together the current global economic downturn, Liu said in a recent written interview with Xinhua on Sunday.     The signing of a package of oil cooperation deals between China and Russia as well as the start of the oil pipeline project marked a major breakthrough in their energy cooperation, represented a new height of China-Russia strategic partnership of cooperation and further substantiate this partnership, Liu said.     Trade of crude via the pipeline will help stabilize and enhance the growth in bilateral trade, the diplomat added.     Under the agreement reached between both countries, China and Russia will jointly build and operate the pipeline from Russia's Siberian city of Skovorodino to China's northeastern city of Daqing as its terminal via China's border city of Mohe.     The construction of the Russian part of the pipeline started on April 27, and the Chinese part will be launched in mid-May. The pipeline, with an annual capacity of 15 million tons of crude to China within 20 years, is expected to go into operation in October2010.     The two sides will study the feasibility of increasing its delivery capacity after the pipeline is put into production, Liu said. The project will ensure stable and secure oil supplies to China, open a stable and sound market for Russian oil, and boost the cooperation between enterprises of the two countries in oil exploration and refining, Liu said.     Such a cooperation mode may well serve as a good example for the two sides to further broaden and deepen their all-round, long-term and stable energy cooperation in natural gas, nuclear energy and electric power, Liu said

  

BEIJING, June 2 (Xinhua) -- Representatives from the Communist Party of China (CPC) and the ruling United Russia Party met Tuesday to exchange views on the international financial crisis.     "This is the first official and high-level dialogue between the Chinese and Russian ruling parties," said Wang Jiarui, head of the International Department of the CPC Central Committee of his meeting with United Russia Party's council presidium secretary Vyacheslav Volodin.     Wang and Volodin signed an agreement on party-to-party cooperation on later Tuesday. Chinese Vice President Xi Jinping attended the signing ceremony.     Xi hailed the Sino-Russian relationship when meeting with Volodin before the ceremony, saying that China would work with Russia to promote stable and healthy growth of the ties, in a bid to benefit the two nations and peoples. CHENGDU, May 13 (Xinhua) -- Chinese President Hu Jintao Monday and Tuesday inspected reconstruction work and encouraged survivors to bravely face the music in southwestern Sichuan Province where a massive earthquake, centered in Wenchuan County, left more than 87,000 dead or missing last May 12.     Hu and Vice Premier Li Keqiang visited heroes and models of quake relief, people working on rebuilding the area and grassroots officials and the masses in quake-hit Mianyang, Deyang and Chengdu cities and Aba prefecture. Chinese President Hu Jintao meets with representatives of anti-quake heroes, government officials and reconstruction project workers in Mianyang, southwest China's Sichuan province. Hu Jintao visited the reconstruction projects in the quake-hit places in southwest China's Sichuan province on May 11 and May 12, 2009. Hu praised the reconstruction efforts and encouraged them to make more contributions to rebuilding the quake-hit region.     In a rehabilitation and artificial limb center for the disabled in Deyang, jointly set up by the local association for the handicapped and the Hong Kong Red Cross Society, Hu, moved by the staff's meticulous care, said, "You've not only brought here rehabilitation techniques, but a loving heart as well." Hu visited families of the five crew members, saying the five were "reflection of the Party's principle of wholeheartedly serving the people" and their achievement would be enshrined in the people's heart.     The president bowed deeply to their family members in a token of respect and acknowledgement.     Hu asked local government to step up reconstruction efforts and ensured economic growth, people's livelihood and social stability so as to embrace the 60th anniversary of the founding of the country.     On Tuesday, a memorial service to mark the first anniversary of the catastrophe was held in Yingxiu. Hu addressed the ceremony.
