SAN DIEGO (CNS) -- San Diego County health officials this weekend reported 310 new COVID-19 cases and no additional deaths, raising the region's totals to 10,794 cases while the death toll remained at 338.The number of COVID-19 tests reported to the county Saturday was 4,413, with 7% positive new cases. The 14-day rolling average percentage of positive tests is 2.8%.As of Sunday, the number of cases requiring hospitalization was 1,619 and the number admitted to an intensive care unit was 449.The largest portion of cases, 2,152, have been found in residents age 20 to 29 years old. The second largest portion of cases, 2000, is among residents 30 to 39.Personal care businesses such as skin care and waxing salons, tattoo parlors, massage therapists and nail salons were allowed by the county to reopen Friday.Community-transmitted COVID-19 outbreaks have activated one of the county's public health triggers, placing a pause on any additional openings allowed by the state."We continue to implore the public to wear facial coverings and avoid having gatherings at your home," San Diego County Supervisor Nathan Fletcher said.After public health officials Thursday reported eight community- transmitted outbreaks in San Diego County in the past week, Fletcher said any further openings allowed by Gov. The threshold for community outbreaks -- defined as three or more lab-confirmed cases from different households -- was fewer than seven in a week's span.Two new community outbreaks were reported Friday, offsetting three outbreaks which "fell off" the county's one-week rolling monitoring period. SAN DIEGO (CNS) - The San Diego Planning Commission Thursday recommended approval of Riverwalk San Diego project, a proposed transit-oriented neighborhood development along the San Diego River in Mission Valley.International real estate firm Hines has proposed the 200-acre project, which is intended to transform the existing Riverwalk golf course into a neighborhood as well as restore the stretch of the San Diego River that runs through it.The proposal will head to the San Diego City Council on Nov. 17. According to Hines, if it is approved, the company plans to break ground during the second half of 2021.The Hines plan includes 4,300 homes -- 10% of which are planned to be affordable housing -- a Metropolitan Transit System Green Line trolley stop, 152,000-square-feet of retail space, 1 million square feet of office space, 100 acres of parks and new bike and pedestrian paths, including an extension of the San Diego River Trail."I think it could be something to set the standard for what transit- oriented development can look like," said San Diego Planning Commissioner Vicki Granowitz.The Riverwalk plan, established through a partnership between Hines and the Levi-Cushman family landowners, incorporates community input gathered over several years by the Hines team in nearly 100 stakeholder and community planning group meetings."We appreciate that the planning commissioners recognized the extensive community outreach and collaboration that helped form our plan and the care we're taking to create an environmentally responsible, transit- oriented legacy project for San Diego," said Eric Hepfer, managing director at Hines.The planning commission recommended approval by a vote of five in favor, with one abstention and one commissioner absent. 1774

SAN DIEGO (CNS) - The San Diego County Board of Supervisors voted unanimously Tuesday to discuss the reorganization of the county's fire protection and emergency medical services into two separate agencies at its July 7 meeting.The reorganization would allow more flexibility for, and accountability of, dependent fire and medical services in the county's unincorporated areas, Supervisor Jim Desmond said.One of the agencies would be the Fire Protection District, which would provide fire services to the jurisdictions within the current service area. The other would be the Fire Authority, which would continue focusing on public safety radio communications.The supervisors formed the San Diego County Fire Authority in 2008 and developed a plan to cover and consolidate 1.5 million acres. The authority is currently part of County Service Area 135, which provides the government structure to organize and fund fire protection and emergency medical services in the unincorporated area.Since the creation of the authority, the board has invested more than 0 million to boost fire and emergency services capabilities. Currently, the Fire Authority contracts with the California Department of Forestry and Fire Protection to provide services. Collectively, the services are known as County Fire.According to a staff report, County Fire has more than doubled in size in the past five years. The proposed reorganization of the agency was proposed by Supervisor Dianne Jacob, who described its evolution as like a "baby" growing into an adult.If the board agrees to separate the two functions "to better meet current and future demands," using Jacob's recommendations, it would divest County Service Area 135 of its fire protection and emergency services powers and subsequently create the San Diego County Fire Protection District, which would be a committed county function. SAN DIEGO (CNS) -- San Diego Gas & Electric residential customers will see their electricity bills reduced by .28 in both August and September thanks to a climate credit program.Designed to fight climate change, the California Climate Credit will come from a state program that requires power plants, natural gas providers and other large industries that emit greenhouse gases to buy carbon pollution permits. The credit on customers' bills is their share of the payments from the state's program."This bill credit provides some financial relief at a critical time when many people need it due to the COVID-19 economic crisis and summer weather driving up energy use," said Scott Crider, SDG&E's vice president of customer services.Originally, the credit was scheduled to appear on customer bills in April and October. To help reduce bill spikes in the summer, when energy usage typically goes up along with the temperature, SDG&E successfully petitioned the California Public Utilities Commission to change the timing of the credit to August and September -- the months when air conditioning use typically peaks.There is no action required to receive the credit. All residential customers, including community choice aggregation customers, will automatically receive this credit from SDG&E on their August and September billing cycles.Residential customers with natural gas service received the natural gas portion of the California Climate Credit -- .11 -- in April. SAN DIEGO (CNS) - The San Diego County Registrar of Voters has received more than 560,000 ballots, it was announced Wednesday, more than three times the amount received at this point before the 2016 election.With less than two weeks remaining before the Nov. 3 election, the ballots are in the process of being put through a sorting machine that captures images of voters' signatures for comparison to ones the registrar has on file.Mail-in ballots were sent to all 1.9 million registered voters in the county on Oct. 5, even to those who had not requested one. Nearly a quarter of those have already been processed."Within minutes after the polls close at 8 p.m. on election night, the results for those early returns that were mailed in or deposited at drop- off locations before election day are counted," the registrar's office tweeted.For those who prefer to vote in person, the Registrar of Voters office in Kearny Mesa is open for early voting from 8 a.m. to 5 p.m. on weekdays.
