SAN DIEGO (KGTV) -- A 74-year-old man reportedly hit a bicyclist with his truck in La Mesa Tuesday before leaving the scene thinking he simply hit a curb, police say. According to police, the crash happened on the 7000 block of University Avenue at 4:19 p.m. Tuesday. Police say the 74-year-old was driving his 1994 GMC pick-up truck when he turned right onto Harbinson Avenue and struck the 21-year-old bicyclist. Police say the cyclist was in a designated bicycle lane. The man kept driving, thinking he hit a curb, according to authorities. “When contacted by the police the driver of the pick-up truck was shocked to learn that he had hit a bicyclist and cooperated fully with the investigation,” La Mesa Police said in a news release. SAN DIEGO (KGTV and CNS) -- A San Diego County deputy facing charges that he groped 13 women was arrested again Thursday on five new charges, including forcible oral copulation.Richard Fischer, 32, is being held on million bail and is scheduled to be arraigned Friday morning in a Vista courtroom.Fischer faces more than 10 years if convicted on the new charges, according to the District Attorney. Fischer is already facing 14 years and eight months behind bars if convicted on previously filed charges.RELATED: San Diego deputy accused by multiple women of sexual assault speaks publiclyIn July, Fischer, accompanied by his attorney, spoke out for the first time about the accusations."These charges are simply untrue. I vigorously deny them," he said, with his wife and his new attorney, Manny Medrano, by his side. SAN DIEGO (KGTV) – A dog was rescued and reunited with his owner after getting into the water off Sunset Cliffs Sunday.The San Diego Fire-Rescue Department said the dog somehow got into the water but could not get back to its owner, prompting two lifeguards to spring into action.The lifeguards helped pull the dog onto a rescue board and brought him safely back to shore.The dog was not hurt.Lifeguards said the area is known to be dangerous for dogs. 460

SAN DIEGO (KGTV) - A former San Diego Kaiser doctor who was caught watching child porn at work will have his license reinstated.The news of the reinstatement became available this week, in documents provided by the California Medical Board.Former psychiatrist Mark Zweifach went in front of the board three weeks ago for a hearing on reinstating his license. A video of the hearing recently became available to the public.For the first time on-camera, Zweifach describes his own shocking acts that still haunt him.LONGFORM: Former San Diego Kaiser doctor caught watching child porn at work tries to get his license back“Eleven years ago, on three occasions, I briefly viewed child pornography at my workplace,” he said.It was more than a decade ago that the admitted sex addict turned in his white coat, but the District Attorney's office didn't have enough evidence to bring criminal charges.California Medical Board paperwork reveals that the alarming discovery was made at a Kaiser Permanente Medical Center in El Cajon. Some of the paperwork reads, "While at work, on his Kaiser-issued computer, [he] viewed inappropriate images, including child pornography."“I didn't collect it. I didn't produce it. The day after 10News reached out, his name was removed.Documents outline his road to rehabilitation, like a 12-step “Sexaholics Anonymous” program and “regular therapy.”During his recent hearing, he describes having confronted whatever happened to him as a kid that apparently made him vulnerable to addiction.“I did have a history of being exposed to childhood sexual experiences that profoundly affected me,” he explains.Zweifach also told the board that he’s had two relapses with viewing adult pornography, but it stopped there.“I thank God that in the last eleven years, I’ve been entirely free of viewing the underage images that led to the loss of my license,” he adds.Zweifach has expressed a great deal of remorse for his actions.His license will officially be reinstated on September 14th.Zweifach will be on five years of probation which includes a number of stipulations, including not treating minors. SAN DIEGO (KGTV) – A catholic priest overseeing a mission in San Diego has been granted temporary relief from the state's COVID-19 restrictions on in-person worship.On Friday, ABC 10News spoke to the attorney representing Father Trevor Burfitt in his legal fight to reopen his Southern California parishes, including St. John Bosco Mission inside the Four Points Sheraton hotel off the 163 and Aero Drive.On Thursday, a Kern County judge issued a preliminary injunction protecting Father Burfitt's churches from COVID-19 restrictions but the ruling does not apply to all churches in the state.“Under the existing blueprint for a safer economy, all of [his] churches are subject or were subject to a total worship ban until the court's ruling yesterday,” said attorney Christopher Ferrara. He added, “That ruling has overturned those restrictions and the churches are now free to operate.”On Friday, San Diego County Supervisor Jim Desmond said that he supported the ruling and added in part, “I think and I always have thought that churches are essential, particularly in these times of high anxiety with having to deal with COVID.”The new ruling stems from a recent lawsuit that Father Burfitt filed against Governor Gavin Newsom and other state and local officials over lockdown measures.The judge ruled in part, "The restrictions at issue here, by effectively barring many from attending religious services, strike at the very heart of the first amendment's guarantee of religious liberty. Before allowing this to occur, we have a duty to conduct a serious examination of the need for such a drastic measure." The ruling goes on to read in part, "The free exercise of religion clause in the California constitution prohibits defendants from treating religious activities worse than comparable secular activities. California's current COVID-related restrictions do exactly that."“Right now, I would say that this decision provides guidance to the public authorities throughout the state and they should follow it,” added Ferrara.Father Burfitt is seeking a permanent injunction.
