A group of California lawmakers is raising new questions about what the state is getting in return for the billions of dollars it has spent combating its homeless crisis.The seven lawmakers, all Republicans, are calling for an audit that will need bipartisan support to get going. In the last two years, California has invested .7 billion on homelessness, and Gov. Gavin Newsom is budgeting an additional .4 billion in next year's budget. Meanwhile, the Federal Department of Housing and Urban Development says California's homeless population increased by 16 percent last year, or 21,306 people. "I don't know where that money is going, and it's being approved by the legislature," said State Sen. Brian Jones, Republican of San Diego County's 38th district, who is calling for the audit. "So if I don't know where it's going, how can the taxpayers know where it's going?"Newsom's office did not immediately respond to a request for comment. Last week, Newsom unveiled a proposal for .4 billion to overhaul medi-cal and create a new fund that would serve in part to help people on the brink of homelessness make rent. San Diego homeless advocate Michael McConnell, who is not a member of a political party, said he has been asking many of the questions those seeking the audit are raising. "We know the big buckets that the money just kind of disappears into, but what we don't do is we don't follow it all the way through to see how many folks were actually getting out of homelessness," he said. The state's Joint Legislative Audit Committee, comprised mostly of Democrats, will consider the audit request at its Feb. 19 meeting. Last year, the San Diego County Taxpayers Association reported that local spending on homeless services increased 20-fold in the prior decade, but varying data collection methods made it hard to track return on investment. 1870

A Chinese court has banned the sale and import of most iPhone models in a stunning decision sure to escalate the nasty trade war between the United States and China.The ban does not cover the new iPhone XS, iPhone XS Plus or iPhone XR, which were not yet available when Qualcomm filed its lawsuit. The phones covered by the ban make up about 10% to 15% of current iPhone sales in China, according to Daniel Ives, analyst at Wedbush Securities.The court granted a pair of preliminary injunctions requested by Qualcomm, an American microchip maker. Qualcomm claims that Apple violates two of its patents in the iPhone 6S, iPhone 6S Plus, iPhone 7, iPhone 7 Plus, iPhone 8, iPhone 8 Plus and iPhone X. The patents allow people to edit and resize photos on a phone and to manage apps by using a touchscreen, according to Qualcomm.The practical effect of the injunction is not yet clear. The ruling was announced publicly Monday but put into effect last week, but Apple said in a statement that all iPhone models remain available in China."If Apple is violating the orders, Qualcomm will seek enforcement of the orders through enforcement tribunals that are part of the Chinese court system," Don Rosenberg, general counsel for Qualcomm, said in a statement.Apple accused Qualcomm of playing dirty tricks, including asserting a patent that had already been invalidated by international courts, and other patents that it had never before used. Apple said it will pursue a legal response in court."Qualcomm's effort to ban our products is another desperate move by a company whose illegal practices are under investigation by regulators around the world," Apple said.Apple on Monday filed a request for the court to reconsider its decision. A cyber security company is concerned with Amazon’s upcoming Prime Day shopping event.Check Point Research found a significant increase in the number of website domains registered using the words “Amazon” and “Prime.” More than a quarter are considered malicious, and one in ten suspicious.“The user may not realize it’s a fake website, because hackers usually do a really good job of imitating the look and feel of the website they're trying to come off as,” said Maya Levine, security expert at Check Point.Check Point says look for the little "lock" icon next to a website's address and also check for the additional letter “s” after “http.” Those both indicate a reliable site.“This is just something that is making the website a little more secure, so if you're seeing http without the s, that means you're missing that added layer of encryption, that added layer of security,” said Levine.Don't overshare online. You should never have to enter your birthday or social security number to buy something. You should also avoid public Wi-Fi when shopping and reset your Amazon password before you shop Prime Day sales.“If your password for one account got leaked and it’s the same one as your Amazon account, a hacker can take that and test it out,” said Levine.Also be leery of emails or texts about Amazon Prime Day or any events in general.
