VISTA (CNS) - A man is in custody for an alleged hit-and-run accident that caused a fatality, a California Highway Patrol official said today.Authorities arrested David Palafox, 29 of Vista and booked him into the Vista Detention Facility on suspicion of felony manslaughter, driving under the influence, and hit-and-run, said Mark Latulippe, CHP public information officer.Related: Interstate 5 hit and run deathAccording to the CHP, at 8:14 p.m. Friday, Palafox was driving his white GMC Sierra truck eastbound at a high rate of speed on Palmyra Drive, approaching Estrelita Drive.A 51-year-old man was walking across Estrelita Drive near the intersection when Palafox turned his vehicle right and hit him, Latulippe said.Related: Retrial for San Ysidro hit-and-run suspectLatulippe said Palafox didn't stop and fled the scene. WASHINGTON (AP) — In President Donald Trump's former life as a casino owner, he might have cheered Monday's ruling from the Supreme Court that struck down a federal law that barred every state but Nevada from allowing betting on most sporting events.But the Trump administration opposed the outcome reached by the high court at least in part because it could signal trouble in its legal fight against so-called sanctuary states and cities. Seven of the nine justices — five conservatives and two liberals — backed a robust reading of the Constitution's 10th Amendment and a limit on the federal government's power to force the states go along with Washington's wishes.The federal anti-gambling law is unconstitutional because "it unequivocally dictates what a state legislature may and may not do," Justice Samuel Alito wrote in his majority opinion. The administration says sanctuary jurisdictions allow dangerous criminals back on the street.The administration's efforts to crack down on places that don't comply with immigration authorities have taken several forms. WASHINGTON — The number of Americans filing for first-time unemployment aid fell to 860,000 last week, according to the Department of Labor. VISTA, Calif. (KGTV) - President Trump's endorsement Thursday to raise the minimum purchase age for assault rifles from 18 to 21 is sparking local debate.Christa Farmer, 19, has been cleaning and taking care of guns since she was 11.  Farmer bought an AR-15 when she was 18, which she uses for shooting competitions.  It's a gun Farmer is comfortable with, and she says the purchase age should stay at 18."At 18, I knew how to properly disassemble, assemble, clean, and the proper safety rules," said Farmer.Anti-gun-violence advocates like Ron Marcus want such rifles banned nationwide, but say raising the purchase age is a good step.    "The maturity range between 18 and 21, there's a lot of room for growth.  To allow that maturation process before they buy a gun is a good idea," said Marcus, Director of Public Outreach for San Diegans for Gun Violence Prevention.Farmer counters with a different maturity argument.  She says she was 'mature enough' to enlist in the Army Reserve several years ago. "If we're old enough to enlist and carry these weapons, I believe we are mature and responsible enough to own them in our personal lives as well," said Farmer.Others say the two situations are different when it comes to owning AR-15s."In the military, you are subject to extreme discipline and oversight ... When they are off duty, a different story ... and they should be subject to civilian rules," said Marcus.Farmer doesn't agree with the reasoning because of the quality of the gun training in the military.As of last year, new sales of the AR-15 have been banned in the state.  Owners can still keep their old ones, but must register them with the state by June. 1727

  

VISTA, Calif. (KGTV) — Vista Unified School District union workers say they are worried their jobs are on the line and say the district could be looking at bankruptcy.Union workers rallied Thursday ahead of a district board meeting over a million budget shortfall. Union President Bill Faust represents 1,400 support staffers at Vista Unified, including custodians, secretaries and food service workers who are concerned for their jobs since those are historically among the first to be cut. Faust says the board approved almost million to add unnecessary 8th periods to two high schools and another 1,000 to fire the district's superintendent two weeks ago. He says the board is spending money it doesn't have."We are concerned. With this board mismanaging funding," Faust said. "How are we are going to keep our job when they add add add and we don't have any money and you are looking at .5 million."10News reached out to the superintendent's office for comment but have not heard back.No decisions have been made as to where the cuts will come from. 1074
