Personnel from the US Centers for Disease Control and Prevention who have been stationed in the Democratic of Congo to help control the ongoing Ebola outbreak have been pulled back from the worst impacted areas due to safety concerns, a US government official familiar with the situation told CNN Monday."They are not in any hot spots," the official said.Since this most recent outbreak began Aug. 1, there have been 211 cases of Ebola, including 135 deaths as of Sunday, WHO spokesman Tarik Jasarevic confirmed. Fifty-five patients have recovered from the illness. He said there has been a recent increase in cases because of "challenges faced by the response team.""For a couple of days we were not able to function really, and in the last couple of weeks we could not function at 100%," said Jasarevic. Challenges include a spike in violence that led to a change in location for CDC responders."The recent spike in violent incidents makes the response more difficult, and increases the risk of spread not only in the DRC but also in neighbouring countries" Jasarevic stated in an email. 1097
PASCO COUNTY, Fla. — A Pasco, Fla. woman was arrested after deputies say she was passed out drunk at the wheel of a parked car with a 5-year-old child in the back seat.20-year-old Sarah Nisse was found after the girl answered a phone call from her father. He called the 5-year-old via FaceTime and was able to see where the vehicle was parked. He found the car at 2509 Success Dr. and immediately removed his daughter from the vehicle and called 911.Fire rescue arrived and tried to administer aid to Nisse. She didn't say anything but raised a middle finger at them. When deputies arrived, Nisse appeared to be 'heavily intoxicated' and was taken to the Medical Center of Trinity. She blew a .276 and .272 three hours after the incident.Deputies say that without proper supervision, the 5-year-old was at risk of possible injury or death due to a large pond being next to where the car was parked, as well as due to the fact that Nisse was driving while under the influence. She was arrested for child neglect, violation of probation and DUI. She was on probation for willful child neglect in reference to a case in 2015 where she had sexual intercourse with a 15-year-old juvenile. 1187

POINT LOMA, Calif. (KGTV) - A popular Pacific Beach restaurant is finding new life in Liberty Station, and it could be a sign of things to come for the industry.Latin Chef was forced out of its longtime home on Garnet Avenue in January. This Saturday, it will reopen at Liberty Public Station."There's not much," says owner Fredy Palma of his small space in the market. "But you won’t believe that very tasty food is going to come from here."Palma says his rent will be about half of what it used to be in Pacific Beach. He also says moving into the Public Market means he no longer has to worry about all of the little things that come along with having a brick-and-mortar location."Things like trash, telephone, light, SDG&E," he explains. He says this will let him focus more on the food and customers. It will also bring more foot traffic than what he had on Garnet.RELATED: Business booming in Pacific Beach despite empty storefrontsExecutives at Blue Bridge Hospitality, which owns Liberty Public Market, reached out to Palma after seeing a story about his struggles on 10News. "I was listening to how he was having to vacate his space and thinking, wow, this seems like a perfect fit for Liberty Public Market," says David Spatafore with Blue Bridge Hospitality.Typically, Blue Bridge Hospitality had offered spots at the market to new businesses. Latin Chef will be the first established restaurant to move into the space."Overhead keeps going up and up and up," says Spatafore. "The idea behind the Public Market is it’s kind of a condo association of retailers and restaurants to lower overhead and share expenses, making it a little easier for them. Certainly, I can see this being a wave of the future to lower overhead because there aren’t many options left."The public market concept has grown in San Diego over the last few years. Liberty Public Market opened in 2016. Since then, Little Italy has gotten a similar Food Hall, and North Park is expecting the Dam Public Market to open.RELATED: New Public Market in North Park opens for previewRELATED: Public Square opens next to Little Italy Food Hall" I think you’ll see small markets pop up throughout in kind of that communal living spirit in communities throughout San Diego," says Spatafore. For Palma, it means he gets to keep making the food he loves."It's exciting," he says. 2359
Plans to build a new 4-acre, .5 million park in National City got a boost this week, thanks to a partnership with the federal government. The Environmental Health Coalition will help the city plan the park and the surrounding area, to make sure people can access the park without having to drive there.National City is one of just 10 communities across the country chosen for the Safe Routes to Parks Initiative. The new park will be near 22nd Street and Harding, where an empty field sits right now. As part of the construction, the EHC will help design safer streets around the park."Kids are trying to get from point a to point b and they have to cross through that main road," explains City Engineer Jose Lopez. "Without enhancements to the road, there's no way a 10-year old or 5-year old can cross the street."The EHC will help the city plan curb extensions, a median refuge island in crosswalks and local trails to let people walk through parks instead of along busy streets.According to a release announcing the partnership, communities chosen for the program had high rates of crime and violence, and also high rates of weight-related chronic diseases. The Safe Routes to Parks program hopes to increase park use and help communities become healthier and safer.Right now the park is still in the planning stages. They hope to start construction in 2019. 1391
Parts of an operation linked to Russian military intelligence targeting the US Senate and conservative think tanks were thwarted last week, Microsoft announced early Tuesday. The company said it executed a court order giving it control of six websites created by a group known as Fancy Bear. The group was behind the 2016 hack of the Democratic National Committee and directed by the GRU, the Russian military intelligence unit, according to cybersecurity firms. The websites could have been used to launch cyberattacks on candidates and other political groups ahead of November's elections, the company said.Among the websites a judge in the Eastern District of Virginia granted Microsoft control of were those with domain names designed to resemble sites used by congressional staff. They include "senate.group," and "adfs-senate.email."Other domains were designed to look like they were related to the Hudson Institute, a conservative think tank, and the International Republican Institute, whose board includes six serving senators, former Massachusetts Gov. Mitt Romney and Gen. H.R. McMaster.Microsoft said the domains were "associated with the Russian government and known as Strontium, or alternatively Fancy Bear or APT28." The company said it has no evidence that the domains were used in successful attacks but that it was working with the potential target organizations.Microsoft argued in court that the domains were posing as some of its company's services.Hackers could have used the domains to send emails to Senate staffers or people working for the Hudson Institute or the International Republican Institute in an attempt to trick them into handing over information, like their passwords. This form of attack, known as spearphishing, was successfully used to target Hillary Clinton's campaign chairman John Podesta in 2016.Missouri Democratic Sen. Claire McCaskill's staff was similarly targeted by a Russian group last year. McCaskill says the attempt was unsuccessful."Attackers want their attacks to look as realistic as possible and they therefore create websites and URLs that look like sites their targeted victims would expect to receive email from or visit," Microsoft President Brad Smith said in a blog posted to the company's website on Monday night. The news comes less than a week after it emerged that two Democratic congressional primary candidates were hacked earlier this year. The campaigns of Dr. Hans Keirstead and David Min, both of whom lost in California's June primaries, were breached, but the groups responsible for the attacks have not been made public and may not be known.Microsoft said Monday that, in light of the ongoing threats to political groups in the US, it was launching a specialized cybersecurity protection service called AccountGuard. The company says it will offer the service to all candidates and campaign officials, as well as think tanks and political organizations that use Microsoft Office 365, at no additional cost. The initiative is part of Microsoft's Defending Democracy Program, which it launched in April. The company said it plans to roll out AccountGuard in other parts of the world. 3160
