(KGTV) -- Family members have identified three of the four teens involved in a deadly accident in Mt Hope.Three teens died at the scene, a fourth is in ICU at the hospital.Dwayne Heard is Dashaun Heard’s father, one of the teens that did not survive the crash. Dashaun was just 17-years-old. Heard says his family is still in disbelief about what happened, saying his son was a good kid that was outgoing and enjoyed being with his friends.Rose Monta?o is the mom of two of the teens in the car, 17-year-old Daniel and 15-year-old Julian Monta?o. Daniel did not survive the crash. Julian is in ICU and doctors had to amputate one of his legs.Monta?o says her son Daniel had a loving heart, was positive and enthusiastic about life.Both Heard and Monta?o say they still have many questions about what happened that night.The crash happened around 11 p.m. Tuesday night. Police say an officer ran the car’s plates and noticed it was reported stolen. SDPD says the driver ran a red light, refusing to pull over. According to police, the officer lost sight of the car, but the helicopter followed. SAN DIEGO (KGTV)—A group of small business owners and employees in San Diego County say the new reopening guidelines released by California Gov. Gavin Newsom Friday won’t help them recover after months of struggling.“We were really hopeful, then once we actually got this new color-coding system, it’s the same as nothing really to a lot of small businesses,” said Angie Weber, co-owner of Cowboy Star Restaurant and Butcher Shop in the East Village. “25 percent for a lot of restaurants is not enough to operate with.”Under the latest guidelines, restaurants can offer dine-in service at 25 percent capacity or 100 people, whichever is fewer.“We’ve done the math and think we can have 55 people in our building at any given time,” she said.Weber could not provide outdoor dining and spent a lot of money to prepare her restaurant for safe, dine-in services.“We went above and beyond. We added UV germicidal lighting into our HVAC ducts; we’ve gone to touchless checks and menus, we added glass partitions between our tables,” she said.A group of business owners, general managers, and other employees joined San Diego County Supervisor Jim Desmond outside of the county administration building Monday to call for looser restrictions.Desmond has been pushing for the reopening of businesses and said they can’t survive with the current capacity limits.“Everybody behind me is suffering because of this. I can’t pay my rent with 25 percent,” said Thomas Hall, General Manager for The Grass Skirt. “When my staff was told they had to leave and I didn’t know when we were going to hire them back, it completely broke my heart.”While some say the capacity limitations make it difficult for businesses to recover after operating at a loss, others say their industries have been entirely left out of any reopening plans.“I own a small event business called McFarlane Promotions. We shut down all our business and events on March 15,” said Laurel McFarlane, a small business owner and the founder of San Diego Event Coalition.“We let go of staff, we took out a second mortgage on our house, borrowed from friends and families if we could. We scrambled to make financially for the last six months, only to find out last Friday that we have been completely disregarded and undermined. The event industry wasn’t even listed.”McFarlane said she’s a mother of four children and the sole provider for her family. She said 90 percent of her business events were canceled, and she’s been unable to work for nearly six months.“It’s time for our leaders to invite us to the table,” she said.While Desmond has been in favor of reopening businesses, others are concerned that this could cause another spike in COVID-19 cases across the county.Supervisor Nathan Fletcher said in a Tweet, “My fear is that the breadth & speed of what we are doing could cause a spike in cases that would trigger us moving back to a higher tier and requiring additional closures. One San Diego scientist who signed is from the UCSD Scripps Institution of Oceanography, Doctor Kim Prather.The idea shared is that COVID-19 can be spread from aerosols, which are particles that float in the air rather than dropping to the ground like a droplet. An infected person breathes out aerosols that are suspended in the air, then another person walks through that air and breathes it in.It’s no secret that heath officials have discussed the importance of good airflow to stop the spread, but this paper says leaders like the WHO are not recognizing the possibility that it is airborne and the “lack of clear recommendations on the control measures against the airborne virus will have significant consequences: people may think that they are fully protected by adhering to the current recommendations, but in fact, additional airborne interventions are needed for further reduction of infection risk.”Researchers say wearing masks and social distancing are important steps to stopping the spread, but want to also emphasize that other steps need to be taken to stop the spread through the air. SAN DIEGO (KGTV)- On Wednesday, San Diego County health officials reported seven new COVID-19 related deaths, bringing the regions total to 406.Healthcare workers witness this firsthand; many have been by their patients' side during the final moments."We hold their hands, we let them talk to their loved ones through electronic devices," said Dr. Salam Yatooma, an internal medicine physician at Sharp Grossmont. "It's very painful, actually the most stressful thing for us doctors and especially nurses."In his twelve years at the hospital, Yatooma said he has never witnessed anything like this.Yatooma has been on the frontlines since the pandemic began, and while many people have let their guards down, he reminds everyone the virus hasn't gone anywhere. Healthcare workers haven't had a break."There has been an increase, a significant increase, in the number of patients of hospitalizations that we see," he said. "It's definitely correlated with the relaxing of restrictions that the state and county are implementing. People were not wearing masks. People continued to have large gatherings, especially indoors, and people were not socially distancing. Unfortunately, this is going to start to show more and more now."Dr. Wilma Wooten, the county's public health officer, said in the last seven days, there have been 24 community COVID-19 outbreaks.The latest outbreaks reported happened in a healthcare setting, a restaurant or bar, a gym, a daycare, and a resort or spa.The outbreaks in community settings are defined as three or more positive COVID-19 cases in people from different households.To date, there have been 17,842 positive cases locally, about 11 percent have required hospitalization, according to the county health officials.Yatooma said while most hospitalized patients he has seen are older in age with underlying health issues, over the last several weeks, there has been a new trend."We did notice there's been an increasing number in the younger people," he said.
