SAN DIEGO (KGTV) -- A man with San Diego ties who worked for the U.S. government is accused of drugging and sexually assaulting multiple women, according to federal court documents.An FBI spokesperson confirmed Brian Jeffrey Raymond was arrested in La Mesa earlier this month.The arrest was first reported by The Daily Beast.Team 10 learned his arrest on October 9th took place in the parking lot of a La Mesa gym. Currently, he faces one charge related to sexual assault, but prosecutors said he is under investigation for crimes against 21 other women.Raymond, who most recently worked for the U.S embassy in Mexico City, had worked for the government for 23 years."For years, he has exerted power and control over unconscious women, undressing them, sexually assaulting them, photographing them, and recording them without their knowledge or consent," prosecutors wrote in court documents. They called him an "experienced sexual predator."He is currently at the Metropolitan Correctional Center in downtown. In a hearing this week, he was ordered to be transferred to Washington D.C. The investigation showed in May 2020, police in Mexico City responded to Raymond's apartment to reports of a "naked, hysterical woman desperately screaming for help." The woman said she met Raymond on Tinder. Their date eventually led to his apartment, where they ate snacks and drank "from a wine glass [Raymond] provided in his residence," documents showed. The victim said she suddenly blacked out. A sexual assault examination showed several injuries.On Raymond's devices and iCloud, investigators said they found approximately 400 photos and videos, some dating back to 2011. They showed at least "21 different unconscious women." Some of the women were fully nude.Law enforcement said they found his internet searches included "passed out black girl," "deep sleep," and "Ambien and alcohol side effects."The alleged assaults took place from Mexico City to Virginia, according to prosecutors. Raymond's parents live in La Mesa. Documents showed he moved back to their home in June after he resigned from his job. In an interview with federal agents, his parents said "they feel like they do not know their son" and were surprised when he came to visit. Prosecutors said his behavior was escalating, even after his arrest. A week before he was arrested in La Mesa, they said Raymond met another women who could only remember small fragments of their sexual encounter.Raymond's attorney did not return Team 10's request for comment. 2531

"My heart just dropped into my stomach. I felt nauseous," said Rose.Missing from her driveway was her 5-ft x 8-ft trailer. Drag marks revealed how it left the home."You can see it extends all the way to the street ... and to the intersection," said Rose.Rose had locked up the trailer in two places. The only thing she found were the remnants of one of the locks."Just heartbreaking and sad," said Rose. The trailer contained all the belongings of her mother Gail, 74, a part-time San Diegan recently hospitalized in Wisconsin with a heart condition. Rose had been storing her mother's belongings since buying a home months ago."That's all my mom has left. Now she has nothing," said Rose.Inside the trailer: furniture, household items, and some jewelry, including family heirlooms. There was also a lifetime of photos. Most of them haven't been digitized. Rose waited a week to tell her mother, until she was strong enough to receive the news."She cried, she cried. She knew she couldn't get stressed out, couldn't get her heart rate up. Right now she's focusing on her health. Hasn't really hit her she's going to come back to nothing," said Rose.Rose is now hoping to change that by making a plea for tips."I just want when she comes back to be able to have her photos on her nightstand. SAN DIEGO (KGTV) -- A Navy sailor appeared in court Tuesday after authorities say he stole 20 hand grenades from a San Diego-based guided missile destroyer.Authorities say Gunner’s Mate Second Class Aaron Booker was taken into custody in Illinois.According to court documents, personnel assigned to the USS Pinckney discovered that 20 grenades disappeared from their storage crates in 2017.In April 2017, an off-duty law enforcement officer noticed a black backpack leaning against a guardrail on the side of the road along Interstate 15 in northwest Arizona.The bag was standard military issue with “GM2 BOOKER” handwritten on a tag inside the bag. The bag contained 18 of the grenades that were missing from the USS Pinckney.According to authorities, law enforcement is still searching for the two missing grenades.The complaint states that Booker acknowledged to investigators that he drove the same route before reporting to his duty station in March.“A backpack full of grenades on the side of the road is obviously extremely dangerous and could have had resulted in injuries or death,” said U.S. Attorney Adam L. Braverman said. “The theft of explosives is a very serious offense, particularly if it is carried out by an insider with access to military weapons and secrets.”Booker will appear for a detention hearing before being transferred to San Diego. SAN DIEGO (KGTV) — A San Diego judge says police departments must release records related to officer misconduct.The decision comes after local media groups, including 10News, sued to keep some police unions from blocking departments from following a groundbreaking new law in California.“This court finds that Senate Bill 1421 applies retroactively, to all, keyword, all personnel records of peace officers not only now but prior to January 1, 2019,” said San Diego County Superior Court Judge Eddie Sturgeon.Senate Bill 1421 requires departments to release records of officer-involved shootings and major uses of force, officer dishonesty and confirmed cases of sexual assault to the public.Several police associations in San Diego County sued to block the release of records, arguing Senate Bill 1421 doesn’t contain any express provision or language requiring retro-activity or any clear indication that the legislature intended the statue to operate retroactively. They claimed the bill eliminates the longstanding statutory confidentiality of specified peace officer or custodial officer personnel records.“These records have been under seal for 45 years, and when you have that kind of duration, and decisions are made for that long than it is going to create substantial disruption when the law changes, and all of a sudden these things have been under seal for four and half decades are available for public perusal,” said Richard Pinckard, attorney for the unions.An attorney for the ACLU argued they intervened in the case to defend the public right to know saying the law was designed to be retroactive.“These are fundamental matters that the public has a right to know,” said David Loy, attorney for the ACLU of San Diego & Imperial Counties. “To restore public trust the public has to have the right to know and observe what the officers have done and what the agencies have said about it.”The Judge ruled no records could be released before March 29. SAN DIEGO (KGTV) — A nurse who pleaded guilty in the brutal death of her boyfriend's baby has been granted parole."Angry, angry," said Deanna Stanley, the grandmother of 7-month-old Nicole Alegado.Stanley spoke to 10News after attending a state parole board hearing Thursday and learning the woman who killed her granddaughter was granted parole.Back in 2008, in order to avoid a trial, the baby's family supported a plea deal. "Emotionally we couldn't handle it," said Stanley.Eileen Villamajor, a nurse living in National City, pleaded guilty to second-degree murder in the killing her boyfriend's daughter, saying she was frustrated by her cries. She was sentenced to 15 years to life."Eileen picked her up by the hair and threw her to the ground twice. Nicole remained crying. Eileen held her head in her hands until she heard it crack, at which time Nicole stopped crying," said Stanley.Stanley sat through those unbearable details at Villamayor's parole hearing in Corona. She listened to Villamayor's petition, including her good behavior in prison and completion of classes to control her emotions. Stanley is still convinced Villamayor is dangerous."For someone to do something that something horrific with their hands ... I don't know if you can cure that in a class," said Stanley.Stanely says Villamayor showed no remorse during the hearing but revealed something new about the motive, which involved about Nicole taking up her father's time."She said she hated Nicole, resented Nicole. To me that shows premeditation. If we had gone to trial, I think she would have been convicted of first-degree murder," said Stanley.In the end, the parole board deciding to grant Villamayor parole. She could serve 13 years and 7 months of a sentence of 15 years to life. Proposition 57 passed in 2016 allows her to accrue good behavior credits which can reduce a life sentence."There is no justice here," said Stanley.The earliest Villamayor can be released is March 2020. The family has 120 days to appeal to the governor's office to overturn the decision, which they plan to do. The District Attorney's office, which backed the family at the hearing, says they will likely write a letter urging the governor to overturn the parole decision. 2250
