SAN DIEGO (KGTV) - San Diego officials plan to expand and speed up an audit of water billing issues, after admitting more than 300 residents were incorrectly overcharged last year.Mayor Kevin Faulconer, joined by City Councilmembers Chris Cate and Lorie Zapf, City Auditor Eduardo Luna, and Public Utilities Department (PUD) Director Vic Bianes, said the audit will help find any possible inaccuracies and suggest any needed changes."San Diegans need to be able to trust that their bills are correct, that the new technology we are implementing is working properly, and that every cent they pay goes to making sure we have safe, reliable water," Faulconer said. SAN DIEGO (KGTV) - San Diego City Council leaders Tuesday voted to approve a plan to fund three temporary housing shelters for the city's homeless.Council leaders voted 8-1 to approve the plan. Councilman David Alvarez was the only "no" vote.The largest shelter at 16th and Newton is scheduled to open by Dec. 1. SAN DIEGO (KGTV) — San Diego Mayor Todd Gloria was officially sworn in Thursday, marking a historic moment for America's eighth largest city. "Today, I stand in front of you as the first person of person of color and LGTBQ person to ascend to our city's highest office," Gloria said in a virtual ceremony. Gloria and five new council members were sworn in during a virtual ceremony Thursday due to the COVID 19 outbreak. Gloria is a Democrat, as are the five new councilmembers also sworn in. The Democrats now have an 8 to 1 advantage on the City Council. But even if there is political harmony, the challenges facing the city are grand.They are taking over with the region in a mandatory stay at home order due to the virus. Small businesses are shuttering, unemployment is near 8 percent, and the city could face a 4 million dollar budget shortfall next fiscal year."There are some things that people say you shouldn't touch, such as police, fire that type of thing, but if this continues on for another year, this COVID, who knows what the city budget is going to look like," said political analyst John Dadian.But in a brief speech, Gloria expressed confidence in getting San Diego back on its feet."We will be rolling out an aggressive strategy to address the worsening public health crisis in COVID-19, the economic crisis that is impacting San Diego's families, small businesses and our city budget, the housing and homelessness crisis that has become even more dire," Gloria said. SAN DIEGO (KGTV) — Restaurant workers across San Diego County returned to work Friday, after a Superior Court judge ruled restaurants could serve on-site.Martin Cardenas was right back on the job Friday morning, prepping Chula Vista's El Cruce 241 for what he hoped was a sizable lunch crowd.“You have to understand, it is around the holidays, we're social distancing, we're sanitizing everything, we're doing everything in our capacity to stay safe,” he said.But the governor's office says those precautions are still not enough, with ICU capacity at 0% in Southern California due to the coronavirus spread.In early December, the state reduced county restaurants to takeout only, eliminating thousands of jobs. The state reported Friday that nearly 110,000 San Diegans worked in restaurants in November before the latest shutdown order took effect.But this week, a San Diego Superior Court judge gave restaurants the green light to serve on-site.El Cruce 241 is still outdoor only, but other restaurants are now serving inside, which had been disallowed even before this latest shutdown.Little Italy's Nolita Hall will reopen for dinner Friday, outdoors and inside with its Plexiglas-separated tables.“Just being back to a full indoor/outdoor dining allows us to get to our full schedule that we had prior to the shutdown, which obviously is going to help everybody pay their bills and have some type of Merry Christmas,” said Dean Trombino, the restaurant’s prep lead.But the opportunity to stay open could be short-lived, with the state already appealing the ruling.“It could happen and hopefully it won't because it's very mentally draining when you have to consider not working again and where your next paycheck is coming from,” Trombino said.For now, however, the doors are open and the tables are waiting. 1821

SAN DIEGO (KGTV) - San Diegans are remembering Talk Show Host and Entertainer Regis Philbin after he passed away Friday.Philbin's first television appearance was on the Regis Philbin Show at ABC 10News. Back then we were called KOGO TV."He never forgot where he started in television and that was right here in San Diego and he loved talking about it," Radio Personality and Friend Shotgun Tom Kelly said.Kelly rescued a couple old photos from the newsroom before they were thrown out depicting Regis' time at ABC 10News. One shows a youthful Philbin standing with the news crew in front of two rows of cars and a KOGO TV van.Another shows him at the Regis Philbin Show desk."I came to Channel 10 in 1960 and I think Regis started in 1961." Former Chief Photographer Lee Louis said he was 19-years-old at the time. He said Philbin seemed like a father figure back then, but he later realized Philbin was only 29.His most memorable assignment with Philbin was when Jayne Mansfield came to town. He said they "went to the old Lindbergh Field terminal off Pacific Highway before they even built the new terminal... He interviewed Jane Mansfield and as we talked about earlier, somewhere I have a black and white picture of him interviewing Jane Mansfield."Louis said he didn't realize until he saw Philbin on national television, what an icon he would become.Philbin's success, according to Kelly, was partially due to advice Philbin received from a San Diego Union Tribune Columnist named Don Freeman. Kelly said Philbin had just left the Navy and wanted to work in television. He said Philbin loved reading Freeman's articles and mustered up the courage to go meet him and talk about breaking into the business. Kelly said he gave him this advice, "I think you've got a future, the one thing that's going to make you stand out is be yourself. And that's what Regis was, he was always himself. If you met Regis in person, it would be the same way you saw him on television."That relatable personality drew millions of fans over the years, including Louis."I still enjoyed watching Regis and Kelly Live and 'yeah I knew that guy,' I started with him, or he started with me, I don't know which," Louis said smiling. Kelly said he had the privilege of hosting a Hollywood Media Professionals luncheon last year honoring Philbin's career. He wanted to surprise Philbin and brought out his first photographer. "Regis was overjoyed, it was just wonderful. I mean it was just a great surprise to pull that on a celebrity."Kelly said he would be missed."At least he didn't die of the virus [coronavirus]. It sounds like he went naturally. It sounds like he was home, I'm sure his family was around him.
