SAN DIEGO (KGTV) - It appears traffic along parts of Normal Street in Hillcrest will disappear for good, giving way to the Normal Street Promenade.City Councilmember Chris Ward says the city has signed on for the project as part of the Uptown Bikeways Project with SANDAG.The east side traffic lanes would stay but the lanes on the west side will be replaced by dedicated bike lanes and a pedestrian walkway along a two-block stretch from the Hillcrest Pride Flag to Lincoln Avenue."I'm excited. Hillcrest is a close-knit community, and this will make it even more social," said Hillcrest resident Madison Layo."A great gathering space for everyone that people can rally around ... show a little pride," said Alex Craig, another Hillcrest resident.Ward says the public space can host events like the weekly farmer's market and Pride gatherings, along with events such as street fairs, movies and concerts. The proposal also includes 70 extra parking spaces from Lincoln Avenue to Washington Street. Supporters believe the project could also attract business activity to the area.The Uptown Community Parking District has allocated .8 million for the project. SAN DIEGO (KGTV) - In a downtown courtroom on Friday afternoon, attorneys battled over a request to halt the shutdown orders for San Diego bars, restaurants, and gyms.Attorney Bruno Katz is representing a group of local businesses like Cowboy Star restaurant and Bear Republic Crossfit gym, which are seeking an emergency injunction. He told the judge, “What I do want to say, your Honor, is that the temporary restraining order is based on data. It’s based on facts. It’s based on science and it's based on the state not showing why it has targeted these industries when the science and data doesn't support it.”The state argued that the damage to businesses pales in comparison to the damage on human life. “There's nearly a thousand dead San Diegans and the numbers are getting dramatically worse and have been for the last couple of weeks,” said state Deputy Attorney General Jonathan Eisenberg.Restaurants and gyms were open for indoor operations with limited capacities under the red tier. However, last Saturday’s move to the purple tier forced them to shutdown indoor services completely and move outside. They're suing Governor Newsom and San Diego County, arguing that the closures go against their rights and are causing financial devastation.The suit was filed on behalf of all restaurants and gyms.Local owner of The Studio SD fitness studio Rachel Racz spoke to ABC10 News before Friday’s hearing. She told ABC10 News in part, “It's been rough to shut down business again when people were feeling normal and then we see the County of San Diego's Department of Health say that gyms are only point .4% of cases in San Diego and it's really frustrating as a business owner where we have these ebbs and flows- where we can be open and then we can’t.”Superior Court Judge Kenneth J. SAN DIEGO (KGTV) – Just days into California's new stay-at-home order, many businesses say this time around they won’t comply with restrictions.Some restaurant owners tell ABC 10News they’re not doing it out of defiance, but as a way to survive.“We have to stand up for ourselves. We have to open or else we lose the risk of losing our business entirely,” said Annie Rammel, the owner of Oak + Elixir restaurant in Carlsbad.Rammel said she spent ,000 to have a deck built outside of Oak + Elixir on State Street to provide a safe dining option for patrons.It was going well until she had to shut things down once again this week as COVID-19 cases surged and the state put restrictions on in-person dining were put back in place.“Closed, open, closed, open,” she said. “A lot of us are not doing well; we’re not doing well, the take out and to-go we’re losing money on that.”Rammel and a group of small business owners in Carlsbad and Oceanside decided to reopen for in-person dining Friday and take their chances, including several restaurants in the Carlsbad Village.She said if she stayed closed, her 15 employees would be laid off during an already rough year.“It’s for our employees to put food on their tables; some of them have children that they have to provide for, the holidays are coming, and I’m just not going to do that,” she said.Her patio and additional outdoor sidewalk tables were ready for customers on Friday at 4 p.m. Rammel said she expected to seat approximately 100 customers.Just next door at Caldo Pomodoro, customers were seated outside for lunch Friday.“We’re basically fighting for our lives, and we’ve been here for 29 years, it’s a family-owned and operated restaurant, it’s not that we’re doing anything wrong, we just want to survive,” said Justin Davis, who works as a server at the restaurant. “If we shut down, we’re pretty much not going to open again. We did the plexiglass, redid our tables, and invested so much money into it, and we don’t see any reason why we should shut down again.”A Carlsbad Police spokesperson said officers respond to reports of businesses operating outside of the health orders, but the goal is to gain compliance through education.However, they said willful violations witnessed by officers will be reported to the county for documentation.“We’re scared to lose our ABC license, which is our liquor license,” said Rammel. “If that happens, the group of us is saying we’re going to push through, we have some attorneys on our side, and they say we have a really good fight because there is no evidence that these spikes are coming from us.” 2614
SAN DIEGO (KGTV) — Maritime Museum of San Diego will reopen to the public on Aug. 22, with new precautions for visitors and limited capacity.Museum officials say they have placed 6-foot markers on the upper decks of ships to remind visitors to practice social distancing while visiting. Capacity for the museum has also been cut to 25%, but staff will monitor levels every 15 minutes.Guests and staff will undergo temperature checks and wellness screenings before entering the museum, and facial coverings will be required. The museum is also condensing its hours to 10 a.m. to 5 p.m.Due to the high touch potential, the museum's gift shop is temporarily closed. Museum staff will be cleaning and sanitizing surfaces throughout the day.The museum's tours will be self-guided, but volunteers will be available through the museum to help guests."We wanted to offer a special treat for visitors and residents of San Diego during the stress of the global pandemic," Raymond Ashley, president and CEO of the Maritime Museum of San Diego, said. "So, a stroll aboard the decks of these historic ships and refreshing, educational boat ride in San Diego Bay could be the perfect break.The museum will offer outdoor activities, such as self-guided tours, of the museum's fleet of historic vessels.
