A reason some experts think the U.S. has had trouble containing the virus is because states have managed it differently. Inconsistency has jeopardized safety, according to the National Safety Council.“This pandemic is not finished by a long shot, so that's another reason why we put this report out when we did is because we can learn from this,” said Lorraine Martin, President and CEO of the National Safety Council.The council looked at five areas in how states have addressed the pandemic: Employer guidelines, testing, contact tracing, mental health, and substance use and roadway safety.They say states struggled with communication.“We also found while some states had good intentions, just getting the data to people in a very clear and concise way and making it available at people's fingertips, that also was sometimes a struggle,” said Martin.Testing and contact tracing need work in many areas.The report highlights another issue – overdoses are increasing in 40 states.“We had a good year last year where we started to bring some of that down,” said Martin. “It’s headed in the wrong direction again. We can all understand why there’s a lot of stress, restrictions getting the support that you need but it’s really important that we look at the states that have done this well.”Overall, states were put in three categories: On track, lagging and off-track. A postmark is not visible in photos of several other packages shared with CNN -- only adding to the questions about their origins.The lack of a postmark is very rare, according to Nancy Pope of the National Postal Museum.A postal inspector who spoke to CNN on the condition of anonymity indicated it would be very unusual for a piece of mail to leave the facility where it was dropped off for delivery without such a mark.That could indicate that a sender or senders were working in multiple diverse geographical areas, including New York, Washington, Florida and California.Another source told CNN it is possible some of the stamps may not have been canceled because of the package's soft sides and odd shape, which would make it difficult to stamp.The US Postal Service's website also says mail may not be postmarked if it was processed through a meter or if the postage was paid by permit or precanceled stamp. A Southwest Airlines plane flying from Fort Lauderdale to BWI was hit by a pickup truck after landing at the airport. It happened early Monday morning. Passengers said the white truck crashed into the side of the plane on the runway. An ambulance was at the scene, but according to passengers, no one was injured. Passengers were not allowed to leave while crews continued their investigation. Southwest Airlines has not released any comment but the company did respond to a tweet from one of the passengers on the plane.
