MINNEAPOLIS, Minn. – Attorneys for the family of George Floyd announced Wednesday that they’ve filed a lawsuit against the City of Minneapolis and the four officers involved in the 46-year-old’s death on Memorial Day.Watch the attorneys press conference below:The federal lawsuit was filed in the U.S. District Court for the District of Minnesota. It names the city and former officers Derek Chauvin, Tou Thao, Thomas Lane, and J. Alexander Kueng as the defendants in the case.The lawsuit claims the city is responsible for a police culture of excessive force, racism and impunity.The complaint is seeking compensatory and special damages and costs as defined under federal law in an amount to be determined by a jury. The suit is also asking for the appointment of a receiver or similar authority to ensure that the City of Minneapolis properly trains and supervises its police officers.Floyd died in police custody the night of May 25 after former officer Chauvin pressed his knee against the handcuffed man’s neck for several minutes while he said, “I can’t breathe.” The incident was captured on video, which quickly spread online and led to worldwide protests with activists calling for justice and racial equality.“This complaint shows what we have said all along, that Mr. Floyd died because the weight of the entire Minneapolis Police Department was on his neck,” said attorney Ben Crump in a press release. “The City of Minneapolis has a history of policies, procedures and deliberate indifference that violates the rights of arrestees, particularly Black men, and highlights the need for officer training and discipline. This is an unprecedented case, and with this lawsuit we seek to set a precedent that makes it financially prohibitive for police to wrongfully kill marginalized people -- especially Black people -- in the future.”Chauvin has been charged with second-degree murder, third-degree murder and manslaughter. Three other officers at the scene —Thao, Lane, and Kueng — are charged with aiding and abetting both second-degree murder and manslaughter.“The Floyd family deserves justice for the inhumane way in which officers with the Minneapolis Police Department killed Mr. Floyd,” said attorney L. Chris Stewart. “Furthermore, the City has a responsibility to acknowledge the history and practices of excessive force and impunity with its police force, as well as shortfalls in officer training and discipline.”The complaint claims that the police department knows prone restraint can be deadly, and that its officers were supposed to receive appropriate training, but it had inconsistent policies and infrequent training to educate officers.The complaint states that MPD training to all officers designated and approved neck restraints as a “non-deadly force” option and encouraged officers to “compress veins, arteries nerves, and muscles of the neck” of arrestees. 2899

Months of debate have transitioned into action as school districts across the country welcome students back for the 2020-2021 school year, whether online or in-person.In Iowa, however, the debate over how to approach the topic has transitioned to the court system.In July, Gov. Kim Reynolds announced a new mandate at a press conference requiring school districts teach at least 50 percent of its curriculum in-person. She also said school districts would only be able to move to an online-only curriculum if the COVID-19 positivity rate in that region reached 15 percent or higher.It is one of the highest positivity rate thresholds in the country.The CDC has used the positivity rate, or percentage of COVID-19 tests that return a positive result, as a barometer of how the coronavirus is circulating across the country. Below 10 percent is indicative of the shrinking rate of transmission.When it came out with school guidelines, the CDC recommended schools only reopen to in-person learning if the positivity rate was 5 percent or below.For comparison, New York City has said kids can’t go back to school until the positivity rate is under 3 percent. Arizona has set its bar at 7 percent, and even the surgeon general has said schools nationwide shouldn’t consider returning to in-person learning unless the positivity rate is under 10 percent.“I look at my husband who has to go teach in high school and look at the risks that presents to him. I have to look at my kids who are missing out on in-person school,” said Lisa Williams, a school board member in Iowa City.Recently, the Iowa City Community School District joined in on a lawsuit filed against the state that claims the governor is violating the state constitution by not looking out for the well-being of Iowans.“It’s troubling,” said Williams. “I think kids need to be in school. (KGTV) - Some unexpected joy is arriving in the mail for residents of local senior care facilities, amid the ongoing restrictions on visitors.When the coronavirus pandemic forced visitor restrictions on nursing homes, Terri Martinson was conflicted. Her father is a resident at Parkview at Paradise Village in National City. She was happy the health of her father - Clyde Hasemeyer - was being protected, but she knows her dad."My dad is very social. He loves getting visitors, and telling jokes, playing games, singing and laughing. I was really concerned he wouldn't have any visitors," said Martinson.She and her family call often and write letters, but a few days ago, Clyde got a letter from someone he doesn't know. Clyde, a Koren War Marine Veteran, received a letter from 14-year-old Christian Hughes.10news caught up with Christian and his mother Mariana a few days ago as they began a letter-writing campaign for local senior care facilities. Their idea caught fire on social media. Hundreds of letters and cards have started to arrive at nursing homes, ending up in the hands and hearts of people like Clyde."My dad was so happy. He laughed and enjoyed it so much. He asked the caregiver to tape them up on his wall, so he could look at them all the time. Just makes him feel so nice not to be so isolated away from everyone," said Martinson.It's a feeling of not being alone during a time of staying apart.
