COLUMBUS, Ohio — Slavery is still technically legal in Ohio, under one condition. After an effort by the Ohio Legislative Black Caucus to strip the language of slavery from the constitution in 2016, one state lawmaker is renewing the effort this year.While the Ohio Constitution of 1851 banned slavery in the state, it left open one exception. The constitution states: "There shall be no slavery in this state; nor involuntary servitude, unless for the punishment of crime."State Senator Cecil Thomas, a Democrat representing Cincinnati, is renewing the effort to remove the final six words — unless for the punishment of crime — from the constitution."What legitimate reason would you have that exception for unless you planned to use it for Ohio's future history?" Thomas asked the Statehouse News Bureau. To remove the language from the state constitution, Thomas' resolution must be passed by three-fifths of the state's House and Senate. Then, a statewide proposal to remove the reference to slavery would be put on the ballot.While the state Senate is planning to meet monthly, the House isn't scheduled to return to session until September. Thomas said the change should happen sooner rather than later.Thomas' proposal renews a 2016 effort by then-OLBC President, State Rep. Alicia Reece, to remove the language from the state constitution."No slavery, no exceptions," Reece said in a news release from 2016. "Over 150 years after our nation abolished slavery, there can be no acceptable circumstance for slavery in our state, and our constitution must reflect that. In 2016, this General Assembly should give Ohioans the opportunity to take slavery out of our state's guiding document."Reece's resolution was first introduced on May 25, 2016."Any form of slavery, regardless of the circumstance, is immoral and abhorrent and should not be condoned by the state constitution," said State Rep. Emilia Sykes (D-Akron) four years ago. "The people of Ohio should have the chance to remove the antiquated, offensive slavery reference from our state's founding document.""This issue is about more than language — it's about our values and what we stand for as a state," House Democratic Leader Fred Strahorn (D-Dayton) said in 2016. "A constitution is not just an arrangement of governing laws, but a set of fundamental principles that guides its people. Slavery has no rightful place in our state's founding document."The current version of the Ohio Constitution was ratified by the Ohio Constitutional Convention of 1850-1851, replacing the state's first constitution, written in 1803. At the time, only white men who had resided in the state for at least a year could vote, according to Ohio History Central. An overwhelming majority of delegates voted against extending suffrage to women of any race and African-American men. Commercial real estate leader Steve Schwab is looking to sign tenants to leases at a new development in downtown Denver but he’s running into troubles linked to the pandemic.“COVID has a had a major effect, probably the most major effect in the sales business,” he said.Schwab, a managing principal at Cushman & Wakefield, says COVID-19 has had a major impact on commercial real estate in a short amount of time.“Between the first quarter and the second quarter, we saw office investments sales decrease by about 72%,” he said.Schwab says unemployment, more people working from home and social distancing are impacting commercial real estate sectors like shopping centers, hotels, retail and office spaces.He says that the road to recovery will be very challenging, something other industry experts agree with.“The restaurants, the gyms, the bowling alleys, those are going to struggle over the next 12-18 months until we get back to full physical occupancy,” said Spencer Levy, chairman at CBRE.Levy says high inventory combined with low interest rates could attract foreign investors to American commercial real estate, something he welcomes with open arms.“Foreign money isn’t just cash. It brings everything with it. It brings jobs, it brings foreign students, it brings people that buy retail,” he said.But will foreign investment bring more people back inside massive buildings?Levy compares what today's commercial real estate industry needs to rebound to that of 9/11.“We had a period of time where people were tragically afraid to be back in the cities, afraid to go back into tall buildings. But that passed after people had better security in those buildings,” he said. “We are going to see exactly the same thing today from a wellness prospective.”With many major retailers already moving out of brick and mortar buildings, and millions of square feet available across the country, Levy says the commercial real estate industry needs more government assistance on the road to recovery. 2005
Communities are still rebuilding after a Category 4 Hurricane Laura hit Louisiana in August.“I feel like I was coming to a third-world country when we came back," described Pam Abshire when she returned to southeast Louisiana home following the storm.As she assessed the damage to her home, Abshire began picking up shards of glass from the windows that were blown out by the hurricane.Abshire is an elementary school art teacher. She says she plans to use the glass for a project at school."They’ll have something to remember and they can hang on to," she said.The year 2020 has proven that Mother Nature knows how to challenge those who live in places like the Gulf Coast.In October, Hurricane Delta brought flooding, wind, and more pain to those who are still trying to clean up after Hurricane Laura less than two months ago.Dr. Tyson Green's home was destroyed by Laura and he doesn't know where his family of six will call home next. His family evacuated ahead of the storm, but he stayed behind to care for his patients. Now, he's raising thousands of dollars for frontline medical workers who lost everything in the storms.Other businesses, who were already struggling through the pandemic, are trying to stay afloat.As a man with a guitar plays upbeat music outside Jason Machulski's downtown Lake Charles market, business is giving him a positive outlook.Like many business owners this year, the pandemic has been a fight.“We provided toilet paper, essentials, meat, bread, cleaning supplies, but it hit us financially pretty bad," Machulski recalled.Hurricane Laura knocked his power out for a month. His lights are now back on, but for many others, they’ll stay dark.“A lot of businesses that are local staples are just gone," he said.The people of Lake Charles may wonder why Mother Nature chose them.“You just trust in God that he’s going to take care of things," said Abshire.For those still sifting through the rubble, rebuilding is less about why and more about what you can learn on the journey to recovery.“Picking up the pieces and going forward, and that’s what we’re going to do," Abshire said. 2124
