(KGTV) -- California could become the first state in the nation to use recycled plastic as part of its roads and freeways.The state Senate unanimously passed SB 1238, which directs Caltrans to study the use of plastics in asphalt for construction, or repair of a state highway or road."There's no other state in the nation that has more paved roads in California," said Sen. Ben Hueso, who wrote the bill. "So, imagine if California developed the use for a product that it's abundant in … This would be a game changer. This would be a great way to reuse plastic.”That's especially important now, as China has stopped buying recycled materials from the U.S. Prior to 2018, California sent 2/3 of its recyclable materials to China, which has since banned all plastic trash imports.Now, instead of going into the landfill, it could go into California’s roads."It would help create jobs in our state. It would help a local contractor that we have in our county, it would help improve the sturdiness of our roads and reduce the maintenance of our roads," said Hueso.Hueso said he got the idea from a group of students at Bonita Vista High School in Chula Vista. He met with their Progressive Club and Green Club, challenging them to find solutions.The students introduced Hueso to MacReber Southern California, a Vista company that takes plastic and prepares it to be used in asphalt."It makes too much sense not to do," said MacReber CEO Rebeca Sparks. "With this technology, we can truly offset our footprint, and not only offset it but be do more than that to be plastic positive."MacReber takes plastic out of the recycling and landfill chain, and then processes it. The company then sells the plastic to asphalt companies. They use the plastic mix instead of oil when making asphalt.MacReber said in addition to being more environmentally friendly, it also creates a stronger, sturdier road."It's going to look feel and move the same as a traditional asphalt," said MacReber President Chris Sparks. "But our product lends to a stronger, longer lasting asphalt road."Hueso said finding a use like this for all of the plastic waste produced in California is vital to the environment, especially now that China has stopped buying the state's plastic waste.The bill still has to get approval from the state Assembly, and then it would need the governor’s signature to become law.After that, Caltrans would be responsible for studying and implementing the idea. 2478

VISTA (CNS) - A man and woman were being sought Sunday after the man allegedly rammed and disabled a sheriff's deputy's patrol car while fleeing the scene of a theft at a 7-Eleven store.The theft happened at 2:10 p.m. and someone at the store began following the suspect who was driving a stolen car, according to Lt. William Amavisca of the sheriff's department.Deputies were notified of the theft and caught up to the suspect, who then rammed a deputy's vehicle on East Vista Way, Amavisca said. The deputy's vehicle was disabled. No injuries were reported.The suspect fled the scene and deputies later found the car abandoned and disabled, the lieutenant said. The driver and his female passenger apparently fled the scene on foot.A deputy recognized the man as having a felony arrest warrant, Amavisca said. 819

VISTA, Calif. (KGTV) - The driver responsible for a hit-and-run crash in Encinitas that left a mother with severe injuries was sentenced Monday to one year in jail.Justin Parker hit Ashley Lane on Encinitas Blvd. in September 2017. She suffered multiple broken bones, strokes, and partial paralysis.Parker turned himself in two weeks after the hit and run, as investigators were closing in on tips from the community. Investigators say Parker had been drinking prior to the incident.Investigators said Parker drove his truck to a repair shop in Riverside county to repair the damage. Lane made a victim impact statement in Vista court Monday, calling Parker 'selfish' and 'cowardly'."The only reason you turned yourself in was because of the tips from the community of Encinitas and the hard work from my father. WARNER SPRINGS, Calif. (KGTV) -- A famous balloonist died Tuesday from injuries sustained in a balloon accident near Warner Springs over the weekend.According to his website, Julian Nott died after "multiple injuries from an extraordinary and unforeseeable accident." According to the site, Nott was flying an experimental balloon he invented that was designed to test high altitude technology.Nott was known as the founder of the modern ballooning movement. He broke 79 world ballooning records and 96 British records, including exceeding 55,000 feet in a hot air balloon.The accident happened Sunday around 12:40 p.m. in a remote area near Warner Springs a mile off Chihuahua Valley Road.According to the San Diego County Sheriff’s Department, the balloon experienced a hard landing.A witness said the capsule detached from the balloon and rolled several hundred feet down the hillside.The two victims in the balloon at the time of the landing reportedly suffered back injuries. Both victims had to be airlifted out of the area.At this time, the condition of the other victim is unknown. 1097

WASHINGTON (AP) — Federal health officials warned parents Wednesday about the dangers of teething remedies that contain a popular numbing ingredient and asked manufacturers to stop selling their products intended for babies and toddlers.The Food and Drug Administration said that various gels and creams containing the drug benzocaine can cause rare but deadly side effects in children, especially those 2 years and younger.The agency has been warning about the products for a decade but said reports of illnesses and deaths have continued. Now, it wants teething products off the market, noting there is little evidence they actually work."We urge parents, caregivers and retailers who sell them to heed our warnings and not use over-the-counter products containing benzocaine for teething pain," said FDA Commissioner Scott Gottlieb, in a statement.One major manufacturer, Church and Dwight Co. Inc., said Wednesday it would discontinue its four Orajel teething brands, including Baby Orajel and Orajel Medicated Teething Swabs.The FDA said it will take legal action against other companies that don't voluntarily comply as soon as possible.Benzocaine is also used in popular over-the-counter products for toothaches and cold sores in adults, including Orajel and Anbesol and generic drugstore brands. Products for adults can remain on the market but the FDA wants companies to add new warnings. Church and Dwight will continue to sell its other Orajel products, the company said in a statement.Benzocaine can cause a rare blood condition linked to potentially deadly breathing problems. The pain-relieving ingredient can interfere with an oxygen-carrying protein in the blood. Symptoms include shortness of breath, headache and rapid heart rate.The American Academy of Pediatrics does not recommend teething creams because they usually wash out of the baby's mouth within minutes. Instead, the group recommends giving babies teething rings or simply massaging their gums to relieve pain.The FDA issued warnings about the teething products in 2006, 2011 and 2014, but it did not call for their removal from the market. Officials reviewed 119 cases of the blood disorder linked to benzocaine between 2009 and 2017, including four deaths, according to the FDA.Wednesday's action comes more than four years after the consumer advocacy group Public Citizen petitioned the FDA to stop sales of teething products.
