SAN DIEGO (KGTV) — The man accused of fatally stabbing a motorist seven times in the South Bay during a road rage dispute was convicted of second-degree murder Friday.Jurors found Rickey Vernon Smith, 60, guilty after only one day of deliberations in the Nov. 27, 2018, slaying of 36-year-old Horace Williams Jr.Smith is set to be sentenced on Dec. 11.RELATED: Local man brings families light in times of needThe road rage confrontation between Smith and Williams came to a head near Chula Vista Golf Course, after the two argued along several roadways last November. Williams reportedly threw a soda cup at Smith's vehicle before Smith struck Williams' minivan.Prosecutors say Smith then got out of his truck after cutting Williams off, walked over to his driver's side window, punched Williams in the face and walked away, until walking back and stabbing Williams several times with a knife.Witnesses said Williams got out of his van and collapsed in the roadway, bleeding heavily. During a 911 call after the stabbing, Smith told a dispatcher Williams had cut him off and threw a drink at his truck. He added that he followed Williams and later punched and stabbed him out of self-defense after Williams punched him.Smith claimed Williams had lunged at something near the center console of his van and Smith produced his knife "as a last resort," defense attorney Brian Watkins said in court.Prosecutors argued against those claims, citing physical evidence that Smith had forcefully stabbed Williams and was not harmed in the altercation.City News Service contributed to this report. 1801

SAN DIEGO (KGTV) - The local ACLU is now firing back at ICE officials after news broke Tuesday of a new measure in place of blocking certain calls from detainees’ being housed at the Otay Mesa Detention Center.“For the government to interfere with the people's ability to make those calls and advocates abilities to receive those calls is deeply troubling,” said ACLU senior staff attorney Mitra Ebadolahi. She’s now sent a letter to both ICE and ICE’s contractor, CoreCivic, demanding answers and writing in part, "…legally, these blockages may violate the constitution."On Tuesday, Alex Mensing with Pueblo Sin Fronteras said his number was blocked along with numbers to another immigrants rights' activist group, Otay Mesa Detention Resistance. Mensing told ABC 10 News, “Last time I checked, in the United States we're not supposed to censor people's ability to denounce abuses, to denounce medical negligence, to denounce physical assault by guards…by private prison guards or ICE officers against the people.”The Otay Mesa Detention Center has come under fire for allegations of poor health conditions and abuses inside as hundreds of people being housed there were testing positive for COVID-19.“Without more information, it does appear that his kind of blockage is either retaliatory or at least viewpoint discriminatory,” added Ebadolahi.The ACLU is demanding that ICE remove the blockage and offer a response by next Tuesday.CoreCivic referred ABC10 News to ICE which sent a statement Wednesday reiterating part of a statement from Tuesday which reported that it temporarily blocked detainee calls to a specific San Diego area phone number after calls resulted in disruptive behavior from detainees. SAN DIEGO (KGTV) -- The convention center expansion initiative will not make the November ballot even though San Diego Mayor Kevin Faulconer gave it his best shot.Faulconer's ballot measure proposal to fund the convention center expansion, get homeless people off the streets and fix roads needed five votes to pass.  It only got 4.The vote came after Faulconer asked council to convene a special meeting with just 24 hours' notice.  The mayor requested it after learning there weren't enough valid signatures collected to place the measure on the November ballot. 602

SAN DIEGO (KGTV) — The City of San Diego will consider making a significant change to the way voting is done, best known as "ranked choice voting."It would allow voters to list up to four candidates in order of preference, rather than just cast a traditional ballot for one candidate."It's a very interesting system that hopefully decreases some of the negative campaigning that we ordinarily see," Councilmember Mark Kersey, who supports ranked choice, told 10News Friday.In the proposed version of ranked choice that San Diego is considering, the top four candidates in each primary race would advance to the general election, rather than the top two. In November, voters would then rank the candidates by preference. If one candidate has more than 50 percent of the vote on first count, that candidate would win. If no candidate reaches 50 percent, the last place finisher would be thrown out. That person's votes would then be reallocated according to the voters' second choice. The field would continue winnowing until a candidate tops 50 percent.UC San Diego political science professor Thad Kousser says ranked choice allows voters to feel like they are not wasting their vote on a long shot, and helps avoid the idea of voting for the lesser of two evils. "It allows voters to take a sincere vote without throwing away the weight that their vote would have," Kousser said.Kousser also says ranked choice helps keep races from getting as negative. "It could give candidates incentive to play nice with each other, to be less negative in their advertising beceause they would love to be second place on every voter's dance card," he added.Kersey says the City Council will consider placing ranked choice on the November ballot, with the goal of making the change in 2022. If the council elects not to put ranked choice on the ballot, supporters say they will launch a signature drive to get the measure on the ballot that way.Other cities in California have already adopted ranked choice, including San Francisco, Oakland, and Palm Desert. The concept is also gaining steam elsewhere in the country, with Maine moving to ranked choice for statewide elections."There's a reason why people are looking at doing it this way," Kersey said. SAN DIEGO (KGTV) — Tens of thousands of unemployed San Diegans are about to see the biggest chunk of their income disappear. That's because the extra 0 in weekly unemployment payments from the Federal Government are expiring this month. The loss will reduce the maximum weekly unemployment paymeny to the 0 that comes from the state. City Heights resident Abby Heilbron is about to see her weekly checks go from ,050 to 0. Heilbron, whose husband is still working full time, said a dozen of her friends moved out of San Diego during the pandemic, unable to afford the region's high cost of living."And it is going to be a really scary time for a lot of people here, very quickly," Heilbron said. The extra 0 was part of the Federal stimulus package passed by Congress and the president in late March. The state Employment Development Department says the payments will end July 25. Whether to extend the benefits is now a political issue on Capitol Hill. The loss of the income comes when San Diego County restaurants are not allowed to serve indoors, meaning one of the area's biggest sectors is not hiring. "I've heard the argument that this gives people the incentive not to work, but the problem is that there are fewer alternatives for those people to go work at," said Alan Gin, an economist at the University of San Diego. The San Diego Association of Governments estimates 240,000 San Diegans are unemployed.The San Diego Workforce Partnership is offering free job placement services and coaching for those looking for new employment. 1564
