SAN DIEGO (KGTV) — San Diego County has seen possible early signs of a COVID-19 resurgence, after four community outbreaks were reported Friday.Dr. Wilma Wooten, the county's public health officer, said the county has recorded four community coronavirus outbreaks in the last seven days. One of the newly reported outbreaks included an unnamed restaurant. That outbreak remains under investigation, Wooten added."We had only about three community outbreaks in the month of May," Wooten said.Of the county's 56 active outbreaks, 13 are in the community setting, which have included office buildings, churches, parties, and "unauthorized weddings" in the past. One of San Diego County's 13 triggers which could cause the county to reverse loosened restrictions includes seven community outbreaks in a week. Wooten said Friday that the county is currently "green" on all triggers.County officials encouraged San Diegans to continue wearing facial coverings when around other non-household members, wash their hands regularly, and stay home if they are feeling sick. 1068

SAN DIEGO (KGTV) — San Diegans will decide whether to pass or defeat Measure E, which asks voters to decide on a 30-foot height limit on buildings in the Midway-Pacific Highway area.Measure E reads as follows:City of San Diego - Measure E: REMOVING 30-FOOT HEIGHT LIMIT IN MIDWAY-PACIFIC HIGHWAY COMMUNITY PLAN AREA. Shall People’s Ordinance O-10960 be amended to exclude the Midway-Pacific Highway Community Plan area, which includes the Sports Arena, from the 30-foot height limit on buildings in the Coastal Zone, with any future development still required to comply with other governing laws?(Full text)Voters will be able to vote “yes” or “no” on the measure. A simple majority vote is required for the approval of Measure E.Those in favor of the measure say passing it would, "revitalize the dilapidated Midway area, help struggling San Diegans get back to work, and create a vibrant neighborhood San Diego families can finally enjoy: a modern Sports Arena. Public parks. Affordable housing. Good paying jobs. Millions in funding for San Diego schools and overdue infrastructure repairs – without raising taxes."Those against the measure argue that, "if approved, would see an entire community within the coastal zone declared exempt from the 30-foot coastal zone height–limit law. The Midway-Pacific Highway Community Plan area includes Marine Corps Recruit Depot (MCRD), Midway, Sports Arena, and NAVWAR. This area is rich in public land that would be ripe for private acquisition and exploitation to reward City Hall’s developer friends." 1555

SAN DIEGO (KGTV) — San Diegans could be in store to begin receiving checks from the federal government in April, according to a proposal released Wednesday. The proposal, from Treasury Secretary Steve Mnuchin, is part of a plan to stimulate the economy as the coronavirus outbreak continues to lead the nation toward a recession. The checks, which could be upwards of ,000 or more, could come in April and May. The money could help San Diego workers who are seeing their hours reduced or jobs eliminated get by while efforts continue to flatten the curve. RELATED:California COVID-19 Tracker: San Diego coronavirus updatesSan Diego County leaders set up community response fund amid coronavirusMore than 350,000 workers in the county are in the leisure, hospitality and retail fields, which have been hit hard as consumers stay home, businesses close and conferences are canceled. "It's not going to solve the problem, but the whole strategy here is to get over the hump and hope that like China and like South Korea and some of the other Asian countries, this virus will hang around for only two to three months," said Lynn Reaser, chief economist at Point Loma Nazarene University. The federal government last issued stimulus checks during the Great Recession of 2008, after the housing market crashed. The Bush Administration sent checks of up to 0 to individuals and up to ,200 to married couples at a time when businesses were open, unlike during this era where there are very few places to spend the money. Gin said a good use of stimulus money would be for expanded unemployment benefits and for people who are most in need amid lost wages. The proposal also includes billion for the airline industry, and 0 billion in loans to allow small businesses to keep operating during this time. 2194
