OCEANSIDE, Calif. (KGTV) –Authorities are asking for the public’s help in identifying and locating a man suspected in a string of incidents in Oceanside, including indecent exposure, peeping, and sexual assault.“He comes up and knocks on people’s doors, usually between the hours of 8 in the evening and 11, and exposes himself,” said Tom Bussey, public information officer for the Oceanside Police Department.“He has quite a few tattoos on the upper left arm and across his chest. We’re trying to get this information out to see if anybody might recognize him.”Oceanside police said officers have responded to seven peeping and indecent exposure calls at or near the River Oaks Apartments on 3880 San Ramon Dr. since June.In an incident on Sept. 5, police said a man “grabbed a female and sexually assaulted her.”The series of incidents:June 18 or 25 in the 3700 block of San Ramon DriveJune 27 in the 3800 block of San Ramon DriveAug. 8 in the 200 block of Rancho Del Oro DriveAug. 19 in the 3800 block of San Ramon DriveAug. 26 in the 3800 block of San Ramon DriveSept. 5 in the 3700 block of San Ramon DriveSept. 5 in the 300 block of Rancho Del Oro DriveThe man suspected in the series is described as white, in his 20s or 30s, and 5 feet 10 to 6 feet tall. He has military cut black hair and a slim, muscular build.In one instance, a surveillance camera briefly captured the suspect walking nude outside of a residence.According to police, the man is usually naked and has a medium-sized tattoo on his left arm and possibly on his chest.Anyone with information on this series of incidents and/or the man suspected in the crimes is asked to contact Oceanside police Det. Officials capture sex offender Stephen Merle Houk in Barstow rail car 4:30 p.m. He is expected to be booked in LA Sheriff's Department Lancaster substation.The Los Angeles County Sheriff's Department Major Crimes Bureau detectives say they are still searching for wanted parolee Stephen Merle Houk.He is a registered sex offender in Oregon. In 2002, he was convicted of sodomy after sexually touching a child younger than 12 years old between 1999 and 2002. He served eight years then was released in 2010. In 2016, Oregon officials say he violated his parole, not updated them on his change of address. They said they issued a warrant for his parole violation and haven't seen him since.Houk allegedly led police on a four-hour police chase in an RV from Los Angeles into Bakersfield, California. 820

(KGTV) - The Oceanside Police Department asked for the public’s help Friday to find a missing man.Richard Teller, 80, was last seen at his home Thursday night at 10 pm.Police said Teller suffers from health conditions that require medication, which he does not have with him.Teller is believed to be driving a black 2006 Cadillac CTS with a California license plate of 5YDG829.Police said Teller is white, 5’9”, 190 pounds, with short gray hair and hazel eyes.Anyone who sees him is asked to call Oceanside Police at 760-435-4900. 556

OCEANSIDE, Calif. (KGTV) — Since 1975, the Oceanside Senior Citizens Association has been serving hot meals to North County seniors in need. Due to financial hardships, that will end after Dec. 28."Our program has skyrocketed, we have a lot of seniors that are below poverty level, they have no family, they have no finances," Executive Director Sylvia Spears said. "Our meal is sometimes the only meal they get for the day and we ask for a donation only, we never turn anybody down if they can’t make a donation."Spears says the program is funded by senior donations, the county, and grants. However, she says senior donations have dropped 75 percent and they now have more clients than ever. Spears says the nonprofit asked the City of Oceanside for help, requesting an additional ,000 a month. The city could only offer half of that."I had to realize that we just couldn’t go on anymore and that’s hard because I know what these meals mean to these seniors," said Spears. Despite the nonprofit shutting down, the city says it’s committed to ensuring there’s no gap in services."Those who’ve been participating in the nutrition program will continue to have access to that here at the Senior Center as well as within their homes if they choose to do so," said Mark Olson, Parks and Recreation Division manager for Oceanside.Olson says they are working closely with the county to bring in another meal provider. 1423
