BEIJING, Aug. 24 (Xinhua) -- China will prioritize the development of six types of new materials in its new material industry over the next five years, the China Securities Journal said on Wednesday.The report cited an insider, who noted that the country's 12th Five-Year Plan (2011-2015) for the new material industry will come out in September, in which the government will launch key projects to support the development of the six materials.The six materials will be high-strength light alloy, advanced iron and steel, carbon fiber composite, new power battery material, function coated material, and rare earth function material, according to the report.The plan states each of the six sub industries will form a sizable industrial scale, with the industry's total output value to hit trillions of yuan by the end of 2015, and the self-supply rate to reach 70 percent during the period, the report said.Meanwhile, the government will also foster the development of materials in sectors such as green building material and the biomedical industry over the next five years, it added.

BEIJING, Aug. 13 (Xinhua) -- Chinese rating agency Dagong Global Credit Rating Co. on Saturday defended its AAA rating given to the Ministry of Railways, which has been under public fire over a train collision last month.The ministry received the long-term credit rating after launching on Monday its first bond sales since the crash on July 23 that killed 40 people near the Wenzhou city of eastern Zhejiang province.It sold 20 billion yuan worth of three-month bills on offer in the interbank market, with a yield of 5.55 percent, a relatively high rate for short-term government paper.The rating was assigned because of the ministry's status as a government agency backed by the central government revenue, its sufficient capital flows and strong financing ability, Dagong said in an email to Xinhua.The agency made the elaboration in response to market doubts as the ministry is already heavily indebted and the accident has stirred up skepticism about the its credibility and the safety of fast-expanding railways.Adding to doubts is that the AAA rating of the ministry is even a notch above China's local currency debt rating of AA+, which was also rated by Dagong.Government data showed the ministry's debts exceeded 2 trillion yuan (313 billion U.S. dollars) as of the end of June, raising its debt ratio to 58.53 percent, slightly up from the end of the first quarter of this year.Dagong said in the statement that the debt-to-asset ratio is medium level, lower than the alert line for the ministry which is 75 percent.The ministry has large-scale assets of good quality and relatively large room for fund-raising, Dagong said.The ministry has "extremely strong" repayment ability as it is backed by the state's credit, Dagong said, referring it as one of the three authorities that are allowed to issue bonds, along with the Ministry of Finance and the People's Bank of China.In July, the ministry issued 20 billion yuan of one-year commercial papers with a coupon rate of 5.18 percent, but only 18.73 billion yuan of the total was bought.Analysts said it has become more difficult for the ministry to borrow money because of tightened market liquidity and concerns over the ministry's debt burden.China's top four banks said at the end of last month that they will continue to offer loans to the ministry based on market conditions and risk appraisal. ISLAMABAD, Sept.4 (Xinhua) -- Pakistan's eastern Punjab province is in the grip of a dengue epidemic with dozens of cases being reported daily at various hospitals across the province, said officials and hospital sources.A report issued by the provincial health department on Friday said that as many as 145 cases of dengue fever in Lahore, the provincial capital, and several other cities have been reported in Punjab over the past three days.The total dengue fever cases in the Punjab are 1,419 since the beginning of this year, out of which 1,358 Dengue patients had recovered and been discharged from hospitals, according to local media.Dengue, an acute febrile disease spread by the bite of the aedes aegypti has been endemic in Pakistan for the last few years. It spreads most often after the rainy season in July and August when pools of standing water serve as ideal mosquito breeding spots.Gravity of the dengue disease was felt at the central level and Prime Minister Yusuf Raza Gilani extended full support to the Punjab government in coping with the growing number of cases of dengue fever.The Prime Minister, who was in Lahore on Friday, directed his Principal Secretary to contact the Punjab government and assist them in taking necessary preventive measures against the Dengue fever. He also asked him to extend offer on behalf of the federal government for provision of any technical expertise to the Punjab government.Acting on reports that the virus was spreading rapidly and that measures to control it had been unsuccessful, Punjab Chief Minister Shahbaz Sharif has presided over series of meetings and ordered the immediate suspension of the Lahore district health officer for failing to control the epidemic.A task force comprising a government minister, health officials and doctors has been set up to review the situation and suggest measures to curb the virus.On the orders of the chief minister, giant advertisements on measures that can be taken to prevent dengue have appeared in the media.People have been advised not to allow water to stand in containers, to use mosquito repellents, spray homes and be particularly vigilant at dawn and twilight when the dengue- carrying mosquitoes bite.This increase in public vigilance and awareness may yet halt the spread of a disease that over the past few weeks has struck across the province, said specialists.Meanwhile, the Health Department spokesman also stressed awareness among the people for prevention, control and treatment of dengue virus. According to him, the symptoms of dengue fever include high fever, severe body pain, itching and red spots, bleeding from nose and teeth and severe pain in the eyes. BEIJING, Sep. 13 (Xinhuanet) --Experts have called for a national drug-control system after a nationwide deficit of a life-saving drug, which has lasted at least three months.Doctors at a Beijing hospital said some specialized hospitals, which perform hundreds of cardiac operations every month, have been paralyzed by their lack of protamine sulfate, which is commonly administered after heart surgery to reverse the anticoagulant effects of heparin.The earliest report of a shortage was in Hubei province on July 21. This was followed by reports of shortages in Guangdong, Shandong and Liaoning provinces.The Shandong newspaper, Qilu Evening News, quoted a regional sales manager, surnamed Zhuang, as saying the province had been allocated 150 doses of protamine sulfate after Shanghai No 1 Biochemical and Pharmaceutical Co Ltd recently resumed production of the drug."But its monthly use here is usually 10,000 doses," he said.The Ministry of Health has denied it is responsible for supplies of the drug and passed the buck to the State Food and Drug Administration, claiming the latter is responsible for the supervision of medicines.Shen Chen, head of the publicity office of the State Food and Drug Administration, said he was unaware of the shortage, but said the administration is responsible for the quality of medicines, not the supply."Development and reform authorities oversee the medicines' prices, while the industrial and commercial authorities oversee the storage. The food and drug departments only cover the approval and quality of medicines."Industry insiders said one of the reasons for the shortage was the low profit margin, which discourages companies from mass producing the drug."Some companies can't earn enough to recover their costs, therefore it is almost impossible to maintain their enthusiasm for continuing production," said Lu Guoping, secretary-general of the Shanghai Pharmaceutical Trade Association.Lu said the government should issue policies to prevent future shortages of such medicines to avoid possible nationwide public health incidents.Yi Shenghua, a lawyer at Beijing Yingke Law Firm, said the country should have a unified system to guarantee the normal supply of medicines that are widely used and drug manufacturers should fulfill their responsibilities to society, even though there is no law stipulating they should produce specific medicines.He came up with two ways to deal with the problem of companies only producing profitable drugs."The government can order businesses to manufacture a certain amount of cheap medicines. WASHINGTON, Aug. 12 (Xinhua) -- NASA announced Friday the creation of a new directorate that will focus on both the International Space Station operations and human exploration beyond low earth orbit.The Human Exploration and Operations Mission Directorate combines the Space Operations and Exploration Systems mission directorates. While the transition and personnel assignments will take several weeks to finalize, the directorate already is supporting space station operations. It also will manage commercial crew and cargo developmental programs; construction of the Orion Multipurpose Crew Vehicle, a spacecraft designed to travel beyond low Earth orbit; development of a new heavy lift rocket, known as the Space Launch System; and other programs within the directorates."America is opening a bold new chapter in human space exploration," NASA Administrator Charles Bolden said in a statement. "By combining the resources of Space Operations and Exploration Systems, and creating the Human Exploration and Operations Mission Directorate, we are recommitting ourselves to American leadership in space for years to come."Associate Administrator Bill Gerstenmaier will head the new organization. He previously served as the associate administrator for Space Operations.
