BEIJING, Feb. 26 (Xinhua) -- The Standing Committee of the National People's Congress (NPC), China's top legislature, concluded its three-day session Friday, after approving the National Defense Mobilization Law and an amendment to the Copyright Law.President Hu Jintao signed decrees to publish the new Law and the amendment to the Copyright Law, which will take effect on July 1 and April 1 respectively.The concluding meeting was presided over by Wu Bangguo, chairman of the NPC Standing Committee.The National Defense Mobilization Law "is significant for enhancing the country's national defense building, strengthening mobilization ability for national defense, as well as for safeguarding national security and ensuring economic and social development," Wu said.The top legislator warned of the "pressing task" of ensuring food safety, and called for improving the country's food safety supervision network.Final preparations were made during the bimonthly session for the upcoming 11th NPC annual session.The session was a very important meeting for expressing ideas about how the country could further develop, Wu said.He urged all the NPC Standing Committee members to listen to the opinions of NPC deputies who would attend the annual session, and fully respect their democratic rights.The Standing Committee approved the draft agenda of the upcoming annual session and a work report by the 11th NPC Standing Committee which is to be delivered by Wu at the session.The top legislature Friday appointed Wu Shuangzhan, Peng Xiaofeng, Liu Yongzhi, Liu Zhenwu, Ge Zhenfeng, and Fu Tinggui as vice chairpersons of six special committees under the NPC respectively.The Credentials Committee of the NPC Standing Committee examined the qualification of deputies to the 11th NPC. The total number now stands at 2,981, Wu said.The standing committee confirmed Friday the qualification of five senior officials including Sun Zhengcai, Wang Rulin, Sun Chunlan, Padma Choling, and Luo Huining as newly-elected deputies to the 11th NPC.They were elected in Jilin and Fujian provinces, Tibet Autonomous Region, and Qinghai Province.Members of the NPC Standing Committee also agreed to expel Chen Shi, former county head in Wuchuan county in southwest China's Guizhou Province, from the national legislature for his suspected violations of law and discipline.The top legislature also ratified a bilateral consular agreement with the Philippines.Wu Bangguo also presided over a special lecture Friday afternoon to help members of the NPC Standing Committee better understand the importance of technology innovation in supporting the country's sustainable development.

BEIJING, Feb. 26 (Xinhua) -- China's macroeconomic management would be put to the test both by the domestic and international markets in 2010, said Chairman of National Development and Reform Commission (NDRC) Zhang Ping Friday.The country's fiscal and monetary policies would be tested given the uncertainties of 2010, Zhang said."As to monetary policies, if the bank continues to provide easy loans,inflation may occur. But if the government tightens monetary policies too soon, the economy may relapse into recession." said Li Daokui, director of the Center for China in the World Economy, Tsinghua University.Last year, Chinese banks lent an unprecedented 9.6 trillion yuan (1.4 trillion U.S. dollars), nearly twice as much as 2008, and nearly half of 2009's gross domestic product (GDP).This year, for fear of asset bubbles and bad loans, the banking regulators have begun to put the brakes on bank lending. The People's Bank of China (PBOC), China's central bank, raised the reserve ratio by 0.5 of a percentage point earlier this month, hoping to reduce lending.According to the PBOC, new loans in January totalled 1.39 trillion yuan, down 230 billion yuan year-on-year, and China Banking Regulatory Commission Chairman Liu Mingkang said the Chinese government planned to restrict credit supply to 7.5 trillion yuan (about 1.1 trillion U.S.dollars) in 2010.Too much public investment caused weak private investment and overcapacity in some industries like steel, said Zhang Xiaoqiang, vice chairman of the NDRC."There's uncertainties about economic growth restructuring and fiscal stimulus plans," said Tang Min, vice secretary-general of China Development Research Foundation.The central government allocated about 924.3 billion yuan for public spending last year, 503.8 billion yuan more than the 2008 budget, said Finance Minister Xie Xuren.To face the challenges, fiscal policies would focus on consumption stimulus and development of new economic sectors like new energy industries, said Xie at the Central Economic Work Conference held last month.

BEIJING, March 19 (Xinhua) -- China must strengthen trade ties with Russia, Belarus, Finland and Sweden, said Vice Commerce Minister Gao Hucheng Friday, a day ahead of Vice President Xi Jinping's 11-day official visit to the four European countries.Gao told Xinhua that China had been Russia's biggest trading partner since February last year. Sino-Russian trade reached its peak in 2008, with trade volume hitting a record 58.8 billion U.S. dollars.However, the volume was dragged down by the global economic downturn last year, falling 31.8 percent year on year to 38.8 billion U.S. dollars.Sino-Russian trade volume grew 67.9 percent year on year in the first two months of 2010, which was close to the pre-crisis level, Gao said."More attention must be paid to the restructuring of trade cooperation between the two countries," said Gao.China should import more electro-mechanical and technological products from Russia and the two sides should cooperate more in resources development and cross investment.China was Belarus's biggest trading partner in Asia. Bilateral trade had grown 12-fold since 1992, when the two nations established diplomatic relations. Trade volume was 810 million U.S. dollars in 2009.Gao said the Chinese and Belarus governments should encourage companies to enhance cooperation in areas like energy, telecommunications and infrastructure, and support local banks to provide better financial services for each other's companies.He said Finland and Sweden were famous for their innovation-oriented economies, which happened to complement China's economic pattern.As China's eighth and ninth biggest EU trading partners, Sweden and Finland were also major vendors of technology to China, he said.China signed technology contracts worth 420 million U.S. dollars with Sweden and 370 million U.S. dollars with Finland last year.Gao said he hoped the two countries would help China gain EU recognition of its full market-economy status at an early date.

  

SEOUL, Jan. 25 (Xinhua) -- A trilateral meeting among three Northeast Asian countries is slated for Tuesday in Seoul as the three countries seek to launch a joint research on a free trade pact, Seoul's trade ministry said Monday.According to the Ministry of Foreign Affairs and Trade, the three Northeastern countries are set to discuss on terms of reference on the joint research, as well as the schedule for holding next rounds of dialogue, the ministry said.China, South Korea, and Japan decided at their summit talks on Oct. 10, 2009 to terminate private studies on the issue and to push for a joint research at an administrative level.In addition, the ministry said, the three nations as a follow- up measure agreed to launch the research in the first half of 2010 and to hold a preliminary meeting in Seoul.The private studies on the trilateral free trade pact started in 2003 when the first research was conducted on the macroeconomic impact of the deal, according to the ministry.

  

ISTANBUL, Jan. 26 (Xinhua) -- Chinese Foreign Minister Yang Jiechi, who attends a regional summit on Afghanistan here as the special representative of Chinese President Hu Jintao, pledged that China, as a neighbor that shares friendship dated back to antiquity, will continue to support Afghanistan's reconstruction."China has actively supported, promoted and participated in Afghanistan's post-war peace and reconstruction effort. Look ahead, China will continue to give support to Afghanistan within its capacity," Yang said in his remarks at the Istanbul Summit on Friendship and Cooperation in the Heart of Asia.Yang noted that since 2002, China has cancelled all mature debts owed by the Afghan government and provided a total of more than 900 million yuan (about 132 million U.S. dollars) grant assistance.He said China has launched a large number of assistance programs in Afghanistan to help improve people's lives, including a series of big projects such as the Jomhuri Hospital (Republican Hospital) and the Parwan irrigation project, which have made a positive impact in the country's reconstruction process.China has also trained more than 500 Afghan government officials in a broad range of areas, including diplomacy, economy and trade, medical and health care, finance, tourism, agriculture and counternarcotics, according to Yang.China announced last year it will turn all its previously committed 75-million-U.S. dollar concessional loans into grant assistance, to be provided to Afghanistan over a five-year period.Yang said the first tranche of funds was already delivered in 2009, and the remaining 60 million U.S. dollars will be made available in the coming four years."In addition, we will keep on assisting Afghanistan in such areas as vocational training and human resources development," Yang added.Hosted by Turkey, the Istanbul summit was also attended by Afghan President Hamid Karzai, Pakistani President Asif Ali Zardari, Turkish President Abdullah Gul, Iranian First Vice President Mohammad-Reza Rahimi and Tajikistan Foreign Minister Hamrohon Zarifi.Yang said China highly appreciates Turkey's efforts in addressing the issue of Afghanistan and supports the tripartite cooperation among Turkey, Afghanistan and Pakistan.He praised the progress Afghanistan has made in its reconstruction."Over the past eight years, we have seen how the Afghan people have risen to challenge and worked unyieldingly to rebuild their country. Afghanistan has gradually recovered from the traumas of war and scored commendable achievements in institution building, economic development and external relations," Yang said.He hailed that the successful presidential election held by the Afghan people in 2009 was of special significance, as it marked an important step forward towards the goal of "Afghanistan run by the Afghans."However, Yang pointed out that Afghanistan still faces many daunting challenges, as the security situation remains volatile, the process of economic reconstruction is slow and people's livelihood needs urgent improvement."Afghanistan is at a critical juncture," said Yang, calling on countries in the region and the international community to step up efforts to support Afghanistan. He made a four-point proposal in this regard.He said the countries in the region, having special associations with Afghanistan due to geographical, religious, ethnic and linguistic reasons, should bring into full play our advantages and get actively involved in Afghanistan's reconstruction process.The countries should accord top priority to Afghanistan's capacity building and human resources development and, under the principles of mutual respect, equality and mutual benefit, engage in result-oriented cooperation with Afghanistan in such key areas as transport and trade facilitation, energy, communications, drug control and education, he said.He advised to increase communication to ensure that relevant mechanisms and initiatives are viable, practical and efficient and can play a positive role in bringing about an early solution to the Afghan issue.Yang also stressed the need to always remember to fully respect the independence of Afghanistan and the imperativeness to respect the leading role of the United Nations in coordinating international efforts."We sincerely hope that with the hard work of the Afghan government and people and the strong support of the international community, a peaceful, stable and independent Afghanistan that enjoys development and good-neighborliness will emerge in the world," Yang said.Tuesday's summit issued a statement in which Afghanistan's neighboring countries said they back the war-torn country's plan to reconcile with moderate Taliban forces as Karzai is seeking international support for the program."(We) support, therefore, the Afghan national process of reconciliation and reintegration in accordance with the Constitution of Afghanistan in a way that is Afghan-led and - driven," said the statement.
