SAN DIEGO (KGTV) -- A San Diego county father is speaking out about his family's close call caught on video during an off-road race down in Baja, but the driver behind the wheel says it's not what it looks like. Earlier in April, Matt Scarpuzzi of Alpine and hundreds of other drivers were participating in the "San Felipe 250" when he says another driver deliberately drove through a group of spectators, including his wife and two young children. In this type of racing drivers can deviate from the set course as long as they make it to the checkpoints, so technically it wasn't against the rules."I couldn't believe that was the best decision, in my opinion, it jeopardizes the fan safety and it jeopardizes a sport that I love," said Scarpuzzi.The man behind the wheel, B-J Baldwin, spoke to 10News and said it looks worse than it actually was.  "I had 100 percent visibility, I knew where everybody was at, knew everybody was safe. Again I was only going about 2 miles an hour when I drove through these tents," Baldwin said. He posted the video on his Facebook page and offered to replace anything he damaged. "I assured everybody that no one was in danger and I was very very careful when trying to re-enter the course and access the course," said Baldwin.  1317

SAN DIEGO (KGTV) -- A preliminary hearing started Wednesday morning for the San Diego County deputy accused of sexual misconduct.Richard Fischer was in court Wednesday after seven women have accused him of sexual misconduct since November of 2016.Earlier in May, a settlement was reached in two cases against Fischer. SAN DIEGO (KGTV) — A local sailor who tested positive for coronavirus is sharing details of his ordeal online."I'm coming to you from my patio, not out in public," said Nichoas Moore.Moore posted a video on his Facebook page Sunday afternoon. "I got my results back just a little big ago. This is the best way to let people know who have been around me that I do have it. SAN DIEGO (KGTV) - A rash of mail tampering incidents has led to missing money and an unusual M.O.On Winnebago Avenue in late June, Kelly Craig was standing in front of her home talking to a neighbor."Around 10:30 a.m., the mail carrier dropped off the mail in front of me," said Craig.A few minutes later, Craig got her mail and noticed something. One of her envelopes was sliced open on the side. "Looks like a razor blade slit the side," said Craig.Inside, she found a birthday card from her mother, mailed from Montana. The usual money was not there. A call to mom revealed 0 in cash should have been inside."Felt panicked and really sad the money was missing, and my mom was really upset," said Craig.Craig wasn't alone. That same day, less than two miles away, her daughter-in-law went to get her mail."She got a wedding card from my sister, and it had cash in it as well," said Craig.The 0 that was inside was gone. That envelope was also sliced open on the left side, but there was one difference. The side and back of the enveloped were resealed with tape."Clearly trying to cover up their stealing of the money," said Craig.When Craig and her daughter-in-law reported it to postal authorities, they say they were told of similar recent incidents, including one if the College Area. On the Nextdoor app , several neighbors also reporting similar incidents. Postal supervisors told Craig her card went through multiple locations, before ending up at the Clairemont post office for delivery."Somewhere along the line, someone took that money out," said Craig.The USPS has warned against sending cash in the mail. 10news did reach out to the Postal Inspection Service and are waiting to hear back. 1717

  

SAN DIEGO (KGTV) - A new report reveals water usage continues to climb quickly since state water restrictions were lifted in 2016. Romy Meraz finds joy in watering her yard at her home in Bonita."I know the plants are happy and I'm happy for them," said Meraz.It was a different story amid the state-mandated restrictions, when she cut her watering to once a week. Years later, she'll be watering four or five times a week this summer."I want my garden to be beautiful and green," said Meraz.Meraz isn't alone. According to a report from the research group Equinox Project, The Nonprofit Institute at University of San Diego, the average daily water consumption increased from 84 gallons per person to 91 gallons per person.That's an increase of 8.3 percent. It's still shy of the 119 gallons per day in 2007, but the usage has been steadily going up since restrictions were lifted."Even with the rains, with climate change ... we know another drought will come along so we need to be prepared. We've done it in the past. It's not a matter of whether we can do it. We can," said Nilmini Silva-Send, a researcher with the Equinox Project.When it comes to the biggest daily water users, the Santa Fe Irrigation District is tops at 363 gallons per person, followed by the Rainbow Municipal Water District and Valley Center Municipal Water District.
