SAN DIEGO (KGTV) — A driver heading the wrong-way on Interstate 805 died following a fiery crash with another vehicle Saturday.A Mitsubishi Lancer traveling the wrong-way on southbound I-805 near the I-8 connector collided with a Toyota SUV just before 3 a.m., according to California Highway Patrol. The collision sparked a fire, engulfing both vehicles, CHP said.Both drivers were transported to a nearby hospital with life-threatening injuries, according to California Highway Patrol. The wrong-way driver later died. Another vehicle received minor damages in the wreck. That driver received minor injuries.CHP was still investigating where the wrong-way driver entered the freeway. SAN DIEGO (KGTV) -- Families worried about paying back rent due to the pandemic are getting more time.Tuesday, the San Diego City Council voted 5-4 to extendthe rent repayment period for commercial and residential renters to December 30, giving renters who have lost income due to the COVID-19 pandemic a few extra months to repay back rent.Council President Georgette Gomez's initial motion Tuesday would haveextended the repayment period for the eviction moratorium to March 31, 2021.Councilwoman Jennifer Campbell amended the motion to the December date as a compromise.On March 25, the council voted unanimously to begin an emergencyeviction moratorium for renters. The moratorium requires renters to demonstrate through documentation that the pandemic has caused "substantial loss of income," according to city staff.Renters are also required to follow the rules in leases, but landlords cannot evict a tenant for nonpayment due to COVID-19.During the meeting, the council heard from landlords and realtors who say renters are taking advantage of the situation."The blanket moratorium has given criminals a free pass at the full expense of landlords, this is not a one size fits all," said property manager Claudia Cooper.Other callers said it would be a disaster to evict families just as children are starting school from home."Folks will be evicted and this pandemic won't be over anytime soon as the presentation mentioned, a lot of children are going to be learning from home and to be evicted right as school starts is just going to exacerbate the effect this pandemic has had on our kids," said one caller.Many callers said evictions must be prevented to avoid adding to the homeless problem."Many people have been out of work and eviction could mean death," said another caller.The moratorium on evictions expires September 30. "The economy is not fully restored. Disbursements from that pool of relief money are scheduled to be handed out in late August or early September. Those funds will go directly to landlords, however, and not renters.Council President Pro Tem Barbara Bry voted no on the motion Tuesday,not because she didn't agree that people needed help paying rent, but because the arbitrary nature of the rental relief program could leave the city open for lawsuits, she said. She added that not enough renters know the impact of not paying rent."It's a cruel hoax," she said. Bry said that by not paying rent ontime, tenants could be destroying their credit and leaving themselves withmountains of debt and no place to turn once the moratorium ends.In a public comment period, several dozen San Diegans called in, manyurging the council to extend the moratorium -- which was not the motion in front of council -- and many to forgive rent and mortgages outright.About an equal number of landlords called in to urge the council to allow for evictions again, as many said they were paying two mortgages and not receiving income.Councilmembers Chris Cate and Scott Sherman were opposed to theextension on legal grounds, as the gap between when the moratorium was passed to the date proposed in Tuesday's initial motion would have been more than a year. SAN DIEGO (KGTV) - A candidate for the County Board of Supervisors says he may open his own doors to the homeless.Attorney and North Park resident Omar Passons is now leaning towards renovating his detached garage and housing homeless.Passons first began mulling it over after reading a recent local opinion piece touting the idea of a so-called "foster care system" for the homeless, matching transients with willing homeowners.Passons says the foster homes would likely house those needing transitional housing - perhaps several weeks - with applicants screened by a city or county agency.He plans more research on the topic, but says the idea could fit as one part of a comprehensive plan to combat homelessness."Because of the housing shortage, this becomes - at least in a portion of the circumstances - a lower-cost alternative to standing up an 80-unit building.  I do think there is space for creative solutions, and I hope this starts to open people's minds to what is possible," said Passons.Passons posted his idea on the Nextdoor app, which drew a sharply divided reaction.  Among those voicing concerns is his neighbor Anastasia Colfer, who has frequently found transients sleeping in her yard."If the transients aren't screened properly, then we have got major problems," said Colfer.  1322

It was the first year in the zoo's 100-year history in which attendance surpassed 4 million, according to zoo officials, who believe the appeal of new exhibits such as Walkabout Australia and Conrad Prebys Africa Rocks contributed significantly to the record-setting year."We are delighted to have been able to host more than four million people at the zoo, and I know that a lot of this is due to the wonderful new guest areas and the commitment to guest service shown by our employees every day," said San Diego Zoo Director Dwight Scott. SAN DIEGO (KGTV) – A car crashed through a parking garage wall and dangled from a building Friday night.Emergency crews responded to the Harbor Club parking structure before 7 p.m.Firefighters say the driver of the White Lexus was a woman in her sixties. They say her foot got stuck under the brake pedal and she was unable to stop.Shortly after the accident authorities were able to pull the car back into the building. The driver was not hurt.A structural engineer was called to the scene and is assessing the damage to the building. 558
