Governor Doug Ducey has announced a plan to give Arizona teachers a 20 percent pay increase by 2020.The developments come after more than a month of protests at the state Capitol and at schools across Arizona that were sparked by earlier teacher discontent in West Virginia and Oklahoma.Ducey’s plan would give teachers a 9 percent increase this year, with another 11 percent to come by 2020.Ducey said in his Thursday press conference the increase would bring the average teacher salary up to ,130 by 2020.Arizona teachers are among the lowest paid in the nation. HOOD RIVER, Ore. -- A teenager who started the massive Eagle Creek Fire in Oregon has been ordered to pay more than in restitution, according to KOMO.The judge made the decision Monday. The teen’s attorney argued that the massive restitution would violate Oregon and U.S. constitutions because it would inflict “cruel and unusual punishment.”The Eagle Creek Fire started in September of 2017 and destroyed more than 48,000 acres of forest land in the Columbia River Gorge.The teen was 15 at the time of the fire. According to authorities, the teen was tossing fireworks into brush while hiking on the Eagle Creek Trail. One of the fireworks ignited the fire. 670

GREELEY, Colorado — Authorities released Monday the autopsy reports of Shanann Watts, 34; Bella Watts, 4; and Celeste Watts, 3. The reports concluded that all three victims died of asphyxiation — Shanann was strangled while the two girls were smothered, according to the reports. The reports had been sealed until the outcome of the trial. However, Chris Watts — Shanann’s husband and father of Bella and Celeste — pleaded guilty to their murders earlier this month and was sentenced Monday to life in prison without the possibility of parole.All three victims were pronounced deceased on Aug. 16. The girls' bodies were found submerged in an oil tank on property owned by the company Watts worked for. His wife's body was found in a shallow grave nearby.The autopsy reports state that Shanann Watts was found in a purple T-shirt and underwear. She had patterned abrasions on her neck and the left side of her face when her body was found. Weld County District Attorney Michael Rourke said during sentencing Monday that the lack of significant injuries to Shanann Watts suggested that her death came slowly.The coroner noted in the report that Shanann had been in the second trimester of pregnancy at the time of her murder. Family members had called the unborn child “Nico.” Chris Watts was convicted of unlawful termination of a pregnancy. Bella’s report indicates she had a pink pajama-type top with images of hearts and butterflies and underwear on when her body was found. The coroner found blunt force trauma on Bella’s jaw and lacerations and contusions in her mouth. Her left shoulder was discolored, and teeth impressions and superficial bite marks were found on the surface of Bella’s tongue — signs, Rourke said, Bella "fought for her life." Celeste was found in a pink and black T-shirt. The 3-year-old was wearing a diaper and underwear. Celeste had no visible injuries.Prosecutors said Chris Watts was having an affair and making plans for a new life. Rourke said Watts talked with a real estate agent about selling the family's home, looked up secluded vacation spots and didn't seem interested in the self-help books his wife provided.A friend asked police to check on Shanann Watts on Aug. 13 after not being able to reach her and grew concerned that the expectant mother had missed a doctor's appointment. Watts spoke to Denver7 from the front porch of the family's home in Frederick, pleading for his family’s safe return. The good Samaritan driver said he saw the thief take off from the parking lot in a suburb of Cincinnati and told the dad to get in his car.Then they chased him together."Oh my god, he stole my truck! My kids are in the truck!" a man who identified himself as Courtney Wells yelled in a 911 call. "I'm in the car with somebody. We're chasing him. He stole my kids! Please, I got three kids in that car."The dispatcher asked Wells to calm down and tell him where they were driving. After a few moments, Wells came to a shocking realization."Did he turn? Oh my god, I think we lost him," Wells cried.The driver told the 911 dispatcher that he just happened to be there when the thief took off."I saw what happened so I said, 'Come on!"The thief sped off and crossed the center line several times trying to elude them, police said."We were so close. We were right there ... Oh, god, he was flying," the driver said on the 911 call.The suspect got away from them, but all ended well when the children - two 4-year-olds and a 1-year-old - were found safe and the suspect was arrested, police said.Someone claiming to be the father later posted a Facebook message that thanked the driver who helped him. He mentioned that the driver is wanted by police."Thankyu big s/o for all the help. He chasin this car down wit 5 warrants ... God was watching ova my babies," the post said.Police said 33-year-old Howard Mullis stole the SUV just before 2 p.m. after the father went in the Pit Stop convenience store. Police said he left the engine running with the three kids in the backseat.Mullis had been hanging around outside the store for hours, said an onlooker."The guy had been sitting right in front of this trash can all morning long, so I guess he was just waiting on somebody to pull up," said Keith Lipscomb.Another man said he heard the commotion in the parking lot. He got choked up talking about it."I heard somebody hollering and screaming that they are stealing my car and they have my kids in the car," said Dennis Cooke. "You got me kind of teary-eyed.
