SAN DIEGO (KGTV) -- Immigration and Customs Enforcement issued new guidelines that could have a big impact on many international students studying in the U.S.The modifications were posted to ICE's website, outlining the new rules for students on F-1 or M-1 visas. The guidelines say students may not take a full online course load and remain in the United States and that the Department of State won't issue visas to students enrolled in programs that are fully online or allow them to enter the country. The news comes as many schools including San Diego State University and UC San Diego have moved to online only or a hybrid format because of the COVID-19 pandemic.In their modified guidelines, ICE said they had issued a temporary exemption regarding online courses for the spring and summer semesters. If a student attends a school with a hybrid model, the school must certify that the program isn't online only and that the student is only taking the minimal number of online courses. SAN DIEGO (KGTV) -- Los Angeles County health officials are scrambling to prevent the spread of hepatitis A after three people became infected with the potentially deadly virus while in San Diego two months ago.In a motion filed by Los Angeles County's Fifth District Supervisor Kathryn Barger, she is asking the Dept. of Public Health to provide a report within 14 days on current efforts to stop an outbreak and a plan for response should one occur."At this time Public Health does not consider there to be a hepatitis A outbreak in Los Angeles County, however it is important that the County proactively educate the community on ways to prevent hepatitis A infection, and have a response plan in the event that the County does see an increase in hepatitis A cases," Barger said in her prevention plan.Citing public health officials, Barger says that the three people who acquired the infection had been in San Diego in mid-July.READ: Most hand sanitizers will not kill Hepatitis A?San Diego County health officials are in the midst of an hepatitis A epidemic with the first cases reported early this year. SAN DIEGO (KGTV) -- La Mesa residents and local business supporters didn't waste time rebuilding their community Sunday morning following a long night of violent protests that left several cars and buildings destroyed.Good Samaritans armed with brooms and paint brushes worked quickly to restore walls inscribed with graffiti and sweep streets strewn with debris.Only hours earlier, hundreds of rioters descended on the small La Mesa Village business district setting fire to numerous vehicles and buildings including a bank, and looting business."Our small businesses are devastated and many were already on the brink due to COVID19. La Mesa Village has been the heart of small business in the city and is a beautiful place for dining, events and memories," wrote Phil Ortiz on a fundraiser page.Ortiz'a gofundme page has already received over ,000 in donations. SAN DIEGO (KGTV) - It's a nervewracking place: on stage, behind the mic, looking out at a sea of people waiting for your punch line.The Comedy Palace in Kearny Mesa sees many comedians but not like the one who performed Friday night."It was something I thought about even in college but lacked the courage to do it," said Michael Schmid. "I always loved to make people laugh."Schmid always had the passion, but it was a recent visit to the doctor that gave him the courage he had been lacking."If not now, when," Schmid said.Three years ago, he was diagnosed with primary lateral sclerosis, a condition similar to ALS."It had spread to my upper body and becoming more quadriplegic," Schmid said.One month ago, he made the toughest decision of his life."The most difficult thing I ever had to do in my life was to talk to my children about ending my life."Schmid says he will end his life on December 27, citing severe pain. He shared the date with one of his favorite comedians, along with a dream and a request for help."My initial response was 'We're going to make this happen,'" said Lisa Alvarado.Alvarado talked with some friends in the industry to see if they'd help make Schmid's dream of performing come true."I'm talking comics with Netflix specials, Comedy Central specials," Alvarado said.In one month, the group developed a 15-minute standup comedy routine for Schmid to deliver Friday night. Many of the professional comedians were in the audience as Schmid performed in his wheelchair with Alvarado holding his microphone.After the performance, Schmid's father made his way to the stage to give his son a hug."I never expected him to do that and show the world we're close," said Schmid.Schmid's ex-wife and his four children were also in the audience."No matter how crappy of a hand he's been dealt, he's taken it with a joke," said Schmid's son Joshua.Schmid is grateful he had a chance to laugh."I want my friends and family to have at least that memory when I'm gone," Schmid said.
