SACRAMENTO, Calif. (KGTV) -- With 35 days until the election, it appears California voters are in favor of eight state propositions that impact everything from property taxes to parole to rent control. Still, for most propositions, the support is not enough to feel comfortable. A new ABC-10News-Union-Tribune scientific poll shows eight propositions leading outside the poll's 5.4 percent margin of error. Still, pollster Survey USA says that could change because typically opposition to all ballot measures increase as election day gets closer. Then again, it says 2020 is not a typical election year. Thad Kousser, a political analyst at UC San Diego, said propositions that do not poll over 50 percent have an increased chance in ultimately failing, even if they are up."The more people learn about propositions and their details, the less there is to like about them," he said. "Sometimes a proposition has one part of it that people find attractive and then other details that they don't like, and as a campaign exposes those, as the No campaign makes that case, then support will drop off."The poll also shows Joe Biden defeating President Trump 59 percent to 32 percent in California. Interestingly, however, the poll says voters who plan to vote in person on election day choose Trump over Biden, 55 to 38. Here is the breakdown of the propositions as part of the poll, which surveyed 588 likely voters:Prop 15, which would reassess some commercial properties to raise property taxes for schools and local governments, exempting smaller businesses and farms, is passing 49 to 21, with the remainder undecided.Prop 16, which would eliminate the ban on consideration of race, sex, color, ethnicity or national origin in public education, public employment and public contracting to allow for more diversity, is passing 40 to 26, with the remainder undecided.Prop 17, which restores voting rights to former inmates, is passing 55 to 19, with the remainder undecided.Prop 19, which allows severely disabled homeowners, those over 55, and those who have lost their homes in a wildfire to transfer their property tax basis to any property in the state, and allocates new revenue to fire protection services, is passing 56 to 10, with the remainder undecided. Prop 20, which would reclassify certain crimes and change parole on other crimes, is passing 35 to 22, with the remainder undecided. Prop 21, which allows local governments to establish rent control on some properties over 15 years old, is passing 46 to 27, with the remainder undecided.Prop 22, which aims to keep Uber, Lyft and Doordash drivers as independent contractors with benefits, as opposed to full employees, is passing 45 to 31, with the remainder undecided. SAN DIEGO — San Diegans can participate in AstraZeneca's COVID-19 vaccine trial, which recently showed 90 percent effectiveness under a certain dosage.AstraZeneca announced Monday that its vaccine was 90 percent effective when participants started with a half dose, followed by a full dose at least four weeks later. It is currently seeking participants through UC San Diego Health and other partners for its ongoing trials. Full doses given four weeks apart were 62 percent effective in the trial. “These findings show that we have an effective vaccine that will save many lives," said Professor Andrew Pollard, Chief Investigator of the Oxford Vaccine Trial, in a statement released by AstraZeneca. "Excitingly, we’ve found that one of our dosing regimens may be around 90 percent effective and if this dosing regime is used, more people could be vaccinated with planned vaccine supply."Elana Godebu, a UC San Diego urologist, said she has seen the impacts of Coronavirus firsthand. She is currently practicing at El Centro Regional Medical Center, affiliated with UC San Diego. She says the center is filling up because of a rise in local cases and patients coming up from Mexico. The state recently built a 50-bed tent in the parking lot for non-Covid patients. Godebu got the first dose of the vaccine two weeks ago, which also could have been a placebo."Personally I've seen my friends and my colleagues and my patients, they've gotten sick, they've lost family, they've lost friends, and so we got the AstraZenica trial out in El Centro," she said. Godebu said she encourages anyone who has an opportunity to get the vaccine to take advantage. "If we try to get to herd immunity the other way we're going to lose so many people," she said. AstraZenica is the latest drugmaker to report strong efficacy. Earlier this month, Pfizer and Moderna said their trials were 95 percent effective. AstraZenica says its vaccine could separate from the others because it can be transported, handled and stored at regular refrigerated temperatures and administered in regular health care settings. 2099

"It's unsanitary, the elements are uncontrollable, people will be sweating under cutting capes, and it is just unfathomable."In a statement, the California Department of Consumer affairs stood by the new rules."The situation is fluid and the environment is constantly changing, but for now, personal care facilities that are on the statewide monitoring list must follow the Governor's directive not to operate services indoors," spokeswoman Cheri Gyuro said. Lam said regular haircuts make up just 15 percent of her business, and she spent ,000 making the inside of her salon safer. SAN DIEGO (AP) — The U.S. Marine Corps says two Marines were shot during a live-fire training exercise at a Southern California base involving hundreds of troops.The military says both were airlifted Sunday from the Marine Corps Air Ground Combat Center at the Twentynine Palms base east of San Diego to an unnamed California hospital.2nd Lt. Samuel Banks says one Marine was later released and the other remains hospitalized in serious condition.He says the Marines are stationed at Twentynine Palms. The Marine Corps says in a press release that officials are investigating the circumstances of the accident.Banks says the military is not releasing any details at this time. 684

  

SALT LAKE CITY, Utah — South Salt Lake Police officers pitched in to replace a woman's American flag after they say she used it to fight off a home intruder on Monday.According to the department, 42-year-old Justin Scott Smith attempted to break into the woman's home shortly before 9 a.m.Police say when the suspect entered the front yard through the gate and assaulted multiple people, the woman grabbed the flag pole with the flag attached to defend herself and her family members. They say she hit the suspect multiple times, breaking the pole in the process, and the victims retreated into the home.Smith kicked the door in and continued to assault everyone inside, police say, before officers arrived and took him into custody.He was arrested on suspicion of assault, aggravated assault, aggravated burglary, and criminal mischief.After the incident, police say the woman was worried about desecrating the flag because the pole had broken and the flag had hit the ground, so officers took up a collection to replace it.
