BEIJING, Jan. 21 (Xinhua) -- China's State Council, or Cabinet, passed a long awaited medical reform plan which promised to spend 850 billion yuan (123 billion U.S. dollars) by 2011 to provide universal medical service to the country's 1.3 billion population.     The plan was studied and passed at Wednesday's executive meeting of the State Council chaired by Premier Wen Jiabao.     Medical reform has been deliberated by authorities since 2006.     Growing public criticism of soaring medical fees, a lack of access to affordable medical services, poor doctor-patient relationship and low medical insurance coverage compelled the government to launch the new round of reforms.     According to the reform plan, authorities would take measures within three years to provide basic medical security to all Chinese in urban and rural areas, improve the quality of medical services, and make medical services more accessible and affordable for ordinary people.     The meeting decided to take the following five measures by 2011:     -- Increase the amount of rural and urban population covered by the basic medical insurance system or the new rural cooperative medical system to at least 90 percent by 2011. Each person covered by the systems would receive an annual subsidy of 120 yuan from 2010.     -- Build a basic medicine system that includes a catalogue of necessary drugs produced and distributed under government control and supervision starting from this year. All medicine included would be covered by medical insurance, and a special administration for the system would be established.     -- Improve services of grassroots medical institutions, especially hospitals at county levels, township clinics or those in remote villages, and community health centers in less developed cities.     -- Gradually provide equal public health services in both rural and urban areas in the country.     -- Launch a pilot program starting from this year to reform public hospitals in terms of their administration, operation and supervision, in order to improve the quality of their services.     Government at all levels would invest 850 billion yuan by 2011 in order to carry out the five measures according to preliminary estimates.     The meeting said the five measures aimed to provide universal basic medical service to all Chinese citizens, and pave the road for further medical reforms.     The meeting also decided to publish a draft amendment to the country's regulation on the administration on travel agencies for public debate.     It also ratified a list of experts and scholars who would receive special government allowances.

ISTANBUL, Turkey, Nov. 28 (Xinhua) -- Chinese and Turkish business people signed 19 contracts here Friday on the purchase of Turkish commodities worth about 230 million U.S. dollars.     Visiting China's top political advisor Jia Qinglin attended the signing ceremony after the Sino-Turkish economic and trade cooperation forum which was attended by government officials and business people from the two countries.     Jia, chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), said in his speech delivered at the forum that China and Turkey should make further plans on the future development of bilateral economic and trade cooperation.     China-Turkey trade volume exceeded 10 billion U.S. dollars last year and the figure for this year is expected to reach 13 billion U.S. dollars.     He called on business people from both countries to make joint efforts to further tap cooperation potentials, increase mutual investment, expand cooperation in infrastructure construction and project engineering, and enhance multi-lateral economic and trade cooperation. KUWAIT CITY, Dec. 28 (Xinhua) -- China vowed here on Sunday to further its pragmatic cooperation with Kuwait in the various fields in a bid to step up the bilateral relations to a higher level.     In his meeting with Emir of Kuwait Sheikh Sabah al-Ahmad al-Jaber al-Sabah, visiting Chinese Vice Premier Li Keqiang called on the two sides to promote high-level exchange based on equality and mutual benefit, political mutual trust as well as cooperation on trade.     China highly values its ties with Kuwait and the two nations have offered mutual understanding and support on issues with the irrespective key concern, Li said.     Li also said that China is ready to strengthen cooperation with the Gulf Cooperation Council (GCC) which plays a very important role in the Gulf region.     The dialogue mechanism with GCC would launch next year and the negotiation on a free trade area has entered into a critical phase, Li said, expressing his belief that Kuwait would continue to play a significant role to boost China-GCC relationship. BEIJING, Nov. 7 (Xinhua) -- The pursuit of harmony is a basic value and the fundamental spirit of Chinese culture, State Councilor Liu Yandong told representatives of the 2008 Beijing Forum on Friday.     More than 300 scholars from more than 40 countries participated in the forum, with the theme "The Harmony of Civilization and Prosperity for All-The Universal Value and the Development Trend of Civilization."     Liu congratulated the forum, saying its theme was highly significant.     She said the concept of harmony had become a key criterion in many types of relations: among peoples, between individuals and society, among nationalities and states, among cultures and between humans and nature.     "It is especially important for academic and educational institutions to promote multinational cultural communication under globalization," said Liu.     Co-sponsored by Peking University, the Beijing Municipal Commission of Education and the Korea Foundation for Advanced Studies, the Beijing Forum 2008 -- the fifth such annual meeting -- convened on Nov. 7. The forum will focus on the environment, the Olympic spirit and the global financial crisis.
