SAN DIEGO (KGTV) - Some residents picking up trash in a City Heights neighborhood were met by a disturbing sight and an ominous warning near a homeless encampment.Blocks from an elementary school on Fairmont Avenue, Matt Armstrong and a friend collected more than seven bags of trash in a culvert near the small encampment Wednesday. The next day, he and his friend were at it again, when they saw it. In front of a tent and hanging from a limb was a noose and a handmade sign inches away."It says, 'Trespassers will hang by the heads,'" said Armstrong.Armstrong, a black belt, wasn't intimidated, but the warning is one he takes seriously."Something like this sends a message that they will hurt you. There are no rules. It's disconcerting," said Armstrong.The safety issue becoming more prominent the last few years as more and more local residents have reported to 10News about encounters with aggressive transients. Unwilling to back down, Armstrong ventured back into the brush, where several homeless told him the transient who hung the noose wasn't there."They told me it was a joke, but it's not funny to me. People should not feel unsafe in their own neighborhood," said Armstrong.Armstrong also filed a complaint about the noose with the city. We reached out to city officials but have yet to hear back. 1346

SAN DIEGO (KGTV) — San Diego's LGBT community center, The Center, says it will not allow armed, uniformed officers at its facility or events.The announcement comes less than a week after San Diego Pride said it would not allow law enforcement to participate in the parade or events.The Center's Board of Directors voted that starting Tuesday, armed, uniformed law enforcement officers will not be allowed at the facility or future events unless its a last resort or true emergency, according to CEO Cara Dessert.RELATED: San Diego Pride: No law enforcement agency contingents in Parade, Festival"This is not about good or bad individual law enforcement officers, but rather a systemic problem in law enforcement that devalues Black lives and creates an environment in which our Black community does not feel welcomed, and in fact strikes fear and trauma," Dessert wrote, in part. SAN DIEGO (KGTV) — San Diego Police spent several hours Sunday trying to talk a man down after he climbed Belmont Park's Giant Dipper roller coaster and refused to come down.Police said officers and San Diego Fire-Rescue personnel were called just before 1:30 p.m. to reports of an 18-year-old male who had climbed the amusement park's fence and up to the top of the coaster. SDPD's Psychiatric Emergency Response Team spent several hours trying to talk the man down.The man came down from the roller coaster around 7:45 p.m., before grabbing a tarp and making his way back up. Shortly after 8:30 p.m., he crossed over to a nearby roof. SAN DIEGO (KGTV) — Starting this month, the San Diego Zoo and Safari Park will begin requiring ticket reservations for all guests.The two parks have avoided requiring ticket reservations since reopening as an outdoor attraction last June. SeaWorld San Diego and LEGOLAND California have reopened in more limited capacities and have required reserved tickets for guests.Starting Dec. 5, the two zoos will begin to require a reservation for guests. San Diego Zoo Global says the change will be in addition to health screenings and safety measures already implemented throughout the park."Due to COVID-19, in order to keep our community safe during this time and in anticipation of high demand, the San Diego Zoo will implement a reservation system required for entry," the zoo's website reads.Ticket reservations will be required for all visitors ages 3 and older. San Diego Zoo members will need to make a reservation to visit ahead of time as well. More information on how to reserve a ticket or time can be found online.Park capacity for visitors who don't have a reservation may be subject to daily attendance limits, the park says online.Due to pandemic-related restrictions, some park experiences, exhibits, and programs are currently closed. 1254
