BRASILIA, March 15 (Xinhua) -- A nationwide program aimed at providing internet access to 80 percent of the country's population by 2014 is forging ahead in Brazil, Communications Minister Paulo Bernardo said on Tuesday.The National Broadband Plan (PNBL), with participation of 13 ministries, is coordinated by Bernardo, who explained details about the project on Tuesday along with Joao Santana, president of Telebras, the state-owned enterprise responsible for managing the project.The authorities have criticized companies that offer internet service for failing to spread internet use in Brazil, offering an expensive service with prices amounting to about 50 U.S. dollars monthly, inaccessible to low-income families."We ended 2010 with 34 percent of Brazilian households with Internet access, and service is also very poor. Almost half of connections are of 256 mbps. We are out-of-date, with the aggravating circumstance that the connections are very expensive," Bernardo said.To speed up the process, the government started negotiating with concessionaire phone companies to improve the service quality and lower the price to about 30 reais (18 dollars), which would allow 80 percent of the population to access internet."During (former president) Lula da Silva's government, we developed a program to interconnect all schools with internet access, but we also want the private sector to do its share," he said.

BRASILIA, April 26 (Xinhua) -- A survey conducted by Brazil's Ministry of Health showed Tuesday that half of Brazilians aged over 55 have hypertension.According to the research, which has been carried out annually since 2006, the proportion of Brazilians diagnosed with hypertension increased over the past five years, from 21.6 percent in 2006 to 23.3 percent in 2010.Besides, the diagnosis of hypertension is higher among women (25.5 percent) than men (20.7 percent). But in both sexes, the older people are, the more common the disease becomes, the ministry reported.The ministry also said that, to address the problem, the Brazilian government distributes free medicines to control blood pressure, since 80 percent of Brazilians who suffer from hypertension depend on the public health system.The Ministry of Health signed on April 7 an agreement with the food industry, aiming to reduce salt in processed food.If hypertension is left untreated, some complications including clogged arteries, stroke and myocardial infarction will bring patients more troubles.

GUIYANG, Feb. 13 (Xinhua) -- Chinese Vice Premier Li Keqiang has called for providing more support to the country's less developed regions, saying priority should be placed on improving the people's livelihood.He made the remarks during an inspection tour to Qiannan Buyi and Miao Autonomous Prefecture and Guiyang City in southwest China's Guizhou Province from Feb. 11 to 13, according to an official statement Xinhua received Sunday.Li said more attention should be directed to improve people's living standards as China is making efforts to achieve its strategic goals of development.During his tour, Li visited some residents' homes at a poor village in Libo County of Qiannan.He called for greater efforts to improve people's livelihood, a step which would help boost domestic demand and facilitate the transformation of the nation's economic growth mode.Li urged local authorities to work well on the safety of drinking water, road construction in rural areas, and the remodeling of old houses. BEIJING, Feb. 18 (Xinhua) -- China needs to reform funding methods for scientific and technological research in order to boost the nation's innovation capabilities, said officials and researchers attending a conference in Beijing Friday.The management of the government-funded research projects should also be reformed, State Councilor Liu Yandong said at the national conference on science and technology work.Liu stressed that reform, innovation and cooperation should be the keys for China's science and technology work over the next five years, when the government would increase funding for research in new strategic industries, such as new energy, biomedicine and high-end manufacturing.Last year, central and local government spending on science and technology development totaled 380 billion yuan (57.8 billion U.S. dollars), Science and Technology Minister Wan Gang said at the conference.Over the past five years, central government spending on science and technology development had grown by around 20 percent annually.However, some researchers have complained problems in the funding system actually hinder innovation and progress.Inflexibility in the management of government funds allowed researchers little freedom to adapt projects to developments in their fields, said Li Zhenzhen, a researcher at the Institute of Policy and Management under the Chinese Academy of Sciences (CAS).Chen Jie, a research fellow of the CAS' Institute of Microelectronics, said some authorities which oversee the spending of research funds had been rather rigid."In some cases, they are more interested in spending most of the funds on new equipment than scientists," Chen said in an earlier interview with Xinhua. "Without decent pay, it is difficult to attract top scientists to work in China.""Having to solicit and lobby for funding to support the team's research projects leaves me no more than five hours a day for real research," Chen said.Top-level scientific brains are the key to the innovative capability of China, he added.A researcher attending Friday's conference echoed Chen's opinion."China manufactures 65 percent of the world's computers. BEIJING, Feb.14 (Xinhua) - Shanghai General Motors Co. will recall 2,806 imported Cadillac CTS vehicles in China to repair faulty track bars to prevent safety risks, China's quality watchdog said on Monday.The recall, which is set to begin on March 21, includes models that were produced between June 16, 2008 and April 20, 2009, the General Administration of Quality Supervision, Inspection and Quarantine said in a statement on its website.The statement said that the company would repair or replace the rear suspension track bars of the recalled vehicles because some nuts on the bars are likely to loosen and cause worn screw threads.This could lead to a loosened track bar under extreme conditions, which is unsafe when traveling fast, it said.The company is to contact car owners to provide free checks and repairs.
