ENCINITAS (CNS) - Construction crews will begin a three-week closure of a section of Chesterfield Drive Wednesday to improve bicycle and pedestrian safety, according to the San Diego Association of Governments. Chesterfield Drive will be closed to drivers in both the eastbound and westbound directions between Coast Highway 101 and San Elijo Avenue. According to SANDAG, the closure will extend through Jan. 23 to complete a new bikeway and pedestrian path, an Americans with Disabilities Act-compliant sidewalk and ramps, new traffic signals and new rail crossing equipment such as signals and gates. During the closure, northbound motorists will be detoured to D Street and southbound motorists will be detoured to Lomas Santa Fe Drive. The intersection will remain open to pedestrians and bicyclists during the closure but will be closed to motorists 24 hours per day, seven days a week. According to SANDAG, roughly 17,000 drivers use the intersection each day. The closure is the second phase of improvements to the Chesterfield Drive rail crossing and part of San Diego County's Build NCC (North Coast Corridor) project, a 40-year, 0 million effort to repair and expand vehicle and rail transportation infrastructure around the county. The .2 million Chesterfield Drive project and the Build NCC program are funded by TransNet, the county's half-cent sales tax on transportation, Once completed, the county expects to add 13 miles of new carpool and high-occupancy vehicle freeway lanes, 1 1/2 miles of doubled railroad track, seven miles of bike and pedestrian paths and more than 1,200 acres of restored and preserved coastal habitat land. 1661

ESCONDIDO, Calif. (KGTV) — First it was toilet paper and now there are reports of a shortage of outdoor recreational equipment, specifically kayaks. But one local business owner says San Diego is ready to meet the demand during the COVID pandemic. Bruce Damon, the owner of Nomad Ventures in Escondido, says after a 10-week shutdown they are back serving outdoor enthusiasts."We're just hoping that people can get out and enjoy themselves safely, and kayaking was one of the first things that I understood was considered a safe endeavor," says Damon.In what came as a surprise to Damon, he saw media reports saying kayaks were in short supply due to the COVID-19 pandemic. That hasn't been the case at Nomad Ventures"We've had the busiest year as far as I can remember in terms of kayaks selling a lot of kayaks here," Damon said. So to say there is a kayak shortage, at least in San Diego, would not be accurate as far as Damon is concerned."Our shutdown was right when we were at complete inventory," Damon said. "Stock levels were high, and when we reopened, we had stock."He was quite alarmed when customers were steered towards shopping online when his shop was completely full of outdoor products. "We have back stock in storage units that we pull from to restock the store. We just picked up a new load of five kayaks, so we are fortunate that we have product," Damon said.His message to customers in the market for a new kayak is quite simple, shop small business and local."We've been in business 40 years, so we felt it was important to get our message out. FALLBROOK (KGTV) -- A couple looking to buy a home in the North County wants to share an experience they're describing as negative as the new solar energy law goes into effect in 2020.The law requires that homes built in California starting in 2020 must have solar panels. It has caused confusion among potential homebuyers, like Brian and Carmen McKay. They recently left Las Vegas, looking to move back to San Diego County.“I used to work at Fallbrook skilled nursing many years ago,” said Carmen McKay. The couple found a home they liked in the Horse Creek Ridge development, a new housing project in Fallbrook.“When we realized it was a corner lot… oh my gosh, we loved it,” Carmen said.They were told the cost was roughly 5,000—which sounded like a reasonable price for San Diego, according to the McKays. That is when they say they got a surprise from the sales representative.“Then she says, by the way, once we were sold on the house and the price… there’s solar panels on the house. You have the option to lease it or buy it. And we’re like, why?” Carmen said.They said during the home tour, solar panels were not mentioned at all. Carmen said the sales representative only mentioned it when they were back in the office, ready to sign documents to buy the home. As the McKays were questioning solar, they were told “it’s required by the state.” That is only partially true. A spokesperson for the California Energy Commission told Team 10 that “the law only applies to homes that have been permitted after Jan. 1, 2020.”“If that’s not the case with the home in question that you mentioned, then the mandate does not apply,” wrote energy commission spokesperson Edward Ortiz.The McKays were told it would be about ,000 extra to buy the solar panels.“I think that it was misleading because we were buying a house that we were told it was 5, but it’s actually 5 or we’re paying a higher monthly out of pocket,” said Brian McKay.The seller knew they were on a time crunch.“We sold our property [in Nevada]. We’re at an AirBnB… we need to buy,” Carmen added.Nobody at the sales offices at Horse Creek Ridge would comment. Team 10 was directed to public relations. Through email, the spokesperson said:“Two separate state energy requirements guide D.R. Horton in its decisions regarding home design options in the state of California – the current State Energy Code requirements (commonly known as Title 24) and the State‐Mandated Solar requirements, which take effect in 2020. In most communities, we have found that solar is the best, most cost‐effective option for both D.R. Horton and our homebuyers to meet the current Title 24 Energy Code requirements. Thus, Horse Creek Ridge was designed using solar to meet the current Title 24 requirements, and as a result, we are required by the state to have solar on each home in the community.”When asked why that was not told to the potential homebuyers from the beginning, during the tour of the home, D.R. Horton spokesperson added that “solar requirements are communicated to customers via numerous marketing materials… and as an addendum to the home purchase agreement.” She pointed to an 8-page brochure, where solar is mentioned once on page 7. She also sent Team 10 an image of solar displayed on a model home—something the McKays said they never saw.There is no mention of solar or photos of any homes with solar on Horse Creek Ridge’s website. “I feel like I was deceived,” Carmen said. “We fell in love with the place. I felt like I was pushed in the corner.”Dan Zimberoff is an attorney not involved in this case, but he has seen solar disputes in the past. “A buyer needs to be aware,” Zimberoff said. “If you’re purchasing a new home and you see what that price is, ask the details. Is that really going to be the final price?” “We’re starting to remember why we left California,” Carmen said.The McKays ultimately decided not to buy the home. They hope their experience teaches others about the right questions to ask. “We were willing to pay the higher cost to live here, but I don't like being misled by builders,” Brian said. Ever since their older brother competed in the Scripps National Spelling Bee years ago, twin brothers Garrett and Pierce Bryner have dreamed of making it to the bee — together.This year, they’ll see that dream become reality. “It’s kind of historical, I guess you’d say,” said Garrett, who made it to the national bee — without his brother — last year.Previously, twins would never have been able to make it to the bee together, as one would have always beaten the other out. But thanks to new qualifying rules put in place this year which incorporate a point system, two sets of twins are now going to be on the national stage for the first time in the spelling bee's 91-year history: the Bryner twins, and another set of twins from Mississippi.Garrett’s brother Pierce will become the third sibling in the Bryner family to attend the bee.Their mom, Liz Bryner, who has shepherded her kids through her share of bees, says that while the two will be nervous, for the parents, its on a whole other level.“I think nothing compared to the Bee in terms of the stress level,” Liz said from her home in Utah. “If you look around at the parents they’re often more nervous than the kids. I think it’s really a nail-biting experience.”Garret and Pierce say they can be competitive when it comes to studying. "Sometimes the other one jumps in tries to spell the word before the other one,” Pierce said. Ultimately they hope for the best for each other.“I just cheer him on,” Pierce said.They’ve been studying as much as they can, Liz said, but as eighth grade boys, surrounded by the rugged landscape of Utah, their attention span only lasts so long before they want to get back outside and hop on their bikes.“I don’t think we’ve ever gone longer than probably 90 minutes at a time,” she said. “That’s about as long as anyone’s been willing to do.”“To know that they can both understand what it’s like to be there at the national bee to compete, and it’ll be something they share,” she said. “The fact that they can share this experience is just incredible as a mom.”ESPN, which broadcasts the bee, has seen viewership numbers for the annual contest that have hovered around one million people.
