SAN DIEGO (KGTV) — California drivers will want to be aware of several new traffic laws, including stipulations around unattended kids in cars and moving over for emergency vehicles, that will be enforced in 2021.Assembly Bill 2717, which goes into effect on Jan. 1, 2021, will exempt a person from civil or criminal liability for trespassing or damaging a vehicle when rescuing a child 6 years old or younger who is in immediate danger from heat, cold, lack of ventilation, or another dangerous circumstance.California had already exempted good Samaritans from liability when rescuing an animal or pet in the same circumstances. Also starting Jan. 1, Assembly Bill 2285 extends penalties for not moving over or slowing down for emergency vehicles with flashing lights on freeways to local streets and roads. Emergency vehicles will also now include tow trucks and Caltrans vehicles, in addition to law enforcement and emergency vehicles.If a driver violates the "move over, slow down" law, CHP officers can issue a ticket.Assembly Bill 47, which was signed into law in 2019, will go into effect on July 1, 2021. The law makes the act of using a cell phone "in a handheld manner while driving" for a second time within 36 months of a prior conviction for the same offense punishable by a point being added to the driver's record. SAN DIEGO (KGTV) — City Council leaders have approved a draft agreement to sell the Mission Valley stadium site to San Diego State University.Leaders unanimously approved an agreement to move forward with a Purchase and Sale Agreement (PSA) between the city and SDSU to sell the land to the university for .2 million.The agreement paves the way for the city to meet for two hearings to finalize the PSA on June 9 and June 23. After the hearings, a 30-day referendum period is legally required before Mayor Kevin Faulconer can sign the PSA and escrow can be initiated. SDSU expects to take ownership of the property in late July 2020, according to the city."Both parties wanted to get this done right, and the time and thoughtfulness put into this agreement have created a final product San Diegans can be proud of," Mayor Faulconer said. "This agreement is fair and equitable, and I want to thank Council President Gomez, City Attorney Elliott and SDSU for their commitment."The agreement is the product of 18 months of negotiating following the passage of Measure G in November 2018. The voter-approved measure calls for the expansion of SDSU, a new stadium, 80 acres of park and open space, and 4,600 market-rate and affordable housing units."We have reached a pivotal milestone moment. SDSU Mission Valley will be a true revitalization of public land in all aspects of the plan," SDSU President Adela de la Torre said. SAN DIEGO (KGTV) -- Authorities are investigating a man's death after they say he died following a fight. Police were called to the 5600 block of Imperial Avenue in Valencia Park around 1:12 p.m. after receiving reports of a man having chest pains. After arriving, the 51-year-old man -- identified as San Diego resident Joseph Ives -- was taken to the hospital where he later died.Police later learned that Ives got into a fight shortly before his death. According to police, after an altercation with another man, Ives told a witness that he was experiencing chest pains. Ives "did not have any obvious signs of trauma to his body," police said. Out of caution, San Diego Police homicide detectives are investigating the death.  773

SAN DIEGO (KGTV) — Border officials seized nearly two tons of drugs valued at millions of dollars at San Diego and Imperial Valley ports of entry last weekend.Between June 14 and June 16, Customs and Border Protection says more than 2,638 pounds of marijuana, 1093 pounds of methamphetamine, and five pounds of heroin were seized after being discovered inside doors, flooring, and other areas of vehicles and a tractor-trailer.In one instance, agents at the Calexico Port of Entry stopped a 34-year-old driver on Friday and referred the driver to a secondary inspection. There, canine agents made a positive detection and the port's imaging system discovered anomalies inside the vehicles flooring.Agents uncovered 40 packages of methamphetamine hidden in the vehicle.The same day, a tractor-trailer was stopped at the Otay Mesa Port of Entry, arriving from Mexico with a shipment listed as "watermelons and cactus." An officer referred the driver to a secondary inspection, where a canine officer alerted agents to a positive detection in pallets of watermelons.Agents found 311 packages of marijuana, worth an estimated ,557,000, intermixed with the fruit.During another incident on June 16, agents at the San Ysidro Port of Entry stopped a 35-year-old man where a secondary inspection revealed 86 packages of methamphetamine, with a street value of 3,700.All drivers were turned over to Homeland Security agents for processing and all vehicles and narcotics were seized by CBP. 1494
