SAN DIEGO (KGTV) - A 10News investigation has revealed that the California department responsible for the state’s child welfare program does not maintain data regarding all deaths of children in foster care.  The revelation is prompting calls for immediate action to child welfare services from at least one San Diego-based politician.State law requires counties to report any child death that is determined to be suspected to be the result of abuse or neglect to the California Department of Social Services.  According to the CDSS, each county in California is required to keep track of every foster child that dies while in its custody.Counties are also responsible for reporting all high profile incidents that occur in foster homes to the State Department of Social Services. High profile incidents would include incidents involving death or serious injury. But the CDSS has no master data list available regarding foster deaths and says that information is maintained at the county level.Using open records laws Team 10 collected the total number fatalities of children residing in a foster placement from all 58 counties in the state since 2010.The numbers show more than 250 kids died during that time across the state. 1290

SAN DIEGO (KGTV and CNS) - The office of District Attorney Summer Stephan will soon have a new tool to better document injuries to victims of domestic violence. Her office announced on Tuesday, May 7 that 35 cameras will be purchased to aid in investigations, thanks to a ,000 grant from a California Office of Emergency Services.According to Stephan, these cameras can produce high-quality photos, which will then assist how evidence is presented in court. "These cameras can help us preserve and document evidence -- including evidence of strangulation -- which is predictive of homicide, and allows us to move forward with prosecutions and fight this persistent crime in San Diego County," said Stephan.According to a recent crime report from the San Diego Association of Governments, in 2017 there were more than 17,000 domestic violence incidents reported in San Diego County. Stephan said there has been a 20% increase in the number of domestic violence cases submitted to the District Attorney's Office over the last five years. Plus, the District Attorney's Family Protection Division has 21 pending murder cases. 11 of those cases involve the murder of an intimate partner. In addition to the new cameras, Stephan's office is currently working on nine other initiatives to bring awareness to and combat domestic violence. These initiatives include a new countywide strangulation protocol, forensic exams, and recognizing the link between homelessness and domestic violence. 1508

SAN DIEGO (KGTV) — A 10-year-old boy who allegedly fired two rounds from a shotgun at San Diego Police officers after barricading himself in a Southcrest backyard shed is in custody, police say.Family members at the home in the 4000 block of Boston Ave., about a block north of Caesar Chavez Elementary School, called police at about 9 a.m. after the 10-year-old armed himself with a knife and hammer.When police arrived, the child ran and hid in a shed with a shotgun, SDPD said. The child fired two rounds at officers, according to police, but no one was injured.The 10-year-old barricaded himself for nearly two hours, before surrendering to police peacefully.SDPD said the child will be taken to a nearby hospital for evaluation.The shotgun was recovered at the scene, police said, and investigators plan to look into how the child came into possession of the weapon.10News is monitoring this breaking news story. The agency tweeted out several photos Monday morning that show the agent with a large cut on his face and what appears to be shattered glass in the patrol car. “Our agents face dangers like this one while maintaining the security of our nation,” the agency said. SAN DIEGO (CNS) - Voters will decide whether a controversial North County housing development goes forward, the Board of Supervisors decided Tuesday.After a public hearing, the board voted 4-0 -- Ron Roberts was absent -- to place the Newland Sierra project on the March 3, 2020, ballot. The board's action came two months after a Sept. 26 vote amending several provisions in the county general plan that allowed for Newland Communities to build in the Miriam Mountains area, directly west of Interstate 15 and near the cities of Escondido, San Marcos and Vista. The proposed development is in an area noted for wildlife and a tranquil ambience. The development would also feature 81,000 square feet of commercial space, a six-acre school site, 35.87 acres of public and private parks, 19.2 miles of multi- use community trails, an equestrian staging area and 1,209 acres of open space. The project would include numerous eco-friendly features, including solar panels, electric-vehicle charging stations, xeriscaping and gray-water systems, according to the developers. Opponents gathered roughly 117,000 signatures and presented their petition to the county.
