BEIJING, March 11 (Xinhua) -- Chinese President Hu Jintao on Wednesday called on the armed forces to provide mighty support for national interests and social stability. The People's Liberation Army (PLA) and the armed police shall energetically speed up the modernization of defense, resolutely safeguard the country's sovereignty, security and territorial integrity, and provide a mighty support for national interests and social stability, Hu said.     Hu, also chairman of the Central Military Commission, made the remarks at a plenary meeting of PLA deputies to the National People's Congress (NPC), the top legislative body. NANJING, Feb. 3 (Xinhua) -- China's Vice Premier Wang Qishan said on Monday that the country should take advantage of the rare opportunity to expand the outsourcing industry.     The State Council has identified 20 pilot cities to take part in a program that offers perks to businesses that opt to participate in outsourcing. The program will help ensure economic growth, industry restructuring and the job promotion -- notably for the college graduates, according to Wang in an industry meeting held on Monday in the east city of Nanjing.     The government would offer more support in tax breaks, financing, and vocational training, Wang said.     The Vice Premier noted it was important to nurture China's outsourcing industry, and local governments should create sound legal conditions to pave the way for the industry expansion.     Twenty cities, including Beijing, Shanghai, Xi'an, Suzhou and Hangzhou, have been designated for pilot service outsourcing programs. Beginning Jan. 1, these companies are eligible for tax breaks, financial support, subsidies and intellectual property rights protection, the Ministry of Commerce (MOC) said on Monday.     More multinational companies and financial institutions, hard hit by the global financial crisis outsource their business to less costly regions. This creates an opportunity for Chinese outsourcing companies, said vice minister of MOC Ma Xiuhong.     McKinsey, the New York based consultancy, said in a report last month that China posted rapid growth in the business but was lagged behind India, whose market value was nine times that of China.     The report said that despite the challenges, China still had potential to become the main outsourcing destination in the future.

He highlighted the rapid growth of bilateral relations since the two forged diplomatic relationship 21 years ago.     China has become the third biggest trading partner of Uruguay and the two sides have enjoyed close coordination and cooperation in regional and international issues, Hu said.     Vazquez said the two countries have made important progress in cooperation in various fields since they established diplomatic relations.     The two sides share broad consensus on many major issues. Both sides support peaceful resolution to international disputes and oppose interference of other country's internal affairs, Vazquez said.     The growth of bilateral relations will serve the interests of both nations and their peoples, Vazquez added.     Hu suggested the two sides strengthen political relations and expand dialogues at various levels. He also called for expanded cooperation in investment, trade and technology for their mutual benefits.     He named agriculture, fishery, product quality inspection, software and engineering technology consultation as fields where cooperation should be strengthened.     "The Chinese government encourages its companies to start businesses and invest in Uruguay and is willing to boost bilateral cooperation in energy, information technology industry, biological technology and agricultural technology", Hu said.     He also proposed the two nations boost cultural and people-to-people exchanges by expanding cooperation in culture, education, sports, media, and tourism sectors.     "China will make joint efforts with developing countries, including Uruguay, to address global challenges such as the current international financial crisis in an aim to maintain and promote peace, stability and development", the Chinese president said.     He added that China supports the integration process of the Common Market of the South and is willing to develop friendly and cooperative ties with its member states.     The two heads of the state also consulted on the international financial crisis.     Hu said China is willing to strengthen cooperation with developing countries including Uruguay to jointly face up to various global challenges such as the financial crisis, and safeguard and promote peace, stability and development across the world.     He said China attaches high importance to the G20 Summit scheduled for April 2 in London and is committed to intensifying dialogue and communication with the participating parties to ensure the summit will produce positive outcomes.     Vazquez stressed the necessity for the establishment of a new international financial order and expressed his hope the summit will lead to positive results that will help alleviate the impact of the financial crisis on developing countries.     After the talks, the two presidents witnessed a signing of a number of bilateral agreements.     At the invitation of Hu, Vazquez arrived in Beijing Saturday morning for a six-day state visit.     Vazquez will leave Beijing for a visit to Shanghai on March 24.     This is President Vazquez's first visit to China since he took office in 2005.

  

BEIJING, March 27 (Xinhua) -- Chinese President Hu Jintao said here Friday that the "good situation" in today's Tibet was "hard-earned and should be highly cherished."     Hu said during his visit to an exhibition marking the 50th Anniversary of Democratic Reform in Tibet, at the Cultural Palace of Nationalities in Beijing, that the reform 50 years ago was "the most extensive, profound and progressive social transformation in the history of Tibet."     All the nine members of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee visited the exhibition, including top legislator Wu Bangguo, Premier Wen Jiabao, and top political advisor Jia Qinglin. Chinese President Hu Jintao, also general secretary of the Communist Party of China (CPC) Central Committee and chairman of the Central Military Commission, visits an exhibition marking the 50th Anniversary of Democratic Reform in Tibet, at the Cultural Palace of Nationalities in Beijing, capital of China, on March 27, 2009    The exhibition, opened on Feb. 24, 2009, showcases archives, cultural relics, photos, videos, and restored landscapes that have recorded the great changes Tibet has gone through since 1959, when serfdom was abolished.     The exhibits show that Tibet has been a part of China since the Yuan Dynasty (1271 to 1368 A.D.). Also exhibited are scenes of surfs being exploited by their owners in the old times and how they were liberated 50 years ago.     The exhibition puts on videos recording the March 14th Riot in Lhasa last year and the major projects the Chinese government has sponsored in the plateau, such as the Qinghai-Tibet Railway and the Tibet Gymnasium. It also includes photos about Tibetan people's lives today.     When visiting the exhibition, Hu stressed that, only by staying in the big family of the motherland under the leadership of the CPC, can the economy and society of Tibet develop by leaps and bounds, and the people of Tibet be the owner of the country together with other Chinese ethnics.     Tibet should speed up economic development and further improve the living standards of people living there, especially the peasants and herdsmen, Hu said.     Hu also said that Tibet should move from being "basically stable" to "peaceful and stable in the long run."     The exhibition, co-organized by the State Council Information Office, the State Ethnic Affairs Commission and the Tibet Autonomous Region, has attracted about 137,000 visitors since its opening. 

  

BEIJING, Feb. 15 (Xinhua) -- North China's severe drought is still threatening 104 million mu (6.9 million hectares) of farmland in north China, the Office of State Flood Control and Drought Relief Headquarters said Sunday.     The drought-affected farmland dropped only 6.41 million mu, compared to a day earlier, although the country is going all out to fight the worst drought in decades, including artificial rain.     Among the total affected farmland, 30.33 million mu was seriously threatened by the drought, though 940,000 mu less than a day earlier, and 4.21 million mu had dried out, according to the office.     In the meantime, 4.68 million people and 2.5 million heads of livestock are still facing water shortage.     About 88.42 million mu of winter wheat crops are suffering from the drought, 5.88 million mu less than a day earlier, in provinces of Hebei, Shanxi, Jiangsu, Anhui, Henan, Shandong, Shaanxi, and Gansu.     The respite was limited as there was no effective rainfall in the drought-hit winter wheat growing provinces Saturday, although 5.11 million mu of wheat farmland was watered by irrigation facilities.
