SAN DIEGO (CNS) - San Diego City Attorney Mara Elliott announced today that the city will use a 5,850 grant to fund a team of specialized prosecutors to handle cases involving drug-impaired drivers.The City Attorney's Office will use the renewed Drug DUI Prosecution Grant to handle cases of both drug-impaired and drug/alcohol-impaired driving, from arrest through conviction and sentencing. The state Office of Traffic Safety administers the grant from the National Highway Traffic Safety Administration."Driving under the influence of drugs can have devastating effects on San Diego drivers and their families," Elliott said. "Our city continues to see DUI cases involving the misuse of prescription drugs, marijuana and illegal drugs, often in combination with alcohol. This grant allows our highly specialized prosecution team to work closely with law enforcement to hold accountable those who endanger our community."Specialized prosecutors working under the previous grant from Oct. 1, 2017, to Sept. 30 of this year filed 228 misdemeanor cases of drug-impaired and drug/alcohol-impaired driving while the City Attorney's Office filed a total of 3,110 impaired driving cases during that time. The office has received grant funding for drug DUI prosecutions since the fall of 2014.Officials warn that use of prescription drugs and/or marijuana, especially in conjunction with alcohol use, can lead to a DUI arrest and conviction. San Diego County saw a total of 90 deaths and 2,364 serious injuries due to DUI crashes in 2015."Driving under the influence is a crime that will not be tolerated," said Office of Traffic Safety Director Rhonda Craft. SAN DIEGO (CNS) - The San Diego Police Department conducted a bicycle and pedestrian safety enforcement operation Monday from 10 a.m. to 6 p.m. Officers focused on enforcing safety laws involving motorists, bicyclists and pedestrians in the Northern Division, which includes Clairemont, Mission Beach, Pacific Beach, La Jolla and University City. They looked for drivers who were speeding, making illegal turns, failing to stop for signs and signals, failing to yield to pedestrians in crosswalks, or any other violations. They also searched for pedestrians who crossed the street illegally or failed to yield to drivers who have the right of way. Pedestrians should cross the street only in marked crosswalks or at intersections. Police have investigated several collisions involving bicyclists and pedestrians during the past three years. In 2013, California had 701 pedestrian deaths, accounting for more than 23 percent of all roadway fatalities. The national average is 15 percent. Police say drivers should follow these safety tips:- Look out for bicyclists, pedestrians and scooter riders, especially at night or in bad weather.- Slow down and be prepared to stop when turning or entering a crosswalk.- Stop at the crosswalk stop line to give drivers in other lanes an opportunity to see, and yield to pedestrians.- Be cautious when backing up.- Share the road with bicyclists.- California law requires at least three feet of clearance when passing a bike rider.- Look for cyclists before opening a car door or pulling out from a parking space.- Yield to cyclists at intersections and as directed by signs and signals.- Watch out for bike riders when making turns.Tips for pedestrians:- Cross at crosswalks or intersections, and obey signs and signals.- Walk facing traffic.- Don't text or talk on a cell phone while walking.- Make eye contact with drivers as they approach.- Wear bright clothing during the day and reflective materials, or use a flashlight, at night.- Look left-right-left before crossing a street.Tips for scooter riders:- Wear properly fitted helmets.- Riders are considered vehicle operators; they are required to obey the same rules of the road as other vehicle operators, including obeying traffic signs, signals, and lane markings.- When riding a scooter in the street, cyclists must ride in the same direction as traffic.- When riding at night, scooter riders are required to have a front light and a red reflector to the rear- No passengers are allowed on any scooter. SAN DIEGO (CNS) - The San Diego chapter of the Surfrider Foundation announced Tuesday that it sent more than 2,200 letters from county residents to federal, state and local leaders calling for the prioritization of addressing toxic waste and pollution in the Tijuana River and coastal waters in south county.The organization said it sent letters to, among other people, President Donald Trump, Gov. Gavin Newsom, senators Kamala Harris and Dianne Feinstein, U.S. Environmental Protection Agency Office of International and Tribal Affairs Assistant Administrator William Charles "Chad" McIntosh, the county Board of Supervisors and the entirety of San Diego County's congressional delegation.The letters include a call to clean up contaminated water in the Tijuana River and near the U.S.-Mexico border that has resulted in closure of the Tijuana Slough and Imperial Beach shorelines for 190 days and 50 days, respectively, so far this year. Those numbers are likely to increase as rainfall later in the year typically exacerbates any contamination.The organization and the letters also call on the federal government to include Clean Water Act provisions in the U.S.-Mexico-Canada Agreement, a replacement trade deal for the North American Free Trade Agreement that went into effect in 1994."During the month of September there have been four transboundary flow reports issued by the International Boundary and Water Commission, totaling about 120 million gallons of treated and untreated wastewater that funneled into the Tijuana River and into the Pacific Ocean," the organization said in a statement.Transborder pollution from the Tijuana River has contaminated U.S. waters and coastlines for decades, forcing the county to regularly close beach access near the border. During that time, local and state officials and environmental activists have called for federal assistance to protect the health of the environment and residents near the border.In July, Reps. Juan Vargas, D-San Diego; Scott Peters, D-San Diego; and Mike Levin, D-Oceanside, introduced legislation to increase funding for Tijuana River clean-up efforts and prevention of future pollution. In April, Harris and Feinstein submitted a jointly written letter to multiple federal agencies requesting they address sewage runoff in the river.Surfrider and the city of San Diego have also filed lawsuits against the U.S. section of the International Boundary and Water Commission, which oversees waterways that traverse the border. The lawsuits argue that the UBWC has neglected pollution in the river and its effect on the environment."Now is the time to continue to elevate this dire issue," said Bethany Case, co-lead of the organization's Clean Border Water Now campaign. SAN DIEGO (CNS) - The Board of Supervisors voted unanimously Wednesday to approve million in aid for businesses affected by San Diego County's slide into the most-restrictive purple tier of the state's four-tiered coronavirus monitoring system.Greg Cox and Nathan Fletcher, co-chairs of the County of San Diego's COVID-19 Subcommittee, proposed making million in general funds available to provide relief to businesses negatively impacted by the indoor closures mandated by the purple tier."Due to the massive spike in COVID-19 cases and very concerning increases in hospitalizations we have to take action to slow the spread in San Diego County," they said in a joint statement. "Through no fault of their own, COVID-19 highest risk entities have to stop indoor operations. While we know this step is vital to help slow the spread in our community, we want to step up and help those impacted..."Our goal for the million is to provide relief to restaurants, gyms and other entities that have been directly impacted by the indoor closures due to our county's purple tier status. We want to provide this critical relief to them as our community works to slow the spread and stop the surge of COVID- 19 cases."Funds will also be available for event businesses, such as caterers and party planners.Cox, board chairman, said during Wednesday's virtual special meeting that providing the right critical relief for businesses is a priority."I realize we're in a situation none of us created," he said. SAN DIEGO (CNS) - San Diego Mayor Kevin Faulconer and City Councilman Chris Ward announced the start of construction Friday on dedicated infrastructure for cyclists and scooter riders in downtown San Diego.Faulconer and Ward's news conference marked the beginning of phase one of the Downtown Mobility Plan, roughly two and a half years after the City Council unanimously approved it. Once complete, the plan calls for the addition of about nine miles of cycle track through downtown -- bike lanes with a barrier to protect cyclists from vehicle traffic."As we encourage people to get out of their cars more, we need to build transportation networks that provide safe paths of travel for everyone," Faulconer said. "Connecting the popular destinations in downtown to surrounding neighborhoods is an important step in that direction and will give San Diegans more opportunities to embrace the surge in mobility options over the past year."The council approved the plan in June 2016. Faulconer originally suggested that the entire plan could be finished by June 2019, but delays and higher-than-expected costs pushed the project back. In March 2018, city officials told the city's Bicycle Advisory Committee that project costs had jumped from roughly million to million.Due to the setbacks, city officials now hope to complete the first phase at some point in 2020. The first phase will add cycle track on Beech Street from Pacific Highway to Sixth Avenue, Sixth Avenue from Beech Street to Harbor Drive and J Street from First Avenue to 17th Street."The Downtown Mobility Plan is a vital step forward I providing safe infrastructure for all San Diegans and to meet our mobility goals," Ward said.
